CITY OF POMONA
COUNCIL REPORT
October 5, 2026
To: Honorable Mayor and Members of the City Council
From: Anita D. Scott, City Manager
Submitted By: Karla Shipman, City Clerk
SUBJECT: ADOPTION OF CITY COUNCIL TELECONFERENCE POLICY AND RULES OF DECORUM AND PROCEDURES FOR CITY COUNCIL MEETINGS; REPEAL OF RESOLUTION NOS. 89-180 AND 93-204 ______________________________________________________________________________ RECOMMENDATION:
It is recommended that the City Council adopt the following resolutions:
Adopt Resolution No. 2026-115, adopting a Teleconference Policy for City Council Members; and Adopt Resolution No. 2026-116, adopting Rules of Decorum and Procedures for City Council Meetings and repealing and superseding Resolution Nos. 89-180 and 93-204.
EXECUTIVE SUMMARY:
Senate Bill 707 (SB 707) amended the Ralph M. Brown Act to expand remote public access and revise teleconferencing rules for local legislative bodies. The City previously adopted the technology-disruption policy required by SB 707 through Resolution No. 2026-70. The proposed Teleconference Policy establishes procedures for City Councilmember participation under the current statutory frameworks, while the proposed Rules of Decorum consolidates and modernizes the City's standards for public participation and meeting order. Staff recommends adoption of both policies.
SB1439/GOVERNMENT CODE §84308 APPLICABILITY:

FISCAL IMPACT:
No direct fiscal impact is anticipated. Implementation can be absorbed within existing staff resources.
PREVIOUS RELATED ACTION:
On June 15, 2026, the City Council adopted Resolution No. 2026-70, establishing the technology-disruption policy required by Government Code section 54953.4.
DISCUSSION:
SB 707 amended the Brown Act's teleconferencing provisions and created or revised procedures for City Councilmember remote participation. Resolution No. 2026-115 (Attachment No. 1) would adopt the Teleconference Policy for City Council Members, attached as Exhibit A. The Policy addresses traditional teleconferencing, just-cause participation, disability-accommodation participation, and teleconferencing during a proclaimed state or local emergency. It also coordinates with the City's existing technology-disruption policy adopted by Resolution No. 2026-70. The Policy applies only to the City Council and its members.
Resolution No. 2026-116 (Attachment No. 2) would adopt the Rules of Decorum and Procedures for City Council Meetings, attached as Exhibit A, and repeal and supersede Resolution Nos. 89-180 and 93-204. The Policy establishes current, viewpoint-neutral standards for public participation; procedures for warnings and removal when conduct actually disrupts a meeting; and rules addressing safety, accessibility, signs, audience reactions, recording, and group disruptions. Technology failures remain governed by Resolution No. 2026-70.
