There is an Airbnb below me. 80% of the me there is no problem but without a city ordinance we have no recourse when there is a problem. >

Then at 2:00 in morning when the bars closed more yelling and banging. Another me someone rented a unit and then invited 30 people to party at our clubhouse.

Children with huge squirt guns were le unaended in the pool and drenched our pool table. The STR owners made money and the other residents had to put up with the sleepless nights and destrucon of communal property. But I find the dread I feel every me someone arrives to be the worst.

Also neighbors can file a complaint with the city and the city can issue a citaon with far less bureaucracy than HOAs. If an owner tries to do short term rentals without registering with the city, I would not have problem reporng them to city enforcement. They are profing from our community and need to pay for some of the expense.

Subject: Short term rentals
Hello,
I am writing to encourage the creation of an ordinance for the city of Port Hueneme similar to the one adopted by Oxnard to limit institutional investors and set a cap so we don't have the same problems experienced by other coastal towns. Unrestricted short term rentals can utterly destroy a community.

Thank you.

Subject: SHORT TERM RENTALS
Aachments: Leers to Council - Cuyacos and Malifu for Cynthia.docx Dear Ms Galvarez
I will not be able to attend on February 18th 2025. I would like this to be presented and read to the City
Council, concerning Short Term Rentals
which is on the Agenda. Thank you in advance
for your attention to this important matter.

Cynthia Weiss Beachport Cotteges VP, and HOACollalition member.

Dear Council Members:

I would like to lend my support to the consideration of adopting an ordinance to regulate the proliferation of short-term rentals. I think it is important to maintain the residential nature of Port Hueneme and the unchecked conversion of homes to short-term rentals has proven in other communities that investors who are focused primarily on profit can destroy a community.

An LA Times article by Jack Flemming on 9/25/24 details the effects of Short-term rentals on Cayucos near Morro Bay. Cayucos used to have a year-round population but the rapid purchase of homes by investors has decreased the year round population so that some of the businesses have failed.

A similar article in the Malibu Magazine identified the same trend with a little more data. Based on the 2020 census, the population of Malibu had declined from 12,645 residents to 10,654. The difference was the number of Short Term Rentals. “As more families move out and more LLCs move in” some residents feel like Malibu has lost the feeling of being a community. One resident said he is less likely to run into a neighbor than a property manager, or a bleary eyed teenager looking for an AirBNB that regularly hosts parties.

Malibu City council member Steve Uhrin says the repercussions go beyond community ties. A shrinking population of residents could have a huge impact on the city’s economic future, from shuttering businesses to cuts in government funding.

I hope that the city adopts an ordinance that puts a cap on the number of short-term rentals and also restricts institutional investors. The Oxnard ordinance which was approved by the Coastal Commission has rules which not only cap the percentage of total residences that can be short term rentals but also does not allow for REITs or other speculators to purchase residential homes.

Thank you,
Cynthia Weiss
