PREVIOUS RELATED ACTION:
On June 21, 2021, City Council adopted Resolution 2021-84 which added the current standard bylaws for all city boards, commissions, and committees. This amended the different sets of by-laws for each of the thirteen different boards, commissions and committees and streamlined the by-laws into one set applicable to all boards, commissions and committees.
On August 7, 2023, City Council adopted Ordinance No. 4328 which codified the standard bylaws for all city boards, commissions, and committees into the City’s municipal code.
DISCUSSION:
Since the codification of the standard by-laws on August 7, 2023 staff has noted there is a need to update the by-laws in places that do not give clear guidance on certain situations. This update includes eight revisions to the bylaws, including the addition of a tardy policy, clearer definitions of when absences are earned during a lack of quorum, and standards of conduct. The intent is to support Commissioners, Committee Members and Board Members in fulfilling their duties by improving the clarity of the practices and standards.
COUNCIL PRIORITIES & GOALS:
This item supports Priority #5 Commitment to Excellence in Service Delivery, Goal #D Optimize City Processes & Improve Accessibility and Convenience.
CHILDREN, YOUTH, AND FAMILY IMPACT:
