2026-2027 Fiscal Year
Final Budget Proposal Message
Introduction
The benefits to the City of a secure and healthy general fund are critical for a City of our size and revenue streams. Our general fund received two significant one-time revenue inflows (Lake Davis Settlement-1997 & Woodbridge Transaction- 2004), which has allowed us to sustain a healthy balance. In addition, we have avoided appropriation of these one-time funds for recurring costs in order to prevent a structural deficit in subsequent years.

Overall, the City remains in a strong financial position, demonstrating continued financial stability. Audits from previous fiscal years support this statement along with the general fund total cash and receivables yearly trends showing a net decrease in general fund balance of ($72,388) from 2021-2026.

Source: City of Portola Financial Documents
Exposure to large-scale infrastructure repairs (Gulling Street Bridge) can create significant financial pressure on the general fund even with funding potentially provided through other sources. For example, the local match for the Caltrans Highway Bridge Program is currently estimated at around 23% meaning that on a multimillion-dollar project the City’s match will be substantial. Having access to a healthy fund balance allows the City to be financially prudent. The City can avoid the cost of short-term loans by leveraging our liquidity in the general fund.

Budget Methodology
Consistent with past practice, staff budgets conservatively to ensure that potential financial exposure is fully accounted for in both revenue and expenditure estimates. This methodology reflects the City's commitment to fiscal stewardship and to presenting the City Council and the public with a budget that represents a realistic and complete picture of the City's financial position.

Methodology Visualized
Comparing year-to-date actuals through May 29, 2026, to the 2025-26 Adopted Budget offers a clear illustration of why the City budgets conservatively.

Summary & Use of General Fund Balance
The proposed budget includes an expected total revenue of $4,428,990.69, total expenses of $5,245,979.25, and a use of general fund balance total of $264,014.02.

Note: Of this figure roughly $157,000 is allocated to one-time (nonrecurring) expenses.

Revenue and expense details for each fund are included in the proposed budget under the appropriate sections. Fund details include actuals from 2022-2025 and YTD figures to May 29, 2026.

Given the trend of increase use of fund balance in both water and sewer enterprise funds, staff believes it is prudent to commission a rate study for these funds in the near future.

Capital Improvements
Funds provided through the Senate Bill 1 (The Road Repair and Accountability Act of 2017) are the source of what would be described as our capital improvement program. The projected expense for this fund in the proposed budget is $171,000. We expect that capital improvement work will be performed utilizing these funds under the “Dedicated Pavement Crew” street rehabilitation efforts in this fiscal year. In addition, the Public Works project of the sewer 6-acre bypass, which was approved last year and is ongoing, constitutes a capital project for the sewer fund.

Upon commissioning of a new water and sewer master plan, the City will be able to develop a capital improvement plan for these enterprise funds.

General Fund Exposure & Use of General Fund Balance
Areas with significant exposure to the general fund are the Gulling Street Bridge project, ongoing legal expenses, and the proposed receivership program. We are hopeful that outside funding sources (Federal and State), will become viable sources to offset the exposure on the Gulling Street Bridge project.

We will continue to limit exposure to the general fund balance through limiting the use of one-time funds.

Conclusion
With a continued focus on responsible financial management through conservative budgeting, staff is confident in the City of Portola’s path toward another year of stability and progress. We will continue to offer the same level of services to our residents without pursuing additional revenue sources or modifying service rates at this time.

Ryan N. Bonk
City Manager
