Subject: Support the California Polluter Pays Climate Superfund Act Port Hueneme City Council,
I urge you to pass a resoluon supporng the passage of the California Polluter Pays Climate Superfund Act (AB 1243/SB 684).

The state budget defecit, cuts to FEMA and other federal funding, as well as the everincreasing and devastang impacts of climate change, puts cies in a dificult finacial situaon. Port Hueneme is no excepon and has the added burden of dealing with industrial polluon.

The California Polluter Pays Climate Superfund Act would hold the fossil fuel industry responsibile for the health, environmental, and financial harms they have caused by making them fund remedies for those harms. The funding could be used for climate migaon and adaptaon efforts, first responder preparedness, green job development, resilient schools and homes, and so much more.

Instead of acng to make the situaon beer, fossil fuel companies have done everything they can to block efforts to make needed changes, so they can connue to rake in exorbitant profits.

It is long past me to hold these companies accountable. Please, take acon to do so by supporng the passage of the California Polluter Pays Climate Superfund Act, which will:

1. Direct CalEPA to conduct a climate cost study to quanfy total damages to the state (through 2045), caused by fossil fuel emissions. This study is done using climate aribuon science.

2. Direct CalEPA to idenfy responsible pares and assess compensatory fees on the largest fossil fuel polluters, proporonal to their fossil fuel emissions 1990 through 2024, to address damages quanfied in the cost study.

3. Fund California’s future: Fees collected will fund projects and programs to migate, remedy, or prevent climate change costs and harms. The aim of this bill is to priorize strong labor and job standards and dedicate at least 40% of the funds to benefit communies hit hardest by fossil fuel polluon. It will protect Californians and lower costs by funding crical climate soluons, including investments in a clean energy transion, community resilience, home hardening, sustainable infrastructure, and essenal workers responding to climate disasters. a. Note: these fees would be less than 0.01% of the company's trillion dollar profits, and the companies have the opon of paying them over a 20-year period.

Thank you,
Ann Dorsey

Dear City Councilmembers,
I urge you to pass a resolution in support of Polluters Pay Climate Superfund.

There are many prudent reasons to pass this resolution. Climate change is damaging our state more and more each year. The bill will help Port Hueneme invest in climate resilience and green jobs, while conserving funding from the state budget.

Having a new source of revenue will protect and provide relief to the general fund and local county budgets. By protecting the General Fund, the Climate Superfund Act helps preserve funding for healthcare, schools, housing, and other essential public services.

The passage of a resolution will send a strong message to state officials who are on the fence about the bill. There is no valid reason for not passing it, unless one believes oil industry hyperbole and propaganda.

Thank you for your time and consideration.

Sincerely,
Kristen Kessler

Subject: Comment in support of California Polluters Pay Climate Superfund Ventura County is a beautiful because of its open spaces, farm fields, and city planning. Many of its residents also live in wildlife urban interface areas with climate change placing more of us each year directly at risk from damaging and deadly wildfires. Instead of individuals, taxpayers, and cities alone struggling to fund the costs of recovery, the California Polluters Pay Climate Superfund (AB 1243/SB 684) would charge fossil fuel companies a fee to help Californians deal with impact of climate change. I’m grateful to hear that the Port Hueneme City Council is planning a resolution in support of this bill. You are a leader. Thank you.

Sincerely,

Subject: Port Hueneme resoluon (Item #19)
Dear Port Hueneme Council Members,
I applaud your decision to seriously consider passing a resoluon in support of the Make Polluters Pay Climate
Superfund legislaon.

State legislators sit up and take noce when municipalies like ours across the state say that they want this sensible bill to be passed.

Hearing from you offsets the intense campaigning,
misinformaon and millions of dollars being spent by the Oil lobby to defeat it. It lets state decision makers know what Californians really want—for their leaders to address the two crises of our me—climate and affordability.

Anyone who reads the bill and takes the me to understand its implicaons will agree that not only does it make sense financially—it is also the right thing to do from a moral perspecve. Why? Because it shis the burden of paying
for disaster repair, recovery and prevenon from those
least able to pay for it to those who have profited for years while paying nothing for the damage their products have caused—even enjoying subsidies at the same me. This is
about paying their FAIR share, at a fracon of their profits.

The climate and the affordability crises have significantly stressed our state and local budgets, and threaten to erode our quality of life beyond recognion. Thank you for
exerng your influence to move the state in the right
direcon.

Respecully,
Kathleen Wheeler
P.S. A special thank-you to you, Ms. Hernandez, for signifying your individual support on the elected officials sign-on leer!

Hello,
Thank you all for your time today in considering a resolution in support of the Polluters Pay Superfund Climate Act. For too long, the polluters in our state have failed to be held accountable for the damage they inflict on our soil, in our waters, and to our air. By passing this resolution, the city of Port Hueneme sends a clear message that enough is enough. As a coastal community, we have always understood how precious our beaches and our oceans are, and the amount of work it takes to keep them clean and enjoyable for all. If the Polluters Pay Superfund Climate Act is passed, it provides another tool in our toolkit for keeping Port Hueneme beautiful. It can open funds for environmental restoration projects at a time when other sources for revenue are disappearing and the affordability crisis for residents is at its peak. With the money that this bill allows, we can further protect our coasts and continue to make this city a wonderful and safe place for everyone.

Thank you again for your consideration,
Ben Mullich, Resident of Port Hueneme

Dear Port Hueneme City Council,
I am Aurora Rugerio, Policy Advocate for the Central Coast Alliance United for A Sustainable Economy (CAUSE). I am writing in support of Item #19–Resolution supporting the passage of the California Polluter Pays Climate Superfund Act (AB 1243/SB 684).

California is currently facing an affordability crisis with a $12 billion dollar state budget deficit, in addition to the ever-increasing and devastating impacts of the climate crisis. For decades, California taxpayers have been shouldering the clean up costs of disasters caused by the fossil fuel industry. From rising insurance costs, to costs of health impacts, to the costs of rebuilding after a climate disaster – Californians have paid enough.

Wildfires and increased rainfall triggered by climate change disproportionately impact lowincome, migrant, indigenous and communities of color in our state. It is time to hold polluters accountable to the climate damages they’ve caused.

The California Polluter Pays Climate Superfund Act (AB 1243/SB 684) is a legally and economically sound bill that would hold the largest fossil fuel companies accountable by collecting fees based on the quantity of environmental harm they’ve contributed to from 1990 through 2024. Passing this bill would have little to no impact on fossil fuel companies given that collected fees–as proposed in this bill–would be less than 0.1% of a company's trillion dollar profits.

With federal cuts to FEMA, and rollbacks on environmental protections and climate change mitigation funds we need to join efforts with cities like San Francisco, Berkeley, Albany, Los Angeles, and San Diego to support the California Polluter Pays Climate Superfund Act (AB 1243/SB 684). With at least 40% of the funds being directed to benefit frontline communities like Port Hueneme. This bill will protect our community and lower costs by funding critical climate solutions, including investments in a clean energy transition, community resilience, home hardening, sustainable infrastructure, and essential workers responding to climate disasters.

It is in the community’s best interest to pass the resolution supporting the passage of the California Polluter Pays Climate Superfund Act (AB 1243/SB 684). As a coastal community the time to take action and prepare for the future is now! The city of Port Hueneme can help influence our legislators to pass the bill up in Sacramento. Our community and families deserve a safe & sustainable future! Thank you,
Aurora Rugerio

Dear Port Hueneme City Council Members,
My name is Mel Espinoza. I was born and raised in Ventura County and reside in Moorpark.

I have been advocating for climate and environmental justice for the past 6 years.

I am writing this in solidarity with Climate First: Replacing Oil and Gas, to urge the Port Hueneme City Council to pass a resolution supporting the California Polluters Pay Superfund Act.

Although I do not reside in Port Hueneme, I am aware of how climate change and pollution affect our health, especially those on the front lines who are close to polluter sites. These issues are not confined to city limits. Studies show that oil development near communities can contribute to health concerns such as headaches, upper respiratory illness, nausea, nosebleeds, and a possible increase in cancer risk.

My great-grandmother and many other members of my family live in South Oxnard. They are migrants, work primarily in factories, and outdoors. Every day, I worry about their health living near polluter sites.

My grandfather was diagnosed with cancer just this last month. He lives with me. I am concerned about the air he is breathing when he is gardening outside to keep himself in good spirits and active despite undergoing radiation treatment. We live half a mile from active oil drilling and experience frequent headaches, nosebleeds, and respiratory problems.

Extreme heat is also a factor; it is getting hotter and hotter. Those on the frontlines, one being farmworkers, have to work in extreme heat conditions and inhale smoke during fires.

We have lost farmers due to the climate crisis. Oscar Pimentel & Charles Lee tragically lost their lives during extreme heat conditions. Something must be done to protect them. The support of this superfund will give back to vulnerable communities and benefit those hit hardest by fossil fuel pollution.

My hope for today is that the Port Hueneme City Council votes to pass a resolution supporting the passage of the California Polluter Pays Climate Superfund Act (AB 1243/SB 684) and joins in on urging fellow council members from other cities, senators, and legislators to ensure a healthy future for all of us.

Thank you,
Mel Espinoza

Dear Port Hueneme City Council,
My name is Candace Larson, and I’m writing to urge you to pass a resolution in support of the California Polluters Pay Climate Superfund Act (AB 1243 / SB 684).

As a resident of Ventura, I am looking out for and in care of our coastal neighbors.

Residents in our coastal communities are facing both an affordability crisis and the worsening impacts of the climate crisis. With a $12 billion state budget deficit, cuts to FEMA, and rollbacks in environmental protections, we urgently need funding for climate response and resilience.

Heavily impacted by both industry and environmental hazards, Port Hueneme could directly benefit from this bill. It would bring in critical funds for:

Climate mitigation and adaptation
First responder preparedness
Green job development
Resilient schools and housing
Passing a local resolution shows Sacramento that our community supports holding major polluters accountable—and helps push this important bill forward.

Thank you for your time and leadership.

Dear Port Hueneme City Council,
My name is Jacqueline Arriaga and I am a neighboring resident and student living in South Oxnard. Please vote to pass a resolution supporting the passage of the California Polluter Pays Climate Superfund Act (AB 1243/SB 684). By passing this resolution, you are helping show much-needed support that can help encourage legislators to pass the bill in Sacramento. If passed, this bill would bring funding to Port Hueneme communities to support climate resiliency, mitigation, and adaptation efforts. Our community should not be shouldering the billion dollar costs of climate disasters when the fossil fuel industry is most responsible for the devastation caused by these events.

Concerns around the climate and affordability crises have been raised by many families including mine. We desperately need another source of state funding to be able to prepare and respond to climate disasters without stretching our general fund thin.

As a young woman with siblings, nieces, and nephews, Climate change is especially concerning to me from a public health standpoint. It is even more concerning when climate impacts make healthcare costs skyrocket. The Polluter Pays Climate Superfund Act is a solution to these concerns, which is why I am writing to you today.

Again, please pass the resolution in support of the California Polluter Pays Climate Superfund Act. We need to hold polluters accountable now more than ever. Thank you.

Sincerely,
Jacqueline Arriaga
