CITY OF POMONA

COUNCIL REPORT
October 19, 2026
To: Honorable Mayor and Members of the City Council
From: Anita D. Scott, City Manager
Submitted By: Chris Munoz, Acting Human Resources/Risk Management Director SUBJECT: SALARY AND BENEFITS FOR APPOINTMENT OF KARLA SHIPMAN AS CITY CLERK RECOMMENDATION:

It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. 2026-127 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AFFIRM SALARY AND BENEFITS FOR KARLA SHIPMAN AS CITY CLERK EXECUTIVE SUMMARY:

Pursuant to Section 702 of the Pomona City Charter, the City Council appointed Karla Shipman as the City Clerk, effective September 21, 2026 and this action will affirm salary and benefits effective September 21, 2026.

SB1439/GOVERNMENT CODE §84308 APPLICABILITY:
☐ When this box is checked, it indicates the agenda item is subject to the Levine Act SB1439 requirements.  Councilmembers are reminded to check their campaign contributions and determine whether they have received a campaign contribution of $500 or more that would require disclosure and/or recusal from discussing or acting on this agenda item.  Campaign contributions of $500 or more made 1) by any person or entity who is identified in the agenda report as the applicant or proposer or 2) on behalf of the applicant or participant, including a parent, subsidiary or otherwise related business entity, or 3) by any person who has a financial interest in the agenda item requires a councilmember to comply with SB1439.

FISCAL IMPACT:

Funding for this position was included in the Fiscal Year 2026-27 budget.

PREVIOUS RELATED ACTION:

The City Council appointed Karla Shipman Acting City Clerk on May 3, 2026. On September 21, 2026, the City Council appointed Ms. Shipman as the City Clerk.

DISCUSSION:

Section 702 of the Pomona City Charter establishes the office of the City Clerk, who shall be appointed by a majority vote of the City Council. Government Code § 54953(d)(3)(A) requires the City Council to orally report a summary of a recommendation for a final action concerning the salaries, salary schedules, or compensation paid in the form of fringe benefits of a local agency executive.

An oral report was made at the September 21, 2026, City Council meeting regarding the appointment of Karla Shipman as City Clerk. The recommended action in “Resolution 2026-127” formerly affirms the salary and benefits in accordance with California Government Code § 54953(d)(3)(A).

The appointment of a new City Clerk includes confirming salary and benefits. Ms. Shipman will receive benefits provided in accordance with the City’s Compensation Plan for Executive Management Group A and B Employees of the City of Pomona. Additionally, Ms. Shipman’s salary shall be as follows: Effective September 21, 2026, $144,000 annually, and effective October 1, 2026, $151,200 annually.

Because the City Charter is silent regarding the establishment of salary and benefits for the City Clerk, adoption of “Resolution 2026-127” will affirm the salary and benefits for the City Clerk in accordance with the City’s current salary schedule and Compensation Plan for Executive Management Group A and B Employees of the City of Pomona.

COUNCIL PRIORITIES & GOALS:

This item supports the FY 2026-27 City Council Priority #5, Commitment to Excellence in Service Delivery – Goal #B: Invest in City Staff, 2. By June 2027 most current vacant and frozen position will be filled.

CHILDREN, YOUTH, AND FAMILY IMPACT:

Not applicable for this item.
