• The program works by taking the total funding received and starting at the top of the list funding as many
projects as possible with funds available
• The Federal status of funds is currently unknown. Given this, the HBP Managers are not committing to funding

changes and will continue to follow up with our
contacts at Caltrans

their attention and to request appropriate lobbying on
behalf of the City

indicate the criticality of this funding to our region.

Describe your tenure in the community and/or region as a whole:

Outline your vision for the City of Portola:

Describe why you are interested in the appointment:

National Forest Foundation
Project Coordinator (Project Manager) - implementing large-scale hazardous fuels reduction and forest restoration projects in partnership with the Plumas National Forest (and other NFs in NorCal).

Until April, 2026, I spent the last nine years working in local government (Pima County, AZ and City of Missoula, MT) and have thorough understanding of operational and financial constraints as well as public expectations within local government. I have a broad background in ecology and natural resource management that would be applicable in guiding implementation of the City's 2045 General Plan as well as numerous specific plans.

Society for Ecological Restoration - Professional Membership (expired) Association for Fire Ecology - Professional Membership (expired) No local community org memberships (yet!).

Through my experience working in local governent, I have developed a passion for contributing to my community. Portola has an excellent vision, within guiding plans, etc, but generally lacks both staff capacity and resources to fully implement that vision. I am excited about supporting collaboration and creative problem solving to address City needs, and potentially expand services beyond the current scope (e.g. Community Forest concept) to continue to build our quality of life.

I am interested in serving on City Council as a way to directly contribute to my community. Through my prior experience and understanding of local government operations, I understand both the expecatations of elected officials (appointment in this case) and constraints placed on municipal employees. I see this opportunity as a way to help the City continue to grow and work through challenging issues (Parks & Rec, wildfire risk reduction, water quality, efficient operations, etc)..

Quality of life and moderate cost of living are hallmarks of the City. I see a need to continue to build quality programs (Parks & Recreation, support economic deveopment) while maintaining costeffective City services to keep up with ageing infrastructure needs. I would be excited to see additional public engagement and volunteer opportunities (these may be achived through partnerships) to further leverage passionate residents' energy and stretch the City's limited operational budget.

I moved to Portola in spring of 2026. I grew up in northern California, and spent four years living in Reno, NV. I am very familiar with southeast Plumas County and the greater Portola area. In our recent move, my family chose Portola specifically for it's balance of community and opportunity.

Hi Jeff,
Thank you for taking the time to be interviewed at the Special Meeting on 08/18/2026, and congratulations on the appointment to the two-year term post the General Municipal Election.

Given that there is a period of time between now and you taking office for the two-year term post the General Municipal Election, we wanted to see if you would be interested in utilizing your application for the two-year term as an application for the City Council to consider appointment to the vacant Council seat from a point in the future until the General Municipal Election?
If you are interested in the Council considering such, could you kindly state your interest in email form to be presented to the Council to consider at a Regular meeting in the future? We are aiming to agendize this topic during the 09/09/2026 Regular Meeting.

1 MEETING DATE: September 9, 2026
AGENDA ITEM: 6. Proposal for Discarded Materials Services Procurement FROM: Ryan Bonk
RE: Proposal for Discarded Materials Services Procurement BACKGROUND:

The city of Portola contracts for solid waste and recyclable material collection services (discarded materials services) within the city boundaries. Since 2002, Intermountain Disposal Company has provided collection services under an exclusive franchise agreement.

In 2017, the franchise agreement was renewed with a 10-year term. There is a five-year extension clause in the 2017 agreement, upon the mutual consent of the city and franchisee. There have been two city council approved amendments to the current contract: Amendment No. 1 approved by the City Council on August 25, 2021 and Amendment No. 2 approved on April 13, 2022. The current agreement with franchisee expires on December 31, 2027.

On January 14, 2026 the City Council approved staff to release the RFP for Consulting Services to modernize the Solid Waste Franchise Agreement and Solid Waste Ordinance.

On April 8, 2026, the City Council approved awarding the contract for modernization of the Solid Waste Franchise Agreement and Solid Waste Ordinance to HF&H. From this date, HF&H and staff have reviewed multiple revisions to both the Solid Waste Franchise Agreement and Solid Waste Ordinance.

On July 27, 2026, the Infrastructure Committee held a special meeting to discuss the next steps in the process. The Committee recommended continuing with a potential public bid for the Solid Waste Franchise Agreement and recommended the staff bring a draft agreement before the City Council in the future.

EXECUTIVE SUMMARY:

HF&H has completed their contracted updates to the discarded materials services agreement (Solid Waste Franchise Agreement) and Solid Waste Ordinance. The next step in the process is for the City Council to consider going out to public bid for these services.

Page 34 ends

2 Staff requested from HF&H a proposal to assist the City with this procurement process. Attached to this staff report is the proposal from HF&H with two options:

1. Option 1: Competitive RFP Process

2. Option 2: Abbreviated RFP Process and Parallel Negotiations Upon receiving the original proposal, staff and consultants met with HF&H to seek additional information on the services being offered and to align the proposal better with the needs of the City.

Staff believes that obtaining the professional services of HF&H for the procurement process for discarded materials services provides the following benefits to the City:

HF&H revised the agreement and thus has intimate knowledge of the unique needs of our City.

Procurement Process: The procurement process is complex for this type of contract. HF&H has extensive experience with procurement processes throughout the State of California.

Cost Proposal Analysis: The City has no in-house expertise or capacity to audit the proposer's costs.

HF&H can validate proposer pro formas, test assumptions on disposal and processing costs, and benchmark proposed rates against comparable Northern California jurisdictions.

Negotiations: Given the likely small pool of potential bidders, having an unbiased 3rd party during the negotiations process can have immense benefit to all parties.

Due Diligence: Given the length of time since the original agreement, staff believes that having a competitive bidding process is prudent and responsible.

Long-term Contract Administration: If desired, HF&H could serve as a long-term consultant to assist the City throughout the length of the agreement. Our current Solid Waste Consultant is nearing retirement thus having a second resource in this area of expertise is prudent for the City.

FISCAL IMPACT:

The proposed consulting services could be funded from available resources in the Solid Waste Fund, which currently has approximately $689,000 in cash.

The City’s Solid Waste Administration Fee was established pursuant to Ordinance No. 299 (excerpt attached) and Resolution No. 1751 (attached) for administration of the Solid Waste Enterprise Fund. The fee is collected from City utility customers and is separate from the franchise fee paid to the City by the solid waste franchisee. Subsequent Council actions have continued to maintain the Solid Waste Administration Fee as a source of funding for costs associated with the Solid Waste Enterprise Fund.

The development, evaluation, and negotiation of a new solid waste franchise agreement are directly related to the City’s administration and long-term management of its solid waste enterprise. Staff believes that the proposed consulting services represent an appropriate use of accumulated Solid Waste

Page 35 ends

3 Administration Funds.

If the Council were to approve one of the contract options, the total cost of the consulting agreement as proposed would be either $95,930 or $124,495. The Solid Waste Fund would still retain approximately $593,070 under the lower-cost option or $564,505 under the higher-cost option.

Staff feels that sufficient resources are therefore available within the Solid Waste Fund to fully fund either contract option without requiring General Fund support.

RECOMMENDATION:

Staff recommends the following:

1. Approving the agreement with HF&H to assist the City with procurement for discarded materials services using Option 2 (Abbreviated RFP Process and Parallel Negotiations)

2. Approving the public bidding of discarded materials services. The bid package will be presented to CIty Council at a later date for consideration prior to being issued.

Subject: Proposal for Discarded Materials Services Procurement Dear Ryan Bonk,
HF&H Consultants, LLC (HF&H) is pleased to present this proposal to assist the City of Portola (City) with its upcoming procurement for discarded materials services. This letter describes the proposed scope of work, limitations, and budget. If desired, HF&H will meet with the City to discuss the scope or make amendments as necessary.

Scope of Work
Building on efforts to update the franchise agreement and solid waste ordinance earlier this year, this scope of work outlines the tasks and activities for a comprehensive collection, processing, and disposal services procurement project, divided into three distinct tasks: Draft Request for Proposals (RFP), RFP Process Management, and Negotiations. Each task is carefully designed to support the unique conditions and goals of the City in consideration of the next generation of discarded materials services, the franchise agreement for which is scheduled to begin on January 1, 2028. This proposal contains two options for City consideration: (1) a traditional, publicly released, competitive RFP process; and, (2) an abbreviated RFP and parallel negotiations process with a targeted selection of potential proposers.

TASK 1: DRAFT REQUEST FOR PROPOSALS
Task 1a: Prepare Solicitation Documents
HF&H will support City staff in the design and drafting of the Request for Proposals package sent to potential proposers. HF&H will prepare a package to solicit proposal(s) from either a competitive field (i.e., a traditional RFP process) or from up to two (2) targeted potential proposers, including the existing provider (i.e., an abbreviated RFP and parallel negotiations process), pending final direction from City Council. The solicitation package will present the current and desired services, proposal format and content requirements, proposal cost forms, and evaluation criteria. The solicitation package will be developed based on the direction received during an initial HF&H-facilitated design meeting. HF&H will provide a draft of the RFP package to City staff for review and comments. HF&H anticipates that the comments from all reviewing parties will be consolidated and non-conflicting. This will build on the initial

Page 37 ends

Ryan Bonk

Page 2 of 5 ends

ordinance and draft franchise agreement provided to the City by HF&H in July 2026. However, minor edits to the ordinance and draft franchise agreement may be required following the design meeting per City direction on the selected form of RFP process, desired new services, and final City legal review of each document.

Task 1b: Presentation to City Council
Once the solicitation package has been finalized, HF&H will prepare and present to City Council a PowerPoint-style presentation that documents the results of the process to date, previews the new franchise agreement (highlighting recommended changes), and describes the process that will be used to solicit proposals. City Council will have the opportunity to request updates to the new franchise agreement and ask questions about the RFP process. Additionally, City Council will confirm and direct whether or not the RFP will be a competitive process.

TASK 2: PROPOSAL PROCESS MANAGEMENT
During Task 2 of this project, HF&H will support City staff in the process of issuing the RFP package, managing the process for proposers to prepare their response, and conducting the initial review of proposals received. In the event that the City selects the competitive RFP option, the level of effort budgeted for this task assumes receipt and evaluation of up to three (3) proposals, if the City selects the abbreviated RFP option, the budget assumes evaluation of two (2) proposals.

Task 2a: Issue Request for Proposals (RFP), Pre-Proposal Meeting, Q&A Pending City preference and procurement policies, HF&H will work with the City to distribute and publicize (as applicable) RFP documents and manage communication with potential proposers. In the event of a competitive RFP process, HF&H will advertise the RFP process to key regional industry stakeholders, HF&H’s list of over 150 interested parties in RFP processes, and will post the RFP notice to industry email groups and associations to ensure all potential interested parties are aware of it. In the event of an abbreviated RFP process, HF&H will work directly with the selected potential proposers.

HF&H will facilitate a virtual pre-proposal meeting. This meeting will include a presentation to the potential proposers outlining the requirements and timelines of the RFP process. HF&H will also facilitate the question-and-answer process with proposers during the RFP process.

HF&H anticipates up to twenty (20) questions from proposers about the scope, process, facilities, customer profiles, programs, billing terms, etc., that are included in the RFP and franchise agreement. This is a normal part of the RFP process that is important for ensuring their understanding and receiving the best possible proposals. HF&H anticipates that City staff will be available to review and support responses related to City-specific services or elements of the service area.

Task 2b: Proposal Evaluation, Technical Review, Cost Review HF&H will conduct an initial evaluation of the proposals received to ensure completeness and compliance with the requirements of the RFP. This review will identify any required elements of the proposal(s) that were missing and will produce a recommendation for City staff about which proposals to: 1) accept; 2) accept with certain required corrections; or 3) reject as non-compliant. Note that even under the abbreviated RFP and parallel negotiations scenario,

Page 38 ends

Ryan Bonk
August 31, 2026

Page 3 of 5 ends

the targeted proposers will still submit official proposals, tailored to the abbreviated format of the process.

Following the initial proposal evaluation, HF&H will perform an initial technical review of each of the received proposals. HF&H will prepare a high-level summary of each proposal’s technical approach to be used in briefing City staff and later to present information to City Council. The technical review will also include a review of the contract term exceptions proposed by each of the respondents. This review will include assessing the number and nature of the exceptions as well as assessing the likelihood of successful negotiations with each proposer. HF&H will also prepare clarification and/or interview questions resulting from the review of the technical proposals.

Additionally, HF&H will perform an initial review of the cost proposals received. This review will include a mathematical accuracy and logical consistency check as well as benchmarking the proposal against current service costs and other proposals received through other recent RFP processes. HF&H will prepare a high-level summary of each proposal’s costs to be used in briefing City staff and later to present information to City Council. HF&H will also prepare clarification and/or interview questions resulting from the review of the cost proposals.

Task 2c: Proposer Interview(s)
Under the competitive RFP process option only, HF&H will facilitate in-person interviews with up to two (2) short-listed proposers, as identified by the City, at the City offices. HF&H anticipates that the interviews will be conducted on the same day and that each interview will be approximately 90 minutes in duration, in addition to pre- and post- meetings with City staff to prepare for and debrief the interviews. Following the final interview, HF&H will facilitate a meeting with City staff to decide on which proposer(s) to enter into negotiations with. HF&H will not make a recommendation but will help to facilitate City staff’s evaluation and recommendation.

TASK 3: NEGOTIATIONS
Under the competitive RFP process option, HF&H will support City staff in the negotiation of the final franchise agreement with the selected provider. This proposal option assumes that only one company will be included in the final negotiations.

Under the abbreviated RFP process option, HF&H will support City staff in parallel negotiations with up to two (2) targeted proposers.

Task 3a: Meetings with City
HF&H will meet with City staff to align on strategy for negotiations. During this task HF&H will also work with City staff to define the final desired service package, assuming various service and cost options will have been provided and discussed during the proposal evaluation and interviews conducted in Task 2c.

Task 3b: Negotiate with Finalist(s)
HF&H will lead the negotiations with the selected proposer(s), though we assume participation by City staff members. These negotiations will be focused on achieving agreement on the contract term exceptions listed in the respondent’s proposal. HF&H will facilitate up to two (2) negotiations sessions with each selected proposer, all in-person unless otherwise directed by

Page 4 of 5 ends

the City. HF&H will prepare for and facilitate the negotiations, draft revisions to the contract based on those negotiations, and manage changes to the cost proposals resulting from the negotiations.

Task 3c: Presentation to City Council
HF&H will prepare a draft PowerPoint-style presentation to present the recommendation for award of the franchise agreement to City Council. Under the competitive RFP option, the presentation will focus on the proposal and final negotiated agreement with the selected proposer. Under the abbreviated RFP and parallel negotiations process, the presentation may also present the results of the parallel negotiations with both selected companies, along with a recommendation of which proposer’s negotiated agreement to execute. HF&H assumes that City staff will review the draft presentation and provide feedback and requests for edits. HF&H will finalize the presentation based on that feedback and will then make the presentation to the City Council. HF&H will produce a final franchise agreement for execution by the final selected proposer and the City following Council direction to do so.

TASK 4: ENGAGEMENT MANAGEMENT
Throughout this engagement, we anticipate regular ongoing communications with the City via biweekly meetings. During these meetings, HF&H will provide updated project timelines and budget updates as well as an agenda including any pertinent items for discussion. The meeting schedule and frequency can be adjusted as needed to accommodate the needs of the project and address any potential challenges as quickly as possible.

Schedule
This engagement is scheduled to begin immediately upon notice to proceed, with a target completion date no later than July 1, 2027, in order to provide adequate time for the selected proposer to provide the necessary planning and equipment procurement prior to the new agreement start date. This schedule is contingent upon HF&H’s receipt of all required data and approvals from the City.

Budget
We will perform the scope of work outlined above on a time-and-materials basis with the City.

As described above, the proposed not-to-exceed amount is subject to the City’s selection of which RFP option to pursue. If the City selects the competitive RFP process, the not-to-exceed amount is $124,495. If the City selects the abbreviated RFP process and parallel negotiations, the not-to-exceed amount is $95,930.

1 MEETING DATE: September 9, 2026
AGENDA ITEM: 7. Clean California Community: Litter Advisory Volunteer Group FROM: Ryan Bonk
RE: Clean California Community: Litter Advisory Volunteer Group BACKGROUND:

In June of 2026, the City earned the designation as a "Clean California Community" through the Caltrans initiative.

EXECUTIVE SUMMARY:

A component of this designation was the establishment of an informal Clean CA committee or some other advisory body. To meet this requirement, the City engaged a group of local volunteers, organized independently as Pride of Portola ("POP").

As the group's activities expand, POP and City staff have discussed ways to increase visibility for their efforts. POP has requested a page on the City of Portola's website to help facilitate their outreach and continue establishing a presence in our community.

Given that both the City and POP have worked closely together on our Clean California Community designation, staff believes that inclusion of the group on our website is appropriate at this stage of development. The ultimate goal is that as the group expands, the group will consider options for a standalone presence while still keeping close ties with the City and our combined efforts.

Staff notes that POP is an independent volunteer organization. The action recommended below is limited to acknowledging POP's volunteer efforts and authorizing a page on the City's website. It does not create, establish, or appoint members to a board, commission, or committee of the City, and is not intended to create a legislative body within the meaning of the Brown Act, Government Code section § 54952(b). POP holds no delegated authority from the City and is not an agent of the City; it has no right, power, or authority to act for or on behalf of the City. There is no joint venture, agency, or formal partnership between POP and the City. POPS’s volunteers act on their own behalf and there is no employment relationship between them and the City.

2 FISCAL IMPACT:

There is no direct financial impact associated with the recommended action. Development and ongoing maintenance of the webpage will be absorbed within existing staff time.

RECOMMENDATION:

Staff recommends that the City Council:

1. Acknowledge the volunteer efforts of Pride of Portola by authorizing the Mayor to sign the attached letter of recognition

2. Authorize staff to create and maintain a page on the City's website describing POP's volunteer activities, with content published at the City's discretion.

Re: Recognition of the Pride of Portola
Pride of Portola ("POP") is an independent, volunteer-led community organization dedicated to reducing litter and illegal dumping in and around the City of Portola. POP volunteers work alongside community members and City staff to identify areas of concern, organize twice-yearly community clean-up events, and promote public education and outreach supporting long-term community cleanliness, environmental stewardship, and civic engagement.

POP is organized and governed independently by its own volunteers. It is not a board, commission, or committee of the City of Portola. There is no joint venture, agency, or formal partnership between POP and the City. POP has no right, power, or authority to act for or on behalf of the City. POP’s volunteers are not appointed by, employees of, or agents of the City, and hold no code enforcement, investigative, or other regulatory authority. POP volunteers refer concerns regarding litter or illegal dumping to the City through the City's ordinary reporting channels.

The City of Portola acknowledges the work POP volunteers have contributed to date, including their collaboration with City staff in connection with the City's designation as a Clean California Community, and thanks them for the value they bring to our community.

Sincerely,
Bill Powers
Mayor
City of Portola
