CITY COUNCIL AGENDA – DECEMBER 16, 2025
SUBJECT: Consideration of Funding Options for the Veterans Park Monument Project SOURCE: City Manager's Office
COMMENT: In conjunction with the City’s upcoming celebration of America’s 250-year anniversary and the City’s 100-year anniversary as a charter city, the City Council directed staff to develop a new monument for installation at Veterans Park. The monument is intended to serve as a lasting tribute to George Washington and act as the primary visual anchor for the City’s 2026 commemorative events.
The proposed monument consists of a 16-foot-tall granite replica of the Washington Monument, mounted on a pentagon-shaped illuminated foundation. Four bronze plaques depicting American history, along with one plaque provided by the Daughters of the American Revolution, would be placed around the perimeter.
On October 7, 2025, the City Council authorized staff to distribute a Request for Proposals for the fabrication and delivery of the monument. One proposal was received from Monument Warehouse of Georgia in the amount of $164,000. The project budget established in the FY 2025/26 General Fund is $100,000, creating a funding shortfall of $64,000.
To proceed, the City Council may consider one of the following actions:
1. Reject the bid and postpone or revise the project.
2. Approve the bid and authorize an additional $64,000 from Measure I.
3. Authorize to renegotiate the bid, and direct staff to seek local vendors, community donations, and/or sponsorships to complete the project in an amount not to exceed $164,000, with no more than $100,000 coming from the General Fund.
RECOMMENDATION: That the City Council:
1. Reject the bid from Monument Warehouse as it exceeds the established project budget; or

2. Approve awarding the project to Monument Warehouse in the amount of $164,000, and authorize an additional $64,000 in funding from Measure I; or
3. Authorize staff to negotiate a contract with Monument Warehouse, and direct staff to pursue local vendors and community donations or sponsorships to complete the project for a total cost not to exceed $164,000.
