PORTOLA VALLEY TOWN COUNCIL SPECIAL MEETING MINUTES – MARCH 15, 2023
1. CALL TO ORDER
Mayor Aalfs called the meeting to order at 7:00 p.m. Roll call was taken.
Present: Councilmembers Judith Hasko, Mary Hufty, Craig Taylor, Vice Mayor Sarah Wernikoff and Mayor Jeff Aalfs
Absent: None
2. ORAL COMMUNICATIONS
None.
3. STUDY SESSION
a. Study Session on Housing Element Draft #3, Conforming General Plan Amendments, Associated Initial Study/Mitigated Negative Declaration, and Recommendations from the Planning Commission
Mayor Aalfs opened the Study Session and announced that the discussion was informational; no action was proposed. He turned the meeting over to Planning and Building Director Laura Russell, who provided a comprehensive presentation on the third draft of the Housing Element, Conforming General Plan Amendments, Associated Initial Study/Mitigated Negative Declaration. Ms. Russell also outlined the recommendations from the Planning Commission.
The Council discussed the issue at great length. Ms. Russell answered questions of Councimembersl.
Mayor Aalfs invited public comment.
The following members of the public provided comment:

Vice Mayor Wernikoff and Councilmember Hasko announced recusal due to conflicts of interest on certain portions of Alpine Road and left the meeting at that time. The remainder of the Council continued discussion on the agenda item.

4. ADJOURNMENT
