Item No. 19.
CITY COUNCIL AGENDA – AUGUST 4, 2026
SUBJECT: Award of Contract for the Pavement Preservation Project SOURCE: Planning and Engineering
COMMENT: The Pavement Preservation Project will rehabilitate approximately 8.44 lane miles of City streets through preventive maintenance treatments designed to preserve pavement condition, extend pavement life, reduce long-term maintenance costs, and improve driving conditions for residents and visitors.
The project includes pavement preservation improvements on Date Avenue from Main Street to Orange Avenue, Date Avenue from Plano Street to Park Street, Orange Avenue from Main Street to Plano Street, Lime Street from Henderson Avenue to just north of Sandra Court, North Grand Avenue from just west of W. North Grand Avenue to Highway 65, and Henderson Avenue from Indiana Street to Jaye Street. Preventive maintenance allows the City to maximize the useful life of existing pavement at a substantially lower cost than full roadway reconstruction.
On July 15, 2026, the City received one responsive bid for the project from VSS International in the amount of $989,120. The Engineer's Estimate for the project was $877,513.40, making the submitted bid approximately 11.46 percent higher than the estimate.
Although the City has historically rejected bids that exceed the Engineer's Estimate by more than ten percent, staff does not believe re-advertising the project is likely to produce lower bids. Recent market conditions have continued to reflect volatility in asphalt material pricing, increased demand for pavement preservation contractors, and limited contractor availability.
Delaying the project may expose the City to additional cost escalation while allowing pavement conditions to deteriorate further. Based on current market conditions, staff believes awarding the project is in the City's best long-term financial interest.
Staff recommends a ten percent construction contingency to address unforeseen field conditions that may be encountered during construction. In addition, an additional ten percent is recommended for construction management, construction surveying, quality assurance, materials testing, and inspection services necessary to successfully administer the project.
Item No. 19.
The total estimated project cost, including construction, contingency, and construction management services, is $1,186,944. The project currently has $1,100,000 budgeted in Measure R Local Funds. Therefore, an additional appropriation of $86,944 in Measure R Local Funds is required to fully fund the project.
Awarding the contract will preserve and extend the useful life of approximately 8.44 lane miles of City streets, improve roadway conditions for the traveling public, reduce future maintenance costs, and protect the City's investment in its transportation infrastructure.
RECOMMENDATION: That the City Council:
1. Award the Pavement Preservation Project to VSS International in the amount of $989,120;
2. Authorize a ten percent (10%) construction contingency;
3. Authorize an additional ten percent (10%) for construction management, construction surveying, quality assurance,
materials testing, and inspection services;
4. Appropriate an additional $86,944 in Measure R Local Funds to fully fund the project; and
5. Authorize the City Manager or designee to execute the construction contract and any non-substantive documents necessary to implement the project.
Alternatively, if the City Council determines that the bid exceeds an acceptable threshold, reject all bids and direct staff to readvertise the project.
