Re: Discussion on Smoking Ordinance at Multi-family Properties Dear Mayor Perez and Council Members:
The California Apartment Association (CAA) represents local housing providers, operators, and suppliers along with business owners and real estate industry experts who are involved with a range of rental properties from those that offer single-family residences to large apartment communities. Our members help house Port Hueneme.
As City Council discusses the possibility of drafting an ordinance to regulate smoking and curtail the effects of second-hand smoke, we respectfully ask that if drafted, the ordinance would apply to ALL smoking including marijuana; has an adequate phase-in period; contains no requirements for “no smoking” signs; and provides liability protection for landlords if tenants or their guests smoke in a unit.
These recommendations are designed to protect residents in multi-unit rental housing, offer clarity to rental property owners and managers, and provide a level of consistency with similar ordinances throughout the state.
CAA has a deep commitment to upholding the highest standards in the rental housing industry as well as a commitment to creating housing for all in Port Hueneme. Please know that CAA is available as a resource to City Council and city staff.
Sincerely,
Matthew Buck
