4) Background on Community Benefit Fund
Ms. Kristin Decas gave an overview of the Community Benefit Fund. She noted how it started through the settlement agreement and the process on how the agreement works. Ms. Decas noted the amount of funding that has currently been received and the projects that it supports, noting projects should be beneficial for both the City of Port Hueneme and the Port of Hueneme.
5) Community Benefit Fund - Updates on Monument and Mural Project Development/Concepts
President Mary Anne Rooney went over the plans for monuments and how the phases would be funded and built. Phase 1 Monument to the Bard Family, Phase 2 Monument History/Collaboration with ILWU and Navy Seabees, Phase 3 Chumash History in Port Hueneme and Phase 4 Maintenance. Vice President Herrera noted Bard’s accomplishments and vision for the City and Port and the need to honor him with a monument.
Mr. Brick Conners noted the City adopted a policy called the Hero’s, Heritage and History which prescribes processes for creating monuments and public art. He noted there is an application process, and the Citizens Advisory Committee reviews the projects and makes recommendations to the City Council. This will need to be factored in before any project moves forward.
Mr. Brick Conners and Mayor Rollins also discussed the proposed mural project on Hueneme Rd. Ms. Kristin Decas noted the Port has already approved the $15,000 for the mural on their side and would need to be brought to the City’s board for discussion.
Council member Laura Hernandez, representing herself as a citizen and not as a Council member discussed her service on the Committee and the vision for the mural project, noting it will provide recognition of the Chumash from the construction of the Port to turning it over to the Navy and it would also include major accomplishments of the City. Starting this mural would initiate more murals throughout the City. Ms. Hernandez also noted the previous City Council Committee members have always been in support of the monuments proposed by the Port. 6) Other Community & Port Initiatives
Vice President Herrera noted the Bard family has made a large donation to the Ventura County Museum and offered the Port of Hueneme to have some historical displays that the City might be interested in partnering with. Mr. Brick Conners also noted the City’s partnership with the Navy Base Museum on displays.

Honoring Richard Bard:
A Hero’s Tribute by the Sea
The Visionary Trader
The Community Benefit Fund (CBF) was established in 2015 by the City and Port to achieve the mutual goal of enriching the community through a spirit of collaboration. If the Port’s annual exceeds $13M, $100,000 is allocated to the CBF and the Port and City come together to vote on how to invest this funding in the community. By working collaboratively and investing in sustainable and resilient infrastructure, public safety, community and economic development and environmental justice programs and projects, the Port+City will ensure that the entire region continues to thrive and prosper.

DATE: March 18, 2024
TO: Honorable City Council
FROM: James Vega, City Manager
SUBJECT: PRIORITIES FOR CITY AND PORT (OXNARD HARBOR DISTRICT) PARTNERSHIP 2024
RECOMMENDATION:
It is recommended that the City Council receive information regarding the Joint City/Port Committee meetings for 2024 and provide direction regarding priorities.
BACKGROUND/ANALYSIS:
Pursuant to a 2015 agreement between the City of Port Hueneme (City) and the Oxnard Harbor District (OHD), OHD contributes $100,000 on an annual basis to the Community Benefit Fund (CBF) when gross revenues exceed $13M and is subject to escalation by the CPI. With the creation of this process, a Joint City/Port meeting process was also established, resulting in the Mayor, Mayor Pro Tem and City Manager meeting with the OHD President, Vice President and CEO each year to consider mutually agreeable project ideas. This also allows for collaboration or discussion of other topics that are related to the partnership between the City and OHD.
During the City Council’s recent goal-setting discussion, the City Council directed staff to agendize items on future agendas to allow for discussion of priorities and goals related to various key partnerships, including the partnership with OHD. This item is intended to allow for that discussion. Staff recommends prioritizing these first four topics that are mutually beneficial both to the Port and to the City:
1) Streets and Infrastructure Projects and Funding Opportunities: In last year’s City/Port joint Washington D.C. trip, one of the key themes in discussions with Federal representatives was the importance of the Port and City in providing critical support during crisis by having the Port available to receive and distribute needed goods. In order to do this – the City’s streets and infrastructure must also be in good condition and able to support this mission while also being able to support the community. The City and the Port could jointly advocate for street and infrastructure funding in the future.
2) Traffic Improvements and efforts: Both the City and the Port have recently made efforts to address traffic concerns in the City and at the Port. The City and the Port Agenda Item No. 11 Page 1 of 3 CC Agenda 03-18-2024
Partnership Priorities for 2024
March 18, 2024
could explore opportunities to work together to help address traffic issues that support each other in this coming year.
3) Security of the Port and of the Community: The City and the Port can partner together to explore ways to “harden” both the Port and the City to the benefit of the Port, City and our community.
4) Clean Technology that Helps Improve Our Environment and Mitigate Impacts: The City and the Port can partner together to seek funding for clean technology that helps to improve our environment and mitigate impacts. This was illustrated recently when the Port presented information regarding its shoreside power system at a recent Council meeting.
If the City Council agrees – these topics can be priority topics to explore partnerships and funding opportunities in this coming year.
There are several additional topics that have been raised by Council or members of the public in recent conversations – the City Council can also provide direction to staff on these or other topics so that the City and Port can address any priority topics.
Alternatively, the City Council could direct the Joint Committee representatives to explore these or other topics and provide future recommendations to the City Council regarding:
5) Community Benefit Fund: Both the City and OHD have discussed in recent meetings the desire to make modifications to future CBF processes. Some topics recently discussed include a desire for simple changes to the application process or criteria, to broader topics such as the overall goal and focus of the CBF. The City Council may wish to provide feedback and direction for future Joint City/Port discussions. The current process is included in the chart below:
Agenda Item No. 11 Page 2 of 3 CC Agenda 03-18-2024
Partnership Priorities for 2024
March 18, 2024
6) City/Port Joint Washington DC Trip: The City and Port Joint Committee are planning the second annual joint Washington DC trip to advocate for the City and Port with State and Federal officials. The four priority topics explained previously would be prioritized, unless the City Council directs otherwise or identifies other priority topics.
7) Monument/Statue Proposals: Although the first statue proposal is agendized separately on this agenda, there has been past discussion of additional monuments or statues that can be discussed. For example – a proposed second monument recognizing Chumash contributions to the community was discussed in prior meetings.
8) Other Collaboration Opportunities: For example – topics such as pedestrian safety, potential street project priority, and future port or city projects may be identified by City Council as priority topics as desired.

TO: Honorable City Council
FROM: James Vega, City Manager
SUBJECT: “REFLECT YOURSELF” PEDESTRIAN SAFETY CAMPAIGN
RECOMMENDATION:
That the City Council receive a presentation from Councilmember Gama regarding a proposed “Reflect Yourself” Pedestrian Safety Campaign, and provide direction.
BACKGROUND/ANALYSIS:
On February 5, 2024, the City Council received a request from Councilmember Gama to place an item on the agenda to allow for the presentation of a proposed “Reflect Yourself” Pedestrian Safety Campaign. The request received a motion from Councilmember Gama, with a second by Mayor Perez, and the Council voted unanimously to place the item on a future agenda.
Councilmember Gama has provided the attached PowerPoint presentation to provide information on the proposal. This item allows for the presentation and consideration of the campaign.
The proposed campaign has several potential elements for Council to consider, broken into phases – Phase 1 includes items that can be accomplished soon with minimal cost and staff resources, and Phase 2 includes items that will have more significant costs and need to be planned for, including:
Phase 1:
1) Promote Reflective Clothing: Staff could prepare outreach materials promoting reflective clothing, including social media posts, flyers, and/or an informational video. Costs for this element of the campaign are likely fairly low – between $50 to $500, and utilize a low level of staff time.
2) Educational Safety Campaign to raise awareness, including distribution of informational materials, hosting community events and working with schools to educate children about safe walking practices. This element could be included as part of item 1, by using the materials in item 1 in partnership with schools and community events.
Agenda Item No. 12 Page 1 of 21 CC Agenda 03-18-2024
Reflect Yourself Pedestrian Safety Campaign
March 18, 2024
3) Enforcement: Similar to item 3 – this is in progress as the City has rolled out motorcycle enforcement to help address issues such as speeding, failure to yield and distracted driving. The first motorcycle has been effective to date, and the City Council recently approved a second motorcycle which is being purchased and will be rolled out soon. Information about this can be included in the educational safety campaign.
Phase 2: (Some of these items are in process or are rolling out as part of other initiatives, but the items will likely require additional resources to complete):
4) Pedestrian Pathways: Creating pathways or modifying existing pathways is likely to be much more costly and utilize more staff time. If the City Council would like to discuss this element further, it is recommended to consider this during discussion of Capital Improvement Projects as part of the upcoming budget process. 5) Traffic Calming (including lower speed limits, speed bumps, etc.): This is currently in process. The City recently lowered speed limits, added motorcycle enforcement, and rolled out a speed hump policy to address these items. These improvements can be included in promotional outreach materials to help spread awareness. 6) Install Marked Crosswalks, Signage and Lighting: Similar to item 2 above, this item would likely require additional funding or resources. If desired, this could also be considered as part of the upcoming budget process.
7) Beach Access Points: The proposal includes the addition of beach access points to provide safe and accessible access points to the beach. The City recently purchased a movable access mat that will be utilized for future events at the beach.
Additional permanent access points would likely require additional funding or resources. If desired, this could also be considered as part of the upcoming budget process.
8) Monitor and Adjust: A follow up report can be prepared and presented to Council for future consideration. Costs and resources for a follow up report are minor and can be accomplished utilizing budgeted resources.
In summary, promoting reflective clothing and an educational campaign that includes information about the City’s efforts to reduce speed limits, calm traffic and increase enforcement can be accomplished without any budget adjustments. Phase 2 items would likely be discussed separately as part of upcoming budget discussions, as modifications to pathways, lighting and/or beach access are likely to have more significant costs and would likely require future budget adjustments.
FISCAL IMPACT:
Promoting reflective clothing, an educational campaign, and a follow up report to monitor results can be accomplished within existing budgets.
STRATEGIC PLAN:
Primary Strategic Pillar(s) and Initiative(s):
Optimal Levels of Service for Residents and Businesses
• Promote operational excellence in all City functions and embody best practices as a municipality
