In-Person: Complete a speaker request form located at the entrance and give it to the City/Authority Clerk. Your name will be called when it is your turn to speak.

Written: All written public comments should be no more than 500 words and are subject to the Public Records Request Act. CALL TO ORDER
Mayor/Chair Martinez called the Budget Workshop Special Meeting to order at 3:00 p.m.
ROLL CALL
Present: Councilmembers/Members Steven A. Gama, Laura D. Hernandez, Martha R. McQueenLegohn; Members Robert Blackwell; Mayor Pro Tem/Vice-Chair Misty Perez; Mayor/Chair Roberto “Bobby” Martinez
Absent: Housing Authority Member Johnny Brown

BUSINESS
1. BIENNUAL BUDGET FISCAL YEARS 2023-24 AND 2024-25 WORKSHOP Recommendation:
1. Provide feedback on the proposed draft budget; and
2. Allow for public participation and comments for Council/Board consideration; and
3. Direct staff to incorporate any amendments and return with a final budget for Adoption on June 5, 2023.
Finance Director Lupe Acero presented the report and presentation. Questions were asked and responded to throughout the presentation.
There were no public comments. Questions and discussion followed.
A motion was made by Mayor/Chair Martinez to add two additional fire pits to fiscal year 2023/2024. Discussion followed. The motion was seconded by Mayor Pro Tem/Vice-Chair Perez.
Discussion followed.
Councilmember/Member McQueen-Legohn requested a friendly amendment, to add discussion regarding safety and security regarding the fire pits. Mayor/Chair Martinez amended his motion to add two additional fire pits to fiscal year 2023/2024 and to discuss the safety and implications of how staff will take care of the fire pits. Councilmember/Member Gama provided a second.

Motion passed 6-0-1 as follows:
AYES: Gama, Hernandez, McQueen-Legohn, Blackwell, Perez, Martinez NOES: None; ABSENT: Brown; ABSTAIN: None
Discussion followed.
A motion was made by Mayor/Chair Martinez to budget for the soccer court at the tennis courts.
Discussion followed. Mayor Pro Tem/Vice-Chair Perez seconded the motion. Comments followed. Councilmember/Member Gama announced that he would be recusing himself due to a potential conflict of interest due to the location of the item and his residence.
Motion passed 5-0-1-1 as follows:
AYES: Hernandez, McQueen-Legohn, Blackwell, Perez, Martinez NOES: None; ABSENT: Brown; ABSTAIN: Gama
A motion was made by Councilmember/Member Gama for staff to come back with a traffic safety study analysis to elevate traffic safety along Channel Islands and Ventura Road to a high priority.
Councilmember/Member Gama restated his motion to add money in the budget to address traffic safety on Channels Islands Boulevard and Ventura Road. Discussion followed. Motion failed for lack of second.
A motion was made by Councilmember/Member McQueen-Legohn, seconded by Councilmember/ Member Hernandez, to come back at the June 5, 2023, City Council meeting with the type of funding that might be available for a traffic survey.
Motion passed 6-0-1 as follows:

ADJOURNMENT
The City Council adjourned at 5:28 p.m. to its next regular meeting scheduled for Monday, June 5, 2023, at 6:30 p.m. The Surplus Property Authority will adjourn to the next meeting with a date yet to be determined.
