The following information was provided to the public on how to observe and/or participate in City meetings:

In-Person: Complete a speaker request form located at the entrance of the Council Chamber and give it to the City Clerk. Your name will be called when it is your turn to speak. Public Comment is limited to 3 minutes per speaker, unless for good cause, the Mayor amends the time limit. A speaker’s time may not be transferred to another speaker. • Written: All written public comments shall be no more than 500 words and are subject to the Public Records Act. CALL TO ORDER
Mayor Perez called the meeting to order at 9:00 a.m.

Present: Councilmembers Steven A. Gama, Laura D. Hernandez, Roberto “Bobby” Martinez, Mayor Pro Tern Martha R. McQueen-Legohn; Mayor Misty Perez
Absent: None.
PUBLIC COMMENT -None.
BUSINESS ITEMS
1. Ratification and Update of Declaration of Local Emergency and Consideration of Extension or Termination of Same Recommendation:
1. Receive an update on the local emergency declared on December 21, 2023;
2. Ratify the adoption of a resolution of the Declaration of Local Emergency resolved by James Vega as the Director of Civil Defense Disaster Services on December 21, 2023;
3. Consider the adoption of a resolution of the City Council of Port Hueneme, California, ratifying and extending the proclamation of a local emergency issued by the Director of Civil Defense and Disaster Services on December 21, 2023 due to flooding and CC Special Meeting Minutes - December 27, 2023, Page 1 of 2 rainstorm impacts under Government Code Section 8630 and Chapter 2 of the Port Hueneme Municipal Code ("Disaster Council”); or termination of local emergency.
City Manager James Vega provided an update on the local emergency and presented the report. Questions followed.

A motion was made by Councilmember Hernandez, seconded by Councilmember Gama, to:
1. Receive an update on the local emergency declared on December 21, 2023;
2. Ratify the adoption of Resolution No. 4477, a resolution of the Declaration of Local Emergency resolved by James Vega as the Director of Civil Defense Disaster Services on December 21, 2023;
3. Consider the adoption of Resolution No. 4478, a resolution of the City Council of Port Hueneme, California, ratifying and extending the proclamation of a local emergency issued by the Director of Civil Defense and Disaster Services on December 21, 2023 due to flooding and rainstorm impacts under Government Code Section 8630 and Chapter 2 of the Port Hueneme Municipal Code ("Disaster Council”).
Motion passed 5-0 as follows:
AYES: Gama, Hernandez, Martinez, McQueen-Legohn, Perez
NOES: None; ABSENT: None; ABSTAIN: None
ADJOURNMENT
The City Council adjourned at 10:12 a.m. to its next regular meeting scheduled for Tuesday, January 16, 2024, at 6:30 p.m.
