Aachments: Chief Rico Leer.docx

I am aware that council member Laura Hernandez used her elected position to undermine the hiring and the current duties of Police Chief Michael Federico. This behavior is beyond reproachable, that an elected council member would use her time to negatively impact such a valued member of our community is truly abhorrent. I live in Port Hueneme in Hueneme Bay.

When I go to our pool, or just walk around our little town within our town, I feel very safe and with good reason. I often talk to my neighbors. Everyone knows Chief Rico, and it’s always a positive interaction. He has been here on a bike, in meetings and with other officers on the rare occasion of trouble in our sweet community. He oversees a senior dinner at the pavilion monthly that everyone thoroughly enjoys. Many of us residents in “The Bay” would visit the Italian Restaurant he owned “Rico’s” and were saddened when it closed, and elated to hear he was coming back to Port Hueneme as our Chief of Police! If we see him in town he is always, always, always happy and available for conversation. He is a pillar of strength for us. Believe me when I say to have a Police Chief like Chief Federico protecting us gives our community a feeling of security and calm that in these tumultuous times is well, priceless. Will council member Laura Hernandez be held accountable? The community is watching.

Thank you,
Jodi Levine

Dear Mayor, Mayor Pro Tem, Council Members, and City Staff, I am writing to express concern about the ongoing threat to our infrastructure and beach access. As we rely heavily on federal funding and the Army Corps of Engineers for sand replenishment, it is crucial that the Port and the City establish a clear, reliable process to ensure timely sand delivery and a plan for addressing any shortfalls when these needs are not met.

From an outside perspective, it seems that each cycle brings a new process, and unfortunately, something always goes wrong. Once again, we find ourselves critically short of sand, with no guarantee of securing funding for future replenishment, especially with the recent federal upheaval and proposed cuts of more than 2,000 federal employees to the U.S. Army Corps of Engineers.

Is there a documented procedure for securing sand replenishment funding? Is it clear who in the City is responsible for this task? Despite the recurring "Sand Summit," I remain unsure of its tangible outcomes.

I urge the City and Port to consider requesting Community Benefit Funds or emergency city funds to commission a comprehensive report that outlines the following:

1. A list of critical infrastructure at risk from erosion due to a lack of sand replenishment over at least two cycles, including the pier, beach facilities, promenade, park, sidewalks, streets, utilities, signage, and structures. The report should also include the cost of replacing or relocating these assets. Furthermore, it could consider infrastructure outside the city's jurisdiction, such as port and railway structures.

2. Alternative contractors who could assist with sand movement and replenishment.

3. Alternative funding and collaboration options to ensure sand replenishment.

4. Alternative solutions to sand replenishment, including naturebased approaches (as seawalls and rock revetments offer short-term fixes while exacerbating sand loss).

Thank you for your attention to this pressing issue.

Sincerely,
Joan Tharp

Hey Georgianna,
I hope you are doing well. Could you read my public comment for tonight please.

I attached it to this email. :)
Public Comment Item #13– Bobby Martinez
Good evening, Mayor McQueen-Legohn, Mayor Pro Tem Lopez, Councilmembers, City Staff, and members of the public.

I appreciate the opportunity to comment on this agenda item and want to acknowledge the City’s efforts in continuing several great community events. I also wanted to highlight a few initiatives that were not mentioned in the staff report but have made a meaningful impact on our residents.

First, I worked to open the Boys & Girls Club gym to the public, providing the only open gym space in the city for residents to use, including for pickleball. This cost the city about $10,000 a year, and while I believe it’s a great program to continue, it should only move forward if the Boys & Girls Club completes the necessary floor repairs as part of their current remodeling project.

Second, the rock painting activity was something I initiated for the first-ever Fun Run. I personally provided the materials—sacks of water rocks, paint, and brushes—so the community could participate. Since then, I understand the Recreation and Community Services Division has continued this activity, though now with a $10 fee.

Additionally, I advocated for the City and Port to establish a scholarship program through the Community Benefit Fund. While I know there is still funding allocated for this year, the question remains whether it will continue moving forward.

Regarding other events, I commend the City for doing a great job with the Three-Point Contest.

REACH would be happy to support that again, as well as the Fun Run if additional help is needed. The Music and Literature Event is something I hope to bring back through our Sister City Committee. However, this year, our focus is on the March 25th fundraiser, which you are all invited to, and our upcoming Puerto Vallarta visit in April. Originally, I held the Music and Literature Event for Día del Niño when I was mayor, and while I had City Council approval and support, I didn’t receive much direct assistance directly from the City. I may be able to organize it again next year.

As for the sporting events, these are areas where REACH can likely step in, but we may need City support for facility use, much like we do for pickleball tournaments. Lastly, I want to clarify that the Community Softball Games were actually former Mayor Rollins’ idea—I just helped facilitate them.

I truly hope the Council will continue to support as many of these initiatives as possible, but ultimately, it is up to your discretion. Thank you for your time and consideration.

Subject: City Council Public Comment: Required permission to temporarily park on public street Would like to discuss the waste of time and tax funds spent on bogus parking enforcement citations.

Question:

Why would residents ask permission to temporarily park in a public street? The trailer will be there for less than 36 hours! And all municipal codes are being followed Received “citation warning” municipal code 3241. For not “contacting parking enforcement prior to parking on public street”

1. Municipal code 3241 states vehicles in excess of 6000 lbs. are prohibited from parking in public street. Our travel trailer does not exceed 6000 lbs. The municipal code does not state that parking enforcement needs to be advised of such vehicles on the public street prior to parking them.

2. Municipal code 3267 states that a trailer must be “attched to a vehicle capable of moving trailer in a normal manner upon the street. This was not mentioned in this citation warning but quite relevant to trailer owners of Hueneme. I am familiar with our municipal codes as a responsible trailer owner & resident.

The trailer in question is parked without blocking our driveway or neighbors. It is under the 6000 lbs weight limit mentioned in municipal code 3241. We arrived after 10PM on Sunday night. It is hitched to a truck and can capable of being moved. We have zero history of issues with parking our trailer on the public street long term. However, requiring residents to ask for permission or notify the city to use the public street for less than 72 hours, especially when following municipal codes is oversteeping of power by our city and staff.
