Michael Ellis
Chief of Police
Pomona Police Department
Dear Chief Ellis:

It is my pleasure to approve your agency’s Annual Training Plan for Fiscal Year 2026-27. The Board of State and Community Corrections (BSCC) sincerely appreciates your decision to participate in the Standards and Training for Corrections (STC) program. It is important to note that you and 150 other corrections agencies in California have elected to participate in the program for the upcoming year. This collective participation demonstrates a strong commitment to maintaining a professional and well-trained workforce.

Through your participation, you are eligible to receive funding for your training program. The purpose of this funding is to support your ability to participate in the STC program and meet the selection and training requirements for your corrections personnel. It is not intended to wholly fund your selection and training programs.

The total amount to be distributed to local agencies is $20,970,000, the same amount as was allocated last fiscal year. Each agency’s distribution is determined by available funds, the number of agency staff, and the total number of eligible staff positions statewide. For Fiscal Year 2026- 27, the STC funding rate is:
• $655 for each eligible position that requires annual training, and • $983 for each eligible position that requires core training.

Thank you for the trust that you have placed in the STC program to maintain defensible standards on your behalf. We remain committed to assisting you with selecting the best-qualified personnel and training them to maximum competency. Please do not hesitate to call your assigned Field Representative or me if you have any questions about the program.

Sincerely,

KASEY WARMUTH
Deputy Director
Standards and Training for Corrections Division
