TOWN OF PORTOLA VALLEY

Dear Mayor Aalfs, Vice Mayor Wernikoff and Town Council members Hasko, Hufty and Taylor.
I cannot make oral communication at 7 PM tomorrow, but will attend the meeting in person at a later time.
It is my responsibility to report the following:
June 13, 2023 - I was among the many online but there was an audio problem - I could not access the meeting by phone and so | did not have a chance to participate. There are many questions and comments I have raised over the years and as I pointed out at the Town Council meeting on May 24 - it is important that the language of law enforcement services are very clear.
June 14, 2023. I tried to access the Town Council meeting, but access was denied. A message appears that I did not have authorization to access the meeting. I will bring a picture of my screen.
I appreciate that members of BPTS attended the meeting on June 13 and asked questions - many not answered and confirmed.
I appreciate the questions by Town Council members and residents on June 14 - Many still not answered I have many questions - many are not new, I have been asking these questions for a number of years, but never got an answer.
A: Sheriff Contract
Can we discuss #6 - hold harmless
The contract confirms that law enforcement covers California Law; however, it is our experience that both San Mateo and Santa Clara County law enforcement agents ignore our California law and instead cover up abusive, fraudulent, illegal and criminal conduct that is described in our California Law.
Looking at Exhibit A current contract :
I have questions about:
1) Patrol 24 hours a day - 365 a year:
1 deputy for the Town of PV and 1 deputy covering both Portola Valley and Woodside 1 deputy for Portola Valley
But how many times were we told there was no deputy available? Il) pro-active traffic and bicycle law enforcement services? Please explain the proactive services.
III) parking enforcement and citation services - it remains an ongoing discussion and we receive ongoing concerns and complaints at the BPTS meetings.
V) criminal investigations....... hope there is no increase, but do they conduct these investigations.
VIlI presentations and participation at various Town Meetings and neighborhood groups - X crime prevention activities? PV residents were forced to add camera's, support our neighborhood watch groups, and become "resilient" How many times did we report suspicious activity and nothing was done X supervision and oversight associated with providing law enforcement services _ please ask who will supervise and is responsible for the oversight
XI quarterly statistical reports, monthly reports, and crime reports as needed - who sees these reports and does PV receives these reports?

AOL Mail - comments regarding 6/13 and 6/14 7/11/23, 12:17 PM B: Additional services performed by the Sheriff's Office would like to ask what these services are and understand the details regarding the additional services performed by the sheriff's office ...etc - yes I have many questions and would like answers.
B: Budget:
• Sad to see an increasing deficit despite our warnings and propositions in the last few years.
If you, Town Council, want to solve our current financial situation you need accurate reports, full transparency, and why not accountability.
• We warned Town Council that the Housing Element would be a financial problem for our town. The projected budget has been wrong from the beginning and you will keep on getting continuous requests to replenish the funds like you did earlier this year.
This is only the beginning ....lets have a realistic plan with accurate data showing how much these associated services will cost our town on an annual basis ....
• I have several questions about ARPA and would like to know which projects were assigned in previous budgets, but did not realize and how that money funded other projects (to give you some examples. We were told that 100K ARPA was put aside for an underground utility study, and for a new HVAC system.....) As we have suggested in the past and again encourage Town Council to demand that all vendors provide the details of their worl will cost the Town another 10K before the customizable reports will be implemented, but why not ask the vendors now to list th details of their work eg location of the site inspection, hours for the inspection and type of inspection. • Why are we paying consultants without receiving a regular update on their work. In the private workplace you get a detailed timeline with accurate estimates and results, why not in Portola Valley? • The next step is a study session for increased revenue, why not a study session on the increased expenditures? • There are proposed funding changes from our General Funds that raise questions.
Yes I have several questions - many not new but never answered in the past. I hope this Town Council will demand answers.
Thank you for allowing us to express our concerns and suggestions.
