Item No. 1.

CITY COUNCIL AGENDA – MAY 14, 2024
SUBJECT: Consideration of Priority Projects for the 2024/2025 Fiscal Year SOURCE: City Manager's Office
COMMENT: The City Council has scheduled this Study Session for the purposes of defining its Priority Projects for the upcoming 2024/25 Fiscal Year in support of the City’s annual budget development process. As the Council is aware, we are in challenging economic times, with increased costs for goods and services.

Because of the stress on both residential and commercial budgets, sales tax revenue is down, and costs are up making municipal budgets tighter than they have been in recent years. However, because of the City’s historical conservative fiscal stewardship, the City can weather these challenges and proceed with projects with a strategic and calculated plan so that the City can continue to endeavor to bring these important projects forward for the residents of Porterville.

At its Study Session of May 23, 2023, the City Council identified the following projects as priorities:

1. New Library Facility
Pursuant to the recommendation of the Library Facility Planning Committee, the City Council authorized the acquisition of the 3.86 acre parcel across the street from the South County Justice Center for $702,000 in October 2022.

Based on a circulated needs assessment, the assessment recommended a 40,000 square foot facility with a focus on multi-use, with a projected cost estimated at approximately $30M. Through an RFQ process, the design contract was awarded to Paul Halajian Architects of Clovis in August 2023, with preliminary estimates received in April 2024 of $40M, and approximately $30M for reduced amenities and square footage of approximately 24,600 square feet.

Funding from a variety of sources has been proposed, including library fire insurance proceeds estimated at $8M and a $7.2M State Library Grant, leaving approximately $14.8M unfunded for a scaled down facility and $24.8M for the facility size and amenities outlined in the needs assessment at this time. In FY 2024/25, it is proposed that design work and construction support activities, such as the design development and construction documents phases will take place.

2. Street Improvements
With a goal of a Pavement Condition Index (PCI) rating of 70 of all of its major arterial and collector streets, the following projects were identified as priorities in the last fiscal year:

Item No. 1.

Main Street Reconstruction (Morton to Putnam):

Phase One of the Main Street Reconstruction Project was awarded in June 2023 and is acceptance of the work is expected to be considered to in the summer of 2024, at a total cost of $1.95M funded with SB1 and LTF. Phase II, (Putnam to Olive) is anticipated to go to bid in Summer 2024 at a budgeted amount of $1.6M funded with SB1 funds.

Villa Street Reconstruction (Olive to Henderson, including Porter Slough Crossing):

This project was awarded in June 2023 and began construction in early 2024, and is currently under construction. The project includes significant underground work including storm drain, sewer, water, and recycled water line installation. This project is budgeted at $13.2M with a variety of funding sources due to the extensive work that is included in the project. Funding sources include Measure I, Water Replacement Fund, Sewer Revolving Fund, SB1, and Measure R Local funds.

Union Street Reconstruction (Indiana St to Jaye St): This project is currently under design. During FY 2024/2025, design and right of way acquisition is budgeted with Measure I funds ($90,947 for design) and ($750,000 for right of way acquisition). The project is projected to have more components due to the area being initially developed in the county with different development standards.

Henderson Avenue Rehabilitation (Westwood St to Patsy Street): This project is currently under review as it requires updates to the City’s Master Plan in order to move forward. There is also a residential development currently under construction (Brookside Subdivision) that could impact this project. It is proposed that this project will be appropriate to move forward in the 2026/2027 Fiscal Year.

Morton Avenue Rehabilitation/Reconstruction: This project is under design, with completion of design work and environmental analysis being completed in the 2024/2025 Fiscal Year, with $500,000 budgeted for design and $150,000 for environmental work funded with Measure I. Due to the Southern California Edison project to underground existing overhead electrical lines, the reconstruction project is delayed. In the meantime, City crews have completed overlay work to revive and extend the life of the existing surface long enough for designs to be completed as well as the Edison project to be completed.

Castle Avenue Extension:

In an effort to mitigate traffic congestion issues associated with drop off and pick up at the Summit Charter Academy Lombardi Elementary School, the City continues to work with the property owner to acquire and construct the Castle Avenue extension. During Fiscal Year 2024/2025, $750,000 has been budgeted utilizing Surface Transportation Program (STP) funds for design and right-ofway acquisition.

3. Tertiary Treatment Facilities:

Item No. 1.

The Joint City/Tule River Tribe Tertiary Treatment Facility became operational at the Sports Complex in May 2024 with services beginning at the Casino in the May/June timeframe.

The proposed tertiary treatment facility to be located at the Corporation Yard is in environmental review. Environmental review is estimated to be $300,000 and design at $1M funded by Certificates of Participation.

4. Fourth Street Community Center and Park:

Design is underway for this project and is nearing finalization. The bid phase is next, followed by construction. Similar to other capital improvement projects, the construction cost estimate for this project has significantly increased since the City’s successful grant application submittal in 2019. The prior year’s estimated cost of $15M has increased to $20M. After design, $6.3M remains from the City’s State Parks Prop 68 grant award. In the FY 2023/24 budget, the City Council approved $3.2M in ARPA funds for the project, in addition to the allocated $900,000 of Measure R Alternative Transportation funds. This project is currently underfunded by $8.9M.

5. New Animal Shelter Facility:

This project consists of the rehabilitation of the former Citibank building on D Street and construction is anticipated to be finalized in the May/June 2023 timeframe. The project consisted of many components including frontage and utility improvements and a dog park, and had a total budget of approximately $7.3M. The project was funded from a variety of sources including $4.85M in ARPA funds, Measure R Air Quality funds ($1,025,000), Local Transportation Fund ($775,000), Building Construction Fund ($500,000), private donations ($315,000), General Fund Capital Construction Improvement Fund ($160,000) and an anticipated $500,000 from the sale of the existing facility in Lindsay.

The facility is scheduled to begin operations in Summer 2024.

7. Sports Complex Baseball Field:

The City Council approved $1M in ARPA funds in FY 2023/24 towards the development of a lighted baseball field. Design is anticipated to be completed by Fall 2024. $832,850 will remain after design which is an estimated $650,000 short of constructing the lit baseball field. The Sports Complex additionally Item No. 1.
$61,000 remaining to implement further lighting improvements, which is insufficient funding to complete a project.

8. Henry Street Park:

During Fiscal Year 2023/2024, the City began partnering with Community Services Employment Training (CSET) in a multi-year state grant funded program to implement property improvements including dredging of the pond, repairing the exterior fence, and miscellaneous landscape improvements and amenities. During FY 2024/2025, it is projected that staff continue to work with CSET to complete site improvement projects as grant funds become available. $212,000 in insurance proceeds from the fire of the former residence remains available for improvements. It is estimated that $1.1M is needed to complete the design, park amenities, restroom and parking lot.

9. Skate Park Shade Structure and Lighting:

This project, funded by $178,000 in State Prop 68 formula grant funds was completed in FY 2023/2024. 10. State Route 65 and 190 Community Welcome Sign:

Staff has identified locations on SR65 (SR190 and SR65 overpass) for the development of welcome signs to the community. In addition, staff is working with Caltrans to have Porterville be inlaid into the roundabout at Westwood Street and SR190. Staff continues to work with TCAG on the funding of signage.

11. American Rescue Plan Act (ARPA) Funding:

The City received $19,984,717 in federal ARPA funding, of which initially $10,000,000 was restricted for use for specifically designated purposes associated with COVID-related activities, with the remaining balance unrestricted. The funds must be obligated by December 31, 2024, and expended by December 31, 2025. To date the City has obligated/expended approximately $12,200,000, leaving $7,784,717 to be obligated by the end of 2024.

In addition, to the above-identified priorities, other notable projects in progress or expected to begin in the 2024/2025 budget year include:

1. Main Street Downtown Parking Lot:

Project has been delayed due to March 2023 flood event and continued water in the Tule River; Project is scheduled to begin in summer 2024 with a total construction cost of $3,544,064 with funding from CMAQ and Measure R Alternative Transportation.

13. OHV Park:

The City received a $1M California State Parks OHV Development Grant in October 2023 to fund a portion of a new OHV Park in anticipation of the relocation of the existing facility. The required matching funds to complete the construction of the new park is proposed to come from the sale of the existing OHV Park property.

In an effort to explore various options in order to potentially fund other competing projects with sooner deadlines, such as the Fourth Street Community Center, City staff has confirmed with the state that should the City elect to terminate its development grant award, it would not affect future submittals and the City could apply for said funding at a later date. The estimated appraisal amount of the existing OHV Park is $2M.

RECOMMENDATION: That the City Council consider and determine its priority projects for the upcoming Fiscal Year 2024/2025.
