5. Proposal for Discarded Materials Services Procurement City Manager Bonk advised Council that HF&H completed the Solid Waste Franchise Agreement and Solid Waste Ordinance modernization, which Council approved in January 2026. He said the next step is for Council to consider going out to the public to bid these services, as the contract under the current solid waste franchise agreement expires on December 31, 2027.
He introduced HF&H Senior Project Manager Lauren Shipley via Zoom, where she discussed the attached proposal and outlined the scope of assistance HF&H would provide to the City should the City move forward with the bidding process.

The roll call vote:
Aye Mayor Bill Powers Aye Mayor Pro Tem Mikki Battaglia Aye Councilmember Jim Murphy Aye Councilmember Lauren Miller
6. Clean California Community: Litter Advisory Volunteer Group City Manager Bonk said that in June 2026, the City earned the designation of a Clean California Community through a Caltrans initiative. To obtain this designation, the City worked with local volunteers who later formed an independent group called Pride of Portola (POP). POP has been seeking ways to increase visibility for its efforts and has requested a page on the City’s website to help with outreach to the community and organize future community cleanup days. Staff noted that POP is an independent volunteer organization and that adding it to the website does not give the group any authority over the City or establish a new committee. The City has no financial impact, other than minimal staff time to publish the group’s webpage content. Staff also presented a letter to POP recognizing their efforts around the City, and Mayor Powers read the letter aloud.
4 Council moved to authorize staff to create and maintain a page on the City’s website describing POP’s volunteer activities with content published at the City’s discretion.

Mayor Pro Tem Battaglia moved to appoint a candidate to fill the vacancy through November 3rd, 2026, instead of holding a special election. Councilmember Miller seconded the motion. The motion was passed unanimously.
Councilmember Murphy nominated Jeffrey Gicklhorn to the City Council vacancy. Mayor Pro Tem Battaglia seconded the nomination. The nomination was unanimously approved. Deputy City Clerk Kristen Schiavone administered the Oath of Office to Jeffrey Gicklhorn after the City Council appointed Jeff to fill the Council vacancy. There were no public comments.

AGENDA ITEM: 6. Drinking Water State Revolving Fund Program Update FROM: Ryan Bonk
RE: Drinking Water State Revolving Fund Program Update
BACKGROUND:
For multiple years, the City has been engaged with the Office of Water Programs (OWP) at Sacramento State to develop technical assistance packages for repairs and upgrades to portions of both our drinking water and wastewater systems. This program targeted financial assistance through the State of California.
This year, both the drinking and wastewater technical application packages for the individual programs were submitted for review by the State Water Board.
The estimated total project cost for the wastewater project is $28,871,300. The total estimated project cost for the drinking water project is $9,483,800.
EXECUTIVE SUMMARY:
On 09/04/2026, the City received correspondence from the State Water Board (attached). This correspondence indicated that our project for drinking water is not eligible to receive grant/ Principal Forgiveness (PF) funds this fiscal year. This is due to the State Water Board's determination that the drinking water system did not meet the requirement of being "Failing" or "At-Risk". Full details are in the correspondence received from the State Water Board.
Understanding this was a likely outcome, staff reached out to the United States Department of Agriculture (USDA) in July of 2026 to meet and discuss potential funding options this organization may have for the City. The conversations are ongoing as the USDA is reviewing the City's technical submission package and financials.
Staff will inform the Council of any additional funding sources available to address the drinking water system once we have additional information from the USDA. Staff has not yet received a determination from the State Water Board on the status of the wastewater project. Staff will inform the Council of any determination the State Water Board makes on the wastewater system.
2 FISCAL IMPACT:
The fiscal impact of the State Water Board's determination on the City's drinking water system is not entirely known at this time. Staff will continue to vet all possible options for funding for both the drinking water system and waste water system.

APPLICATION UPDATE
From: Ngai, Michael@Waterboards
To: Ryan Bonk, City Manager
Cc: Uppal, Parmdeep@Waterboards
Subject: City of Portola - Emergency Water System Improvement Project (3210003-001C) - Application Update Date: Friday, September 4, 2026 2:30:31 PM
Good afternoon,
This email provides important status information about your application for drinking water infrastructure funding through the Drinking Water State Revolving Fund (DWSRF) program.
Thank you for applying for DWSRF funding. Per the 2026-27 DWSRF Intended Use Plan (IUP), grant/PF funds this fiscal year (through June 30, 2027) will only be available for projects addressing Safe and Affordable Funding for Equity and Resilience (SAFER) Failing or At-Risk status of a water system, water system consolidation, and addressing emerging contaminant issues. In addition, systems with exceedances of the hexavalent chromium maximum contaminant level (MCL) are considered eligible for funding similar to Failing systems, even if they are not yet on the Failing list.
The Division of Financial Assistance (DFA) has determined that your project is not eligible to receive grant/PF funds and therefore will not be processed this FY. We strongly encourage you to continue submitting outstanding application documents and coordinate with me so we may keep all application information on file and reevaluate your application for grant/PF funding next FY (starting July 1, 2027). We will determine if your Project is eligible at that time based on next FY’s IUP. In the meantime, the application status of your Project will be marked as Inactive. This means that your Project will not show up on the Application Status Report on our website, but your Project will remain on our internal project queue. If your application becomes grant/PF fundable in upcoming years and you are still interested in applying for funding, we can update the application status at that time. We appreciate your efforts to complete and submit your application, and we understand that you are applying for funding to address an important drinking water infrastructure need in your community. We will continue to collect, report, and summarize information from you and other applicants to inform the overall understanding of small community funding needs.
Please let me know if you have any questions or you are interested in pursuing DWSRF loan funds for your Project instead. I am also available to meet with you to discuss this funding decision further.
Thank you,
Michael Ngai

AGENDA ITEM: 7. Draft Performance Dashboard Review
FROM: Ryan Bonk
RE: Draft Performance Dashboard Review
BACKGROUND:
In 2026, the City launched an interactive online budget dashboard that allows residents to see how public dollars are budgeted and spent without having to read a large financial document. That tool answered one half of the accountability question: where the money goes. The Performance Dashboard helps to answer the other half: what the community gets for it.
Staff has built a Performance Dashboard as a companion to the budget dashboard. It uses the same header, colors, and layout, so the two read as one family of tools. It is built entirely in-house.
An important caveat to the dashboard is that we are only tracking activities the City engages in that are measurable, accurate, and where the reporting value of the metric outweighs the cost to track. The Performance Dashboard is not meant to be a reflection of every service the City provides to the residents.
In addition, not every measure worth having is worth collecting. Staff evaluated each metric against three questions: whether the data already exists as a byproduct of the work, whether two employees would independently produce the same number, and whether a change in the number would potentially change a decision.
For example, although technically feasible to track the number of potholes existing in the City versus the number repaired, the amount of staff time required to track this item outweighs the potential value. Also, keeping an accurate accounting of this activity would likely not be viable as human error and interpretation come into play with a metric that requires physical tracking.
EXECUTIVE SUMMARY:
What is the Dashboard?
The Performance Dashboard is a single public web page that tracks key performance indicators across four
2 areas of City operations:
Administration
Public Works
Code Enforcement
Staff and Organization
It currently contains 20 months of data, covering January 2025 through August 2026, and is updated monthly from department records.
The dashboard opens on an overview page with an at-a-glance snapshot of every headline metric and a trend indicator showing whether the number is moving up or down. A second tab compares 2025 to 2026 side by side. Four additional tabs break out each department in detail, with monthly charts and year-todate totals.
Design principles
Staff made four decisions early that shaped the dashboard:
Write for residents, not for staff
Every metric on the dashboard carries a plain-English description of what it measures and a short "Why This Matters" note explaining why a resident should care. Internal shorthand and acronyms have been removed.
Context beats raw numbers
Numbers without context mislead. Where a metric has a gap or a break in its history, the dashboard says so directly on the page. For example, the City's business license data begins in 2026 because a new licensing system launched that year. Absent that note, a reader could reasonably conclude the City issued no business licenses in 2025, which is not what happened. Similarly, metrics with no 2025 baseline are excluded from year-over-year comparison rather than displayed against a zero that would imply a decline that never occurred.
Only publish what is measured reliably
Every metric on the dashboard comes from a record the City already keeps as part of normal operations. If the underlying data is not clean, the metric is not on the dashboard.
3 This is an organizational tool, not a personnel tool
The dashboard measures the performance of City functions, not of individual employees.
What the dashboard is not
It is not real-time. Data is compiled monthly from department records.
It is not a complete picture of City performance. Much of what the City does well, and much of what residents value, does not reduce to a countable number.
It is not a ranking. Departments are not scored against one another. They do different work under different constraints with different staffing levels.
It does not, by itself, explain why a number moved. A change in a metric is a prompt for a question, not an answer to one. Staff will provide narrative context for significant changes as part of regular reporting.
Small-city context
Benchmarks published for large municipalities frequently do not transfer to a city of Portola's size. For example, City's often measure trends related to emergency services provided, acres of green space, etc.
These are items that are either not services we provide or would likely produce a straight trendline with minimal to no changes year over year.
Maintenance
The dashboard is updated on a monthly cycle. The City Manager refreshes the dashboard from sources that are individually supplied by various staff, which are then aggregated by the City Manager on a single workbook. The workbook is the single source of truth, which keeps the published figures consistent with what departments report internally.
FISCAL IMPACT:
The dashboard was developed in-house using existing staff time and would be hosted on the City's current website at no additional cost. There is no software license, subscription, or vendor contract associated with it. Ongoing maintenance is estimated at 5 hours per month, absorbed within existing City Manager's duties.
4 RECOMMENDATION:
Receive a presentation on the draft City Performance Dashboard and provide feedback on the items listed below.
Staff is seeking Council direction on the following before publication:
1. Are these the right metrics? Please note, for a metric to be added to the dashboard, staff needs a workable way to measure the metric monthly, weighing the time spent to track any given metric versus the value and the accuracy of the data being tracked. In addition, new metrics would not likely have historical data.
2. Is the presentation clear to a resident with no background in City operations?
3. How often should the Council receive a formal report? Staff recommends a quarterly item at a regular Council meeting, with the online dashboard updated monthly in between.
4. Publication timing: Staff recommends publishing following any revisions the Council directs tonight, with an announcement through the City website and Facebook page.

A. CITY OF PORTOLA PERFORMANCE DASHBOARD DRAFT
City of Portola
WHAT IS A PERFORMANCE DASHBOARD?
A performance dashboard is a simple, honest look at how your city government is doing its job. Think of it like a report card, but instead of grades, it shows real numbers that track whether city services are improving, staying steady, or need attention.
The City of Portola tracks these metrics for two key reasons: accountability and improvement. When the city measures what it does, it can spot problems early, celebrate progress, and make smarter decisions about where your tax dollars go. You, the public, deserve to see this information openly and clearly, so this dashboard is updated every month and available to everyone.

ABOUT ADMINISTRATION METRICS
Administration metrics track how effectively city hall serves the public day to day: how quickly we respond to requests and how many people engage with the city online. These numbers reflect the quality and transparency of your city government.
Business Licensing Note: The City launched a new business licensing system in 2026, enabling more accurate and complete tracking. License counts reflect the new system only and are not directly comparable to prior years. This is not an indication that businesses were absent before 2026.
Business Licenses Approved / Renewed
ADMINISTRATION
New or renewed business licenses processed each month under the 2026 licensing system.
New system launched 2026: data begins Jan 2026
Why this matters: This shows how active business activity is month to month. Are new businesses opening, and are existing ones staying current? LATEST

Business Licenses: Active
ADMINISTRATION
Total active business licenses in the city's new licensing system (2026 onward).
New system launched 2026: data begins Jan 2026
Why this matters: More active licenses means a more vibrant local economy. Tracking this helps the city understand business growth and plan for services like parking, zoning, and infrastructure.

Council Agenda Items Processed
ADMINISTRATION
Number of agenda items processed at City Council meetings each month.
Why this matters: Agenda items represent the official business of your city government: approvals, contracts, policy decisions, and public hearings. Tracking volume shows how active city governance is and helps the public understand the pace and scope of local decision-making.

ADMINISTRATION
Public records requests received each month.
Why this matters: Public records requests are how residents, journalists, and researchers access government information. Tracking volume helps the city staff appropriately and ensure timely responses. Lower volume often reflects good proactive transparency, meaning information is already published online before people have to ask for it.

Records Pages Provided
ADMINISTRATION
Total pages of documents provided in response to public records requests. Large spikes usually reflect single bulk requests.
Why this matters: This shows the volume of information the city is sharing with the public. A lower, stable number often reflects efficient document management and digital-first publishing. Spikes are normal and typically reflect a single large request.

ADMINISTRATION
Average days to fulfill a public records request.
Why this matters: California law requires cities to respond to public records requests within 10 days. Tracking our average response time ensures we are meeting this legal obligation and treating residents with respect. Consistently responding under 10 days demonstrates responsive government.

ABOUT PUBLIC WORKS METRICS
Public Works metrics track construction activity and development in Portola. Building permits are the city’s formal approval for construction, renovation, or improvement projects. More permits generally mean a growing, improving community. Tracking completed work shows that permitted projects are actually moving forward.
Building Permits Issued
PUBLIC WORKS
New building permits issued each month.
Why this matters: Building permits are required for construction, renovation, and major improvements. They ensure projects meet safety codes that protect future occupants and neighbors. More permits generally signal a growing, improving community.

ABOUT CODE ENFORCEMENT METRICS
Code enforcement protects the health, safety, and appearance of our community by ensuring properties meet local standards. When violations are opened, the city has identified an issue that needs to be fixed. When violations are closed, that issue has been resolved. Tracking both shows whether Portola is maintaining a safe and clean environment for residents.
Code Violations Closed
CODE ENFORCEMENT
Code enforcement cases resolved and closed each month.
Why this matters: Closing a violation means the issue has been fixed: a property is now safe, clean, or in compliance with local standards. Higher closures show the city is actively following through and helping property owners come into compliance.

New code enforcement cases opened each month.
Why this matters: Code violations are opened when a property is found to not meet safety, health, or appearance standards. Lower numbers generally mean a wellmaintained community, though some level of enforcement is normal and healthy in any city.

ABOUT STAFF METRICS
A well-functioning city depends on a stable, well-supported team. Staff metrics track whether the city is retaining experienced employees and managing workloads sustainably. High turnover or excessive overtime can signal underlying issues that affect the quality of services you receive.
Staff Overtime Hours
STAFF AND ORGANIZATION
Total overtime hours logged by all city staff each month.
Why this matters: Some overtime is normal: emergencies, seasonal peaks, and special events all require extra effort. But consistently high overtime can signal that staff are overworked, that positions need to be filled, or that workload planning needs adjustment. Tracking it keeps the city honest about capacity.

Staff Retention Rate
STAFF AND ORGANIZATION
Percentage of city employees retained month-over-month.
Why this matters: High turnover is expensive: recruiting and training new employees costs money and disrupts service delivery. Stable staffing means experienced employees who know the community, the systems, and the residents they serve.
