With great regret it has become necessary for me to resign from membership in the Portola Valley Open Space Committee.

I am writing in opposition of the move by Portola Valley town staff and elected officials to destroy the heritage built on Ford Field.

Ford Field is a landmark of Portola Valley, known widely in the bay area and little league community. Ford Field has fostered youth baseball for decades and is one of the few recreational places left in our community available to families and children. There are fewer and fewer places for families to partake in recreation in San Mateo County and your objective to increase housing in Portola Valley will only increase this demand on recreational space that needs to be protected.

As a Portola Valley resident, having lived here my entire life, raising three children, playing baseball as a child at Ford Field, having my first official job at 13 as an umpire at Ford Field, and now watching my children and their friends play at the field - it is inconceivable that this administration and elected officials is trying to turn a place focused on family and youth recreation into housing!
As a Portola Valley resident, I ask that you:
(1) remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and
(2) specifically exclude a "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance (the proposed ordinance CANNOT only exclude a "ball field" - that is vague and does not protect this important community recreational area).

Remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and specifically exclude a "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance
Ford Field has been a source of joy for thousands of kids for generations. Ford Field is the centerpiece of our baseball community -hosting all of our Majors games, many of our PCL games, our Championship games, countless district All Star Tournaments and as a THE field that serves as the gathering place for our families. It is a beautiful and shining example of Alpine LL and the Town of Portola Valley-teams from across the Bay Area LOVE coming to Ford Field to play our teams and remark on how amazing the field is. I believe Ford Field is even highlighted at Little League HQ.

I played at Ford Field as a kid and learned not just valuable baseball lessons, but valuable life lessons. Some of my most cherished childhood memories are from play on Ford Field with other kids from the community. I made lifelong friend on Ford Field from all around the community, not just my school.

The Peninsula has a shortage of recreational space for our children. The additional housing in PV is only going to INCREASE the need for recreational space for families. Our fields are some of the last truly public spaces that ALL kids can enjoy-we need to protect them.

I'm shocked that the town would even consider hurting PV and Peninsula kids by rezoning Ford Field. This is a special place and once it's gone, it's gone forever.

My husband and I have a combined 36 years of working locally in education. In this time, we have enjoyed watching hundreds of children, including now our own, play at Ford Field. Ford Field has served so many in the community. It is a place to gather, learn, make new friends, and grow. Why are we looking at taking space away from our youth to make room for what the state deems necessary?
We are asking you to remove the Ford Field rezoning ordinance from the Consent Agenda, as it deserves to be discussed openly with the community. More specifically, the proposed ordinance must exclude "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance. The proposed ordinance CANNOT only exclude a "ball field," which is a vague statement that will not protect us.

Save youth sports, tradition, and this Field!

I respectfully ask to remove the Ford Field rezoning ordinance from the Consent Agenda and ask for it to be discussed openly with the community. I realize that the housing issue is a hotly debated issue, however Ford Field has a deep history and connection to the community. I believe the value and benefit it brings our community and those who visit it can not be measured. Unfortunately rezoning it and building upon it will be a decision that can't be undone and future generations will suffer for it. I do not wish to get in a debate about right or wrong, as everyone has the right to their own opinion. Thank you for the opportunity to express mine.

10. Comment
To the Portola Valley Town Council,
I'm writing to voice my strong opposition to any development on Ford Field and to urge the Council to pursue other options-specifically the promotion of accessory dwelling units (ADUs)-to meet the additional housing units required by the State.

Ford Field is a cherished and vital community resource that has served generations of Portola Valley families. Removing any portion of this space undermines the recreational fabric of our town and ignores the growing need for safe, accessible outdoor areas for children and families (something that is important to me as the mother of three young boys).

Instead of sacrificing an irreplaceable community gathering space, I urge the Council to actively promote the development of ADUs across town, which provide a much more context-sensitive solution to our housing needs. ADUs preserve the character and scale of our rural neighborhoods, while offering flexibility for intergenerational housing, long-term rentals, and smaller households. They are a powerful-and under-leveraged-tool for adding units without changing the landscape of Portola Valley.

In fact, many residents in neighborhoods like Portola Valley Ranch have already built beautiful, fire-safe ADUs that blend into the community seamlessly. Unfortunately, some of these efforts have been met with criticism over supposed parking issues-even in areas with ample off-street parking. This reaction discourages thoughtful, high-quality housing solutions and sends the wrong message to those willing to be part of the solution.

Rather than penalizing ADU development, we should celebrate and showcase it. I encourage the Town to consider a community-wide communication that highlights some of the newly built ADUs-emphasizing their aesthetic appeal, fire-resistance, and minimal impact on infrastructure. Such an effort would go a long way in showing how Portola Valley can grow responsibly, and in a way that aligns with the values and vision of our community.

Please do not move forward with rezoning any portion of Ford Field. Let's protect our public spaces and use the tools we already have-like ADUs-to build a better, more inclusive future for Portola Valley.

Sincerely,
Eleanor Meyer

I understand all the hard work that the council has to do to comply with the state mandate for affordable housing. This is a very difficult mandate {though I agree it's important to provide affordable housing for all) and I do not envy your position. That said, it has come to my attention that Ford Field is being considered in part of the zoning ordinance for affordable housing. Ford Field (and other recreational spaces in Portola Valley) serve a great need for the kids and families in this neighborhood. It serves as a gathering space for games, BBQs, and other sports community events that have helped us connect with other local families and bring pride to our community. There is already a shortage of these spaces, and if we want to encourage more families to live here we must provide these crucial spaces. My son currently plays baseball and this field is immensely important to our family. We already have to travel far to Menlo Park and other nearby towns for other sports (soccer etc), and it would be a real shame to lose this space in our backyard. I kindly request the council (1) remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and (2) specifically exclude a "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance. Thank you for all your hard work and attention to this matter.

To the Town Council of Portola Valley,
I am writing with a heavy heart and an earnest plea regarding the proposed rezoning of Ford Field. I ask that you please reconsider the direction this ordinance may take us, and that you take into account the deep emotional and communal value this field holds for so many of us.

Ford Field has been a cherished part of our family's life for many years. Every time I drive by, I am instantly transported back to countless joyful afternoons-watching my son play Little League, cheering alongside other families, my husband coaching from the dugout, and myself serving as Team Mom, organizing snacks, taking photos, and making sure every player felt supported. Those memories are woven into the fabric of our life in Portola Valley. Even now, we still attend games there as a family.

Ford Field is not just a patch of grass or a piece of town land-it is a vital space where community bonds are formed, where children grow in confidence and character, and where families gather, year after year, to share in the simple but profound joys of local sports.

With that in mind, I respectfully ask the Town Council to do the following:

Remove the Ford Field rezoning ordinance from the Consent Agenda. A change of this magnitude deserves open, thoughtful dialogue with the community. It should not be bundled with routine items, but rather brought into the light where residents can listen, share, and participate in the decision-making process.

Specifically exclude a "Little League baseball field" and the parking lot from any Ford Field rezoning ordinance. These elements are inseparable from what makes, the space functional and meaningful for families. Removing or altering them would fundamentally change the experience and make it impossible to continue the traditions that have brought our community together for decades.

Please hear this as more than a protest-it is a heartfelt request from someone who has experienced the true value of this field. To lose Ford Field as we know it would be more than a logistical shift; it would be a profound loss to our town's identity and spirit.

Thank you for your time, your service, and for considering the voices of the families who hold Ford Field close to their hearts.

With deep gratitude and hope,
Jess Pressman

I am a Portola Valley resident, involved community member and a mother of three young boys. As a community, we must protect one of the truly beautiful gems of our special town - Ford Field. Ford Field has been used by thousands of young children to not only play baseball but to build relationships with new friends, learn life lessons about teamwork and camaraderie, laugh and play amongst the oak trees that have grown for hundreds of years. Destroying this community asset would be devastating to our children and community. I urge you to remove the Ford Field rezoning ordinance from the Consent Agenda and ask for it to be discussed openly with the community. I specifically ask that you remove Ford Field Little League Baseball field and the supporting parking lot from any consideration to be used for housing requirements. There are other land options - one of the reason people love our town is because of its beautiful rural nature and beautiful community resources. Please don't destroy it.

Please maintain Ford Field as a recreation field and remove it from possible housing development. Ford Field has been a long-standing, community-building, sports field. Even some current professional baseball players (Cole Gabrielson and Griff McGarry) played on that field when they were in Little League. It is an important part of our community and quality of life. Thank you!

I am writing to you to respectfully request removing the Ford Field rezoning ordinance from the Consent Agenda and requested it to be discussed openly with the community. It is an important feature and gathering spot for our community and nearby communities, providing access to an area to play sports, with the attendant benefits. With all we know about the importance of exercise and community, and starting our kids early, we need to protect the open areas we have available to us.

Thank you for your thoughtful consideration of protecting Ford Field.

Respectfully,
Alexis Dineen

Our son played at Ford Field in Little League and All-Stars. It was a beautiful venue and a tremendous community resource.

As a member of the community, I have grave reservations about putting more housing along the Alpine Road corridor, since it is the only evacuation route I'm a major fire for much of Portola Valley, Los trancos and the dense housing in Ladera. In a major wildfire, how are you going to get the existing people out safely? If Portola Road is involved with the fire, there is a narrow road, Alpine, and that it is it, for all the fire response people and all of us. Please consider this when thinking about more housing along Alpine road.

Sincerely,
Pamela Foster

Please save Ford Field from re-zoning. We need to protect spaces for our kids to come together as a community and play. Ford field has served thousands of players over the years building lasting childhood memories. This is good old fashion fun, keeping kids off screens, exercising, and learning about team building.

I have two boys that play with Alpine LL and this field means so much to our family. I love to see smaller kids coming to see the big kids play, the snack shack open with food and snacks for a long Saturday at the field, and hosting other Bay Area LL teams to visit our community. Last year we hosted California District 52 All Star tournaments- such a special Summer! This is a very special place, and it would be heartbreaking to lose something so wonderful for our children and local families.

Both my kids currently attend Corte Madera school and have grown up in Portola Valley for the last 12 years. I have been actively involved in the school community and youth sports offered in Portola Valley, including Alpine Little League.

Both of my kids are currently playing in Alpine Little League and have participated for several years. For Field is an absolute treasure in our community and we must do all we can to keep it. It has been a place of recreation for my kids and countless friendships and relationships have been cultivated at Ford Field. For the last several years, in the Fall and the Spring, I found myself at Ford Field several days a week and on weekends with my kids, their friends/teammates, and other parents. We would often stay at Ford Field after a game/practice to eat and cultivate friendships with one another by the "snack shack" just behind center field. To hear that the field is being considered for housing development is a tragedy. We must do all we can to protect our common public spaces for kids and families to gather, recreate, and cultivate community. Happy to share my story more if helpful. Thank you.

We are very much opposed to Ford Field becoming zoned for housing. Both my husband and I grew up playing on that field and with four little kids starting to play, we can't imagine losing the field. Ford Field has long been a central gathering place for our community, extending far beyond its role as a baseball field. It's where generations of children have discovered the value of teamwork, families have bonded during weekend mornings, and countless shared memories have been created. The field remains essential for Alpine Little League and the hundreds of local kids who play there each season.

10. Comment
Dear Members of the Portola Valley Town Council,
Thank you for all the work you do on behalf of our town. I'm writing as a local parent and community member who deeply values the role Ford Field plays in the lives of our children. My own little leaguer has been dreaming for years of the chance to play on what so many refer to as the "famous" Ford Field. It's more than just a ballpark, a place where lifelong memories are made, friendships are formed, and community spirit thrives.

Ford Field has been the heart of Alpine Little League for generations. It's the home of our championship games, all-star tournaments, and weekend matchups that bring families together from all over the Bay Area. Teams love playing there, and it's a point of pride for Portola Valley. With more housing on the way, we'll need recreational spaces like Ford Field more than ever. These public spaces are rare, and once they're gone, we don't get them back.

I respectfully urge you to remove the Ford Field rezoning ordinance from the Consent Agenda and give the community a chance to discuss it openly. I also ask that you specifically protect the "Little League baseball field," rather than just a "ball field." Without clear language, we risk losing the field's intended purpose. I also ask that you safeguard the parking lot as there is no parking on Alpine Road and we cannot risk having children and families crossing Alpine on a regular basis. With your help, I'm confident that we can preserve this special place for our kids and the generations to come.

Thank you for your service and consideration.

Warm regards,
Dana Shank

As a parent, my son spent 8 years playing at Ford Field. He spent countless days practicing and playing baseball on that field, learning about teamwork and becoming the wonderful young man he now is. While we watched years of games there, his sister playing in the paths and creekside. The environment is truly magical, safe, and so close to our home. We want this resource preserved for future children.

Please remove the Ford Field rezoning ordinance from the Consent Agenda and allow it to be discussed openly with the community. Both of my boys grew up playing Alpine Little League games at Ford Field for many years and now both play college baseball. This field is an integral part of what makes this community so special. It is a place for kids to be kids and parents to come together in community support for our children. To rezone this field for housing is an assault on our community. There are plenty of other open spaces in Portola Valley to build housing that do not directly impact our children.

Despite our region's housing needs, I strongly encourage you to remove the Ford Field rezoning ordinance from the Consent Agenda. Portola Valley and our limited egress and fire zone sensitivities make this type and location of development ill-advised. At a minimum, you should hold open discussions with the community, including Ladera, which will be severely impacted by any development at Ford Field.

I am writing to request that to remove the Ford Field rezoning ordinance from the Consent Agenda and ask for it to be discussed openly with the community. This is the only community open space on the Eastern part of town/ Alpine road corridor, and along with use for baseball it is also enjoyed by many runners, dog walkers, hikers etc. Any development of that space would be needless loss for the Community.

10. Comment
Dear Members of the Portola Valley Town Council,
Thank you for your dedication to serving our town and for all you do to support the well-being of the Portola Valley community. I'm writing as a parent of a young Little Leaguer in Portola Valley, who, after years of anticipation, has had the honor of playing baseball at Ford Field -a landmark that holds a special place in the hearts of many families.

Ford Field is more than just a baseball diamond-it's a gathering place, a teaching ground, and a space where friendships and community bonds are built. For decades, it has been the home of Alpine Little League, hosting championship games, all-star events, and countless weekend match ups that bring our region's families together.

Eliminating or reducing access to this field-or to its adjacent parking-would significantly impact the league and the children who play there. As Portola Valley grows and housing increases, it's critical that we preserve and protect recreational spaces, not reduce them.

I'm also concerned that the language in the current rezoning proposal does not clearly identify the field as a Little League facility. The vagueness of the term "the ball field" could potentially lead to changes that make it unusable for league play, given the strict dimensional standards required for Little League fields. Additionally, removing access to the parking area would make it difficult-and unsafe-for families to attend games, especially with no viable parking alternatives nearby.

I respectfully urge the Council to remove the Ford Field rezoning item from the Consent Agenda so the public can participate more fully in the discussion. I also strongly encourage you to ensure that both the Little League field and its parking lot are explicitly excluded from any future housing development considerations. Please consider alternative locations for housing that would allow us to preserve this vital and beloved community space for generations to come.

Sincerely,
Jon Shank

Sincerely,
Jon Shank

The town is talking about putting housing at Ford Field baseball field and that would be a massive mistake. We have lived in Portola Valley for 10+ years and Ford Field is a staple to the community. Having kids playing little league there is such a special treat for them, the parents, people in the community come to watch the games with zero rooting interest.

It is a imperative that town finds another location for the the housing development. The little league field, the parking lot and the surrounding area needs to stay as it and keep the same use.

10. Comment
Dear Portola Valley Town Council Members,
I am writing to respectfully request two specific actions regarding the proposed rezoning ordinance for Ford Field.

Firstly, I urge the Town Council to remove the Ford Field rezoning ordinance from the Consent Agenda. This is a matter of significant public interest and deserves a dedicated, open discussion with the entire community. Given the potential impact of rezoning this valuable public space, it is crucial that residents have the opportunity to fully understand the proposal, ask questions, and provide their input in a public forum beyond the limited scope of a consent agenda.

Secondly, I request that any Ford Field rezoning ordinance specifically exclude both a "Little League baseball field" AND the associated parking lot. It is imperative that the ordinance language is precise and unambiguous in its exclusions.

Simply excluding a "ball field" is too vague and does not adequately protect the community's interests. To be clear, the proposed ordinance should explicitly state that neither a Little League baseball field nor its accompanying parking facilities are permitted under any rezoning of Ford Field.

Thank you for your time and consideration of these important requests. I believe that open discussion and precise language are essential to ensuring the best outcome for the Portola Valley community regarding the future of Ford Field.

Sincerely,

Please remove Ford Field rezoning ordinance from the Consent Agenda. It needs to be discussed openly with the community.

I am writing to express my concern about the latest proposal to rezone Ford Field. Ford field has played a critical role as the central gathering point for the Alpine Little League community. The Field has allowed us all to come together, build friendships and spend time outside in nature in friendly competition. My son and I have built a community around little league AND FORD FIELD HAS BEEN AN IMPORTANT PART OF THAT EXPERIENCE.

Respectfully, I am asking that the town council:
(1) remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and
(2) specifically exclude a "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance (the proposed ordinance CANNOT only exclude a "ball field" - that is vague and does not protect us).

Thank you,

10. Comment
Hi there
We are a young family in Portola Valley and we strongly object to adding more housing on the Ford Field location. This is an important community venue for sports, and has served generations and is the centerpiece of our baseball community. There is already a shortage of recreational space for our children up and down the Peninsula, and additional lousing in PV will only increase the need for recreational space for families. We need to protect this space! We therefore ask the Town Council to:
(1) remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and
(2) specifically exclude "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance (the proposed ordinance CANNOT only exclude a "ball field".

I am writing to say I am strongly opposed to rezoning Ford Field and the parking lot. This field is the premiere field for Little League on the Peninsula. It is a gathering place for our community and our kids, creating so many lasting memories.

It truly is the "Field of Dreams". This field was not donated by Dorothy Field to be used for housing. We already lack enough open space for our kids to play.

I would encourage the PV Town Council to attend a game one evening or day on the weekend. The field is constantly in use to teach and mentor our kids. Thanks.

Please remove Ford Field rezoning ordinance from the agenda. Please specifically exclude both the little league baseball field and parking lot from the rezoning ordinance.

As a family, we look forward to noticing baseball season has arrived when we see big kids playing baseball at Ford Field.

My son and I continue to look forward to when he is old enough to play at Ford Field. This space is also used for our school's annual fun run, a community tradition we, and other Woodland School families, greatly enjoy and look forward to.

Removing this field from the community space is important enough to be discussed openly as a community.

Thank you for your consideration of removing the baseball field and parking lot from the rezoning ordinance.

Ford Field must remain as it has been a landmark used by thousands of children over the decades. It is the nicest field on the peninsula in an ideal setting. I put my son through the years of Alpine Little League and was able to coach him on Ford Field for 3 seasons, and we have some of our best memories there over those years. There is a shortage of baseball fields in the area and Ford is not only the nicest, but it brings the community together to celebrate athletics, learning, growth, victories, setbacks, and also to the Portola Valley area. It MUST stay in place so future generations of residents can experience baseball and bring the community together as it has for generations My ask is:
o (1) remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and
o (2) specifically exclude a "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance (the proposed ordinance CANNOT only exclude a "ball field" - that is vague and does not protect us).

I'm writing to express my concern about the potential rezoning of Dorothy Ford Field. For many of us, this field isn't just a place to play- it's where we've made lasting memories with our families. My children, like so many others, have grown up playing here, and it's been the heart of Alpine Little League for generations.

Ford Field is a vital part of our community, hosting games, tournaments, and events that bring us together. The field and its parking lot are essential - without them, this space can no longer serve the families who depend on it.

As the town grows and recreational space becomes scarcer, I ask you to:

1. Remove the rezoning ordinance from the Consent Agenda for a thorough community discussion.

2. Protect the Little League field and parking lot to ensure this space remains available for future generations.

Please help us preserve Ford Field as a resource for all children and families in Portola Valley.

Playing baseball at Ford Field is a quintessential part of Portola Valley and has been incredibly special to our family and many families in Portola Valley for many years. Very often as my son is playing baseball on the field I interact with other parents who speak about their experiences paying on Ford Field many years ago and how delightful it is to see their kids on the field now. It would be a tragic loss to Portola Valley for Ford Field to go away.

I am writing to request that the Town Council:
(1) remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and

Ford Field:
• Has served thousands of kids for generations and has been a centerpiece of our children's childhood so far and hope it continues to be!
• Ford Field is the centerpiece of our baseball community- hosting all of our Majors games, many of our PCL games, our Championship games, countless district All Star Tournaments and as a THE field that serves as the gathering place for our families
• It is a beautiful and shining example of Alpine LL and the Town of Portola Valley- teams from across the Bay Area LOVE coming to Ford Field to play our teams and remark on how amazing the field is • There is already a shortage of recreational space for our children up and down the Peninsula. The additional housing in PV is only going to INCREASE the need for recreational space for families. Our fields are some of the last truly public spaces that ALL kids can enjoy- we need to protect them.

I ask the Town Council to:
(1) remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and
(2) specifically exclude a "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance (the proposed ordinance CANNOT only exclude a "ball field" - that is vague and does not protect us).

I strongly oppose the rezoning that would effect Ford Field. Ford field is part of the reason we moved to this community and many others have as well. I have played baseball my entire life an was lucky enough to play professionally for 5 years. Little League was essential to my development as a young man and a ball player. Having a field like this is the jewel of the bay area. I hear people talk about this field all over the bay, and how beautiful it is, and how amazing their experiences are coming into our community to play baseball. Hosting Little League events brings people to our stores and boosts this special town we live in. I am strongly against changing anything with the field and the parking lot. My 3 sons are at the younger levels in little league and they constantly talk about how they can't wait to play at FORD FIELD someday because it is so special. Little league is already at a shortage of fields and to take away the number 1 field in the bay area would be a travesty. Places like this are what make our town so special. As a Physical Education teacher in the Bay Area I know how important sports, movement, and being outside socializing is for kids these days. We don't need any more reasons to be inside playing video games, or being on phones, for young kids. They need to be outside playing developing life long skills and friendships.

Thank you,
Tim Worthington

Please keep Ford Field as a Little League baseball field with attendant parking. Please exclude both of these elements from any Ford Field rezoning.

All four of my children have participated in Alpine League since we moved to Woodside in 2015. With seven sports played by them in a total of 11 different leagues, I can confidently say that Alpine Little League is the best example of youth recreational sports organizations. Dedicated, unpaid parent volunteers teach players life lessons in a competitive yet respectful way, enjoying the outdoors in our unmatched geographic location. Playing at Ford Field is aspirational for young players and triumphant for the players who get to. The snack shack, the fence in outfield, plenty of room for younger siblings to actually play with peers; Ford Field is beautiful and special. Why take away outdoor recreation options when we are all worried about the overuse of phones, video games and social media? Why damage an incredible local organization by eliminating its resources? It makes little sense to take away recreation space while building more houses. Upzoning Alpine Road to accommodate multifamily is much more efficient and smarter than taking away the crown jewel of a very effective youth sports organization. What will these new PV residents do when they move here with less open space? Open space and nature are primary reasons we choose to live in this part of San Mateo County. Please don't take away Ford Field as a regulation Little League field with parking.

Thank you for your consideration.

Ford Field is a diamond in the crown of Portola Valley and its amazing Little League community. My family of 6 have had countless games there and more importantly, team dinners afterward where the kids all play together, forget whatever happened in the game, and forge lifelong friendships within our community on that beautiful space as the light fades.

Meanwhile, the parents are doing the same. PV would not be the same without this treasure - it is irreplaceable. It also served the greater district by hosting interleague play with RWC and Menlo Park and hosting all star games with players from all over the peninsula. It's a destination and families frequent our local businesses when they are here. Please protect the little league field and parking lot at Ford Field!!

Dear Town Council Members,
I'm writing to urge you to protect Ford Field, a beloved and vital space in our town. This park is not just a piece of land, it's where our children learn teamwork, perseverance, and community spirit through Little League. It's where families gather, friendships form, and memories are made.

I respectfully ask that you:

1. Remove the Ford Field rezoning ordinance from the Consent Agenda so the community can hear it discussed and have the opportunity to participate. This deserves transparency and open dialogue.

2. Amend the ordinance language to clearly and specifically exclude both the "Little League baseball field" and its parking lot from any rezoning. Referring only to a vague "ball field" does not offer sufficient protection for this essential community resource.

Ford Field matters. Let's work together to ensure it remains a safe, open, and dedicated space for youth sports and family connection for generations to come.

I strongly support the need more housing across California and in Portola Valley. However, building new housing on the site of Ford Field does not seem like the way to do it. As a Menlo Park resident I don't get the chance to vote in Portola Valley, but surely there are so many other places that housing might be built. Ford Field is a special place that brings people from all over the peninsula to Portola Valley, and I hope the community leadership recognizes its value to the local community and across the region.

Alpine Little League
Dear Portola Valley City Council,
Thank you for the continued dialogue around the preservation of the Little League baseball field and related parking at Dorothy Ford Field. We do not need to reiterate how important this conversation is to the families of Portola Valleyboth with current little leaguers, little league alums and future players.

To be very clear, the Staff's proposed zoning amendment does NOT adequately protect the field to ensure it can be used for future generations of Little Leaguers. We have lost trust that the Town Council and Town Staff understands what they are doing.

A 2.48 acre portion of The Dorothy Ford Park Site (APN 77272010) (included in Table 6-6 of the housing element), which shall exclude the deed restricted ball field, shall be developed as high density housing and that owneroccupied and rental multifamily uses are allowed by-right for developments in which 20 percent or more of the units are affordable to lower-income households on the Dorothy Ford Park Site (APN 77272010).

In order for Alpine Little League to use the Ford Field site for Little League baseball specific field dimensions are required. You can review those dimensions here: https://www.littleleague.org/league-officials/field-specifications/ Simply saying the "ball field" is vague and meaningless. Further this language states nothing about preserving adequate parking at the field. Without parking, the field can also not be used for baseball. We can NOT have very young children walking from off-site parking, biking, etc. on Alpine Road. That is ridiculous to even consider.

The vague language proposed is made even more meaningless when the Town Council and the Staff are both fully aware that there is NOT 2.48 acres of land available for development without including the current Little League baseball field and parking lot. The Town Council is knowingly approving a false statement, deceiving the public and the State.

We urge you to answer the public's very vocal concerns to (1) find other viable options for housing in Portola Valley and/or (2) exclude BOTH the Little League baseball field AND the parking lot from any rezoning.

We will again point you to the 250+ pages of public comments that were submitted by concerned families two years ago when the baseball field was first threatened. The community has spoken VERY loudly that they do not support the Town Council infringing on the enjoyment of the baseball field in any way - this includes ensuring the field is maintained in adequate size and that critical parking is available.

Thank you for your time and consideration,

Dear Portola Valley City Council,
Thank you for the continued dialogue around the preservation of the Little League baseball field and related parking at Dorothy Ford Field. We do not need to reiterate how important this conversation is to the families of Portola Valley- both with current little leaguers, little league alums and future players.

To be very clear, the Staffs proposed zoning amendment does NOT adequately protect the field to ensure it can be used for future generations of Little Leaguers. We have lost trust that the Town Council and Town Staff understands what they are doing.

As a PV resident, little league parent and concerned community member, I am disappointed and disheartened to hear Ford Field's future is once again up for discussion. It has been home to generations of baseball as well as family fun and should continue to serve the community in this way.

As a town, we have many options for affordable housing that the town council continues to dismiss. I hope we can have a more meaningful conversation about this project and that the town council will listen to the residents. After all, it's the people that make a town like Portola Valley and sports like little league worth being a part of.

Ford Field:
• Has served thousands of kids for generations and has been a centerpiece of our children's childhood so far and hope it continues to be!
• Ford Field is the centerpiece of our baseball community -hosting all of our Majors games, many of our PCL games, our Championship games, countless district All Star Tournaments and as a THE field that serves as the gathering place for our families
• It is a beautiful and shining example of Alpine LL and the Town of Portola Valley -teams from across the Bay Area LOVE coming to Ford Field to play our teams and remark on how amazing the field is • There is already a shortage of recreational space for our children up and down the Peninsula. The additional housing in PV is only going to INCREASE the need for recreational space for families. Our fields are some of the last truly public spaces that ALL kids can enjoy -we need to protect them.

I ask the Town Council to:
(1) remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and
(2) specifically exclude a "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance (the proposed ordinance CANNOT only exclude a "ball field" -that is vague and does not protect us).

Thank you for the in depth discussion about the process for rezoning the open space portion of the Dorothy Ford Field at the April 9, 2025 Town Council meeting. It was clear that the Town Council understands just how important the Little League baseball field is to the Town and the surrounding community. For decades this historic field has shaped childhood memories for thousands of Portola Valley children, provided the setting for life long friendships and served as a vital gathering place for the community. Currently, Alpine Little League - an all volunteer run youth sports organization serving nearly 600 children in the community in both baseball and softball - is currently the primary user of the baseball field.

A critical and absolutely necessary part of preserving the baseball diamond itself is also preserving the parking area. One will not function without the other, especially since there is no street parking or other options for families to park in the area. We absolutely cannot have young children walking or biking up and down Alpine Road. Without also preserving the parking, the Town is making the field unsustainable.

Both must be saved!
Alpine Little League's volunteers have spent many hours coordinating with area businesses (including Alpine Inn) and Portola Valley residents to share the parking lot. The parking area is used daily by the many Portola Valley residents that park there to hike, jog, bike and walk their dogs along the trails that run along Alpine Road. It is also used as overflow parking for the employees of Alpine Inn, for which the Town collects a fee. It is not just open space - but an important part of making the field usable and serving others in the community. To eliminate it would simply create a host of other issues that the Town does not have answers for.

We urge you to exclude BOTH the baseball field AND the parking lot from any rezoning.

We will again point you to the 250+ pages of public comments that were submitted by concerned families two years ago when the baseball field was first threatened. The community

Staff Report from Terrence Grindall

Regarding the Staff Report on page 29 of 120 of the April 23,2025 Town Council Agenda:

This Staff Report from Terrence Grindall and Catherine Engberg makes a statement which is contrary to page 129 the Housing Element.

The Staff Report states -- Mixed-Use Zoning District The new mixed-use zoning district will allow for mixed-use residential development between 3 to 6 dwelling units per acre. Objective standards will be included in the Municipal Code including, but not limited to, floor area, height, setback, lighting, and landscaping (see Program 1-1c}. If the whole site is redeveloped, the standards will require at least 50% of building floor area to be a residential use and will allow for up to 100% of building floor area to be dedicated to residential uses. This zoning district shall be applied to the 4394 Alpine Road and 4370 Alpine Road housing sites.

Page 129 ends

General Plan Classification and Unit Distribution. The site will be classified as mixed use.

Because the site is located near a single-family neighborhood, unit distribution and development standards are important. Five units shall be permitted in the rear and will likely be the first units to be constructed. The remaining four units shall be permitted in the front, either in conjunction with office use or as a new exclusively residential project.

This difference in wording is significant as the owner of 4370 is requesting a subdivision of one acre of the rear portion of the parcel which under the staff report would allow 6 dwelling units rather than 5 as stated in the Housing Element.

Please make the clarification regarding the difference in the Multi Use zoning between 4394 Alpine Rd and 4370 Alpine Rd. so it employes the wording in the Housing Element and so that there is no confusion in the future.

Thank you.

4. With respect to Ordinance No. 2025-452, please clarify what is included in the deed restriction for the baseball field. Can you please share the deed restriction w In my opinion, if the Town Council wants to move forward with this note in the ordinance, we need to be very clear about what we are protecting, which is a regulation-size little league field and parking lot. We’d be foolish to not provide detailed clarity on this issue.

Please replace “ball field” with “regulation-size little league field and parking lot.” There are specific requirements for a little league field, so it is important to distinguish what type of baseball field we are preserving. In addition, the field will not be of use if there is no parking.

You can find more details on the specifications for a regulation size little league field at this link - https://www.littleleague.org/league-officials/field-specifications/ Please note that it should be 200 feet from home plate to the center field fence. Given the odd shape of the Ford Park parcel, I believe there would be challenges in finding other areas on the parcel that would accommodate the little league specifications. It is not simple to just move the field one way or the other on that lot.

Thank you for serving our Town, and spending the necessary time to make the best decision for the future of our community.

4. With respect to Ordinance No. 2025-452, please clarify what is included in the deed restriction for the baseball field. Can you please share the deed restrict In my opinion, if the Town Council wants to move forward with this note in the ordinance, we need to be very clear about what we are protecting, which is a regulation-size little league field and parking lot. We'd be foolish to not provide detailed clarity on this issue.

Please replace "ball field" with "regulation-size little league field and parking lot." There are specific requirements for a little league field, so it is important to distinguish what type of baseball field we are preserving. In addition, the field will not be of use if there is no parking.

You can find more details on the specifications for a regulation size little league field at this link - httQs://www littleleague org/league-officials/field-si;iecifications/ Please note that it should be 200 feet from home plate to the center field fence.

I respectfully request that you exclude the Ford Little League baseball field and parking lot from any rezoning actions.

My son (now a resident of Portola Valley) played on that field decades ago and now my three grandsons have played or are currently playing on Ford Field. There are already too few recreational area for children in the Portola Valley area and more housing will exacerbate this problem. To eliminate the Little League baseball field and parking lot would be a serious step in the wrong direction for the children of Portola Valley.

10. Comment
Dear Members of the Portola Valley Town Council,
My name is Daniel Klear, and I have had the honor of coaching in the Alpine Little League for the past three years. I write today to urge you to remove the Ford Field rezoning ordinance from your Consent Agenda and to explicitly exclude both the "Little League baseball field" and its parking lot from any proposed rezoning.

Why Ford Field Matters:

A Generational landmark: Ford Field has been the backbone of Alpine Little league for decades. Families have passed down the tradition of playing on this field, and every Fall and Spring new memories are forged on this field that will hopefully be shared for the generations to come.

Community Hub: Each baseball season, Ford Field transforms into an essential community gathering place: Opening Day ceremonies, Championship weekend, PCL games, and all-star tournaments. Families picnic on the grass, neighbors reconnect, and children learn some essential lessons on the field that will guide them through some of their greatest challenges in life.

Regional Destination: Teams from across the Bay Area regularly request to play at Ford Field because of its pristine condition, welcoming atmosphere, and genuinely unparalleled setting. It's become a point of pride for Portola Valley and a vibrant ambassador for the town.

Critical Concerns with the Proposed Ordinance:

Vague Exclusion Language: Simply carving out "the ball field" fails to protect the complex infrastructure that makes Little League possible. Without explicitly defining a "Little League baseball field" (with its 60' base paths, 46' mound distance, and 200' fences) the ordinance leaves us vulnerable to a future relocation or reconfiguration that would fall out of compliance with Little League standards.

Parking Lot Omission: A field without parking is unusable. Ford Field's parking lot is essential for safe, legal access. Street parking on Alpine Road is neither permitted nor safe, especially for families with small children crossing traffic to reach the field.

Insufficient Alternate Land: Recent mapping confirms that only 1.1-2.2 acres of Ford Field's open space can realistically be developed once creek setbacks and scenic corridor restrictions are applied. To meet the State's requirement for 50 units at 20 units per acre, you will be compelled to encroach further into the portion currently used for baseball-unless the parcel is split, which staff have deemed prohibitively expensive.

Lack of State Dialogue: To date, I am not aware of any substantive negotiations between Town leadership and State housing officials to find a compromise that preserves our playing field while satisfying housing goals. A frank, collaborative discussion could unlock alternative solutions without sacrificing a civic treasure.

My Requests to the Council:

Remove the Ford Field Rezoning Ordinance from Consent: This matter deserves an open, community-wide discussion, not a rubber-stamp Consent vote.

Explicitly Protect "Little League Baseball Field" & Parking Lot: Amend the ordinance language to read:
"Dorothy Ford Field, including its Little League baseball field (as defined by official Little League dimensional and use standards) and its associated parking lot, shall be expressly excluded from any rezoning for residential development." I understand the Town's obligation to maintain a certified Housing Element. I also believe that with creative thinking and community partnership, it's totally possible to identify alternative parcels or strategies that meet those requirements without depriving our children and families of this essential recreational resource.

Thank you for your time, your service, and your consideration of this deeply important issue. I-and the hundreds of families who call Alpine Little League home-look forward to participating in a constructive dialogue to save Ford Field.

Respectfully,
Daniel Klear
Alpine Little League Coach

I grew up playing ball at Ford Field. Silicon Valley needs a place for kids to play ball and Alpine Little League needs that historic and beautiful ballpark for it's future generations. Our family and community are deeply saddened to hear that the council is considering demolishing Ford Field to comply with California's rezoning agenda. Ford Field has been a gathering place for generations in our community and is the hallmark of Alpine little league. Our children bond, grow, and develop on Ford Field. Unlike other areas on the peninsula like Los Altos and Redwood City, the Portola Valley and Menlo Park area does not have a set of connected little league baseball fields to bring the community together. Ford Field is the best the area has. My children will be heartbroken if they hear that the field they love will be replaced with housing. Please exclude the little league baseball field and the parking lot from any rezoning ordinance.

I am a third generation Portola Valley resident and have three children who are fourth generation PVers now attending Ormondale and Corte Madera. My late grandfather, Bob Katz, helped to incorporate the town and was the Chairman of the Town's first Planning Commission. My father, Andrew Katz, continues to live in town and has been a long time volunteer including having led Portola Valley's Parks and Recs.

I hope to see my children follow in their (and my) footsteps as my Dad and I both grew up playing at Ford and I now have the pleasure of coaching my oldest son at the best baseball field in the Bay Area. Watching him develop many of his closest friendships and life experiences at Ford has been an absolute joy and I'm looking forward to coaching my younger children there as well.

I'm writing to ask that the towh please explicitly designate that it will carve out the entirety of the Little League field as well as the parking lot (as it would not be safe for kids to be entering/exiting across Alpine Road) so that we can continue to have these great experiences for our community at this special field.

Thank you,
Tim Katz

Dear Members of the Portola Valley Town Council,
I am writing as a parent of a child who plays in Alpine Little League to strongly oppose the rezoning of Ford Field.

Ford Field is not just a baseball diamond - it is the heart of our youth sports community. It's where my child and hundreds of others learn teamwork, confidence, and resilience. It's where families from across the Peninsula gather, cheer, and celebrate the joy of the game. Losing access to this field would be devastating not just for our kids, but for the entire community that has grown around it for generations.

I ask the Council to do the right thing by:

Removing the Ford Field rezoning ordinance from the Consent Agenda - This issue deserves full public discussion, not to be quietly passed without real input.

Explicitly excluding both the "Little League baseball field" AND the parking lot from any rezoning - Simply stating "the ball field" is not enough. Little League fields have specific requirements, and the field's current location and structure matter. And without safe and accessible parking, the field is effectively unusable for families.

I understand the pressures the Town faces in meeting housing goals, but Ford Field is one of the last truly public, recreational spaces left for kids in this area. Removing or compromising it in any way is shortsighted and harmful.

Please advocate for a solution that protects both our field and our families. Our children deserve better.

Sincerely,
Elizaveta Bakunina.

Re: Protection of Ford Field – April 23, 2025 Town Council Meeting Dear Mayor and Members of the Portola Valley Town Council:

My son (eight years old) participates in the Alpine Little League and my husband has coached for the league for many years. As you are aware, the Alpine Little League community is concerned about the future of Ford Field, which has served the community as a qualifying little league baseball field (“Field”). The Field is a critical community recreational resource, of which there is a significant shortage.

We understand from the Alpine Little League that there are strict guidelines on the requirements for a little league baseball field and therefore, the existing Field cannot be modified or reduced in size. Furthermore, the adjacent surface parking lot is critical to the utilization of the Field as there is no other off-street parking area nearby with safe access to the Field.

The Town Council should also be guided by the following relevant General Plan provisions:
• The 2023-2031 Housing Element Update (“Housing Element”) provides: “The Dorothy Ford Park and Open Space site is a highly valued open space in the community.

Development of this site would result in the permanent change to open space, which is contradictory to other Town policies.”
• The General Plan Recreation Element provides: “Ford Park, across from Westridge Drive and within the Alpine Scenic Corridor, includes a little league baseball diamond, parking, trails and paths, and extensive natural areas for non-intensive recreation. The natural quality of much of this park is important in providing a natural setting when entering Portola Valley from the north.”
• The General Plan Land Use Element (Parks, Recreation Areas and Open Spaces Objectives) provides: “To provide for appropriate park and recreation areas for community and neighborhood use.”
Requested Actions
The Town Council should not waive the second reading and adopt Ordinance No. 2025-452 on the Consent Agenda as currently proposed. We understand that there is a sense of urgency here,

Page 22 of 28 ends

0.0/
. /4-22-25/ / -2-
but that cannot thwart the opportunity for meaningful public comment and important revisions to the proposed ordinance.

We understand that the California Department of Housing and Community Development (“HCD”) has instructed the Town to make specified zoning modifications pursuant to the HCD Letter of Technical Assistance dated October 16, 2024. That can be effectuated without jeopardizing the future of the Field, pursuant to the requested modifications set forth below.

At a minimum, the modifications to the R-MF (Multi-Family Residential) zoning district regulations pursuant to proposed Ordinance No. 2025-452 must be revised as follows to protect the future of the Field:
• Chapter 18.15.04 Development Standards
Note 2. A Up to a 2.48 acre portion of The Dorothy Ford Park Site (APN 77272010) (included in Table 6-6 of the 2023-2031 housing element), which shall exclude the existing deed restricted little league baseball field and the adjacent surface parking lot serving the baseball field (as shown on the conceptual site plan on page 127 of the 2023- 2031 housing element), shall be permitted to be developed as high density housing and that owner-occupied and rental multifamily uses are allowed by-right for housing developments in which 20 percent or more of the units are affordable to lower-income households on the specified portion of the Dorothy Ford Park Site (APN 77272010).

Notwithstanding Municipal Code Section 18.46.060, the existing little league baseball field and adjacent surface parking lot serving the baseball field on The Dorthy Ford Park Site shall not be deemed to be a nonconforming use and no conditional use permit shall be required.

It is clear from community input and the General Plan provisions cited above that the Field is a critical community resource. The Town should continue to pursue alternate locations to accommodate the 50 very low-income units contemplated for the Dorthy Ford Park site (pursuant to Table 6-6 of the Housing Element) and the Town Council should direct and supervise Town Staff accordingly. The Housing Element provides: “The Town will proceed with development of the [Dorothy Ford Park] site . . . unless other confirmed, feasible site or program can achieve the same number of affordable units within the planning period.” The Housing Element explains that the Town plans to issue an RFP for the development of the

2.48-acre portion of the Dorthy Ford Park site. If ultimately issued, that RFP must make it clear that the development proposal must exclude the existing Field and adjacent parking area, consistent with the conceptual site plan on page 127 of the Housing Element (see below).

Ford Field is representative of what makes Portola Valley such a special place. Tens of thousands of kids over the years have been fortunate to learn and play baseball there and it would be tragic to lose the field. Please remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and specifically exclude a "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance to provide protection for the future.

10. Comment
I do not support re-zoning ANY portion of the Ford Field parcel. The clear intent of the donors was to create PERMANENT open space with appropriate uses including the current Little League ball field and parking lot. It is incumbent upon the Town Council to identify alternative solutions. High density housing should not be allowed on this site. It would be ironic that the first thing residents and visitors see as they enter PV is high density housing on a parcel that was clearly intended to be open space.

Dear Town Council,
Thank you for tackling this tough job around housing mandates. I echo all the sentiments you are hearing and reading around Ford Field as it has been the most cherished space in our town for our family, as a community gathering spot for our amazing little league community and for all the childhood memories that are in the making. If I understand correctly, the goal is to protect "the ball field" within the Dorothy Field State Park but that is not enough. Yes, I agree the wording needs to be very careful to clarify a little league baseball field being excluded in it's exact form, and not just a ball field. But more than that I don't see how ANY space in this park to either side of the field could be developed. You have to protect/keep the parking lot or will create a separate disaster of cars trying to figure out how to park all along Alpine Rd, an issue I know the town does not want to create. It is already a packed parking lot for games as it is. And the gorgeous open space beyond the 1st base line (I don't see how this is 2.5 acres, as stated is available for housing?) ... a section of which is used for fans gathering to watch the games and playing catch, pitchers warming up, community members playing, or like my daughter reading a book under one of the most cherished Oak trees in our town while her brother plays baseball. I can't think of a more detrimental spot in town to be under consideration for developing housing and strongly oppose the entire Dorothy Field State Park site being included.

I have personally played Little League baseball at Ford Field since I was 9 years old. This field has contributed for many many great memories for me and my brother and our friends. The most amazing Little League venue on this planet.

Now my brother Drew Allen has been putting his heart and soul into maintaining Fore Field for the past 6 years, please don't take that effort away. I am so happy to see my nephews now play ball at Ford Field. Please do not rob them of the opportunity for them to see their own children and friends kids play baseball at Ford Field.

Please remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and specifically exclude a "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance.

Dear Town of Portola Valley,
Thank you for all you do and for taking the time to read my comments in support of keeping Ford Field, the most amazing youth baseball field, in our community. I grew up in Portola Valley cheering on my older brothers during their games and now have the opportunity to cheer on my own children and their friends.

Ford Field has been a special place for all in the baseball community for generations. We recently hosted a dinner at the snack shack and both teams, despite a competitive game, came together along with their families to enjoy dinner on the field. This not only encouraged camaraderie but also was a community building opportunity for everyone. We have limited recreational spaces in town for our children and with proposed additional housing, the demand for public space will only increase.

Please consider removing the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community. Also, please consider excluding a "little League baseball field" AND the parking lot from any Ford Field rezoning ordinance.

Thank you for your consideration and for all you do for Portola Valley! Sincerely,
Katie Wilson

Please remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community. Furthermore, please exclude the "Little League baseball field" AND the parking lot from any Ford Field rezoning ordinance. It's incomprehensible that we risk losing or relocating this historic, beautiful and iconic place in our town. For many decades, families and their little league memories have embraced, cherished and loved this picturesque field. The Town needs to stand up for us. The Town needs to take charge and remember what's important: history, tradition and community. Don't destroy this field of connection, pride and belonging in our own town. My two boys have played on Ford Field for many, many years. My husband has coached many years on this field. I personally have enjoyed watching my sons win league championships on this field. The field has seen wins and losses, tears of joy and tears of defeat, but above all has brought our families and community together. This field has connected us. Ford Field is an iconic Town landmark that holds generations of fond family memories, sportsmanship and the love of the game. This field is part of our residents' athletic development and childhood. Do not destroy a part of our community's childhood.

Do not destroy this field and rob the future generations of its glory. Do not destroy the future childhood laughs, cries, victories, defeats, lessons and learnings. Playing ball on this field with friends, teammates, neighbors, and local residents in this stunning setting was simply nothing short of magical. Our family and local neighbors are begging the town of Portola Valley to fight for its community. This would be an absolute tragic loss for our sweet little Town and the generations of families who have played and are yet to play at Ford Field. What's going down next, the PV tennis courts? Or is it the open fields around Town Center? Taking this little league field away is a guaranteed strike out. Taking this field away is akin to stealing bases from future generations. We're begging the town to stand up to the plate and fight for what's right. Please remove the Ford Field rezoning ordinance from the Consent Agenda. Swing the bat and win this for our community; win this for our kids; and win this for the future generations who will play on this iconic field, creating their own magical family and childhood memories.

Ford Field is a critical Portola Valley resource, anchoring the longstanding strength of Alpine Little League for many decades. Our family has benefitted from Ford as place for baseball practice, games, and connection to many other families in Portola Valley; certainly the strength of our ties to the PV Community would be far weaker without the experiences that Ford has delivered.

Ford has served this role to thousands of kids and families, across generations and it would be a tragic loss to Portola Valley and its residents if we were to lose it. To that end, I strongly request its preservation, specifically:
(1) remove the Ford Field rezoning ordinance from the Consent Agenda as it deserves to be discussed openly with the community, and
(2) specifically exclude a ulittle League baseball field" AND the parking lot from any Ford Field rezoning ordinance (the proposed ordinance CANNOT only exclude a "ball field" -that would be overly vague and endanger the goal of protecting the use of Ford Field).

Ford field has been a valuable resource in this community for years, a special place for many, serving as a safe space to foster the learning and growth of our children. Ford Field rezoning ordinance
Hi, my name is Wyatt Stern. I have spent the past 10 years umpiring and playing for Alpine Little League. When I heard about Ford Field possibly being torn down for more housing I was beyond devastated. Ever since I was a little kid I have been going to that field. Whether that was to watch the big kids play ball or it was becoming that big kid who had the opportunity to compete in the Alpine Little League majors championship and win; while representing my family’s local business the Dutch Goose. A moment that was so special for me and my family. Ford Field has not just taught me how to play the game I love, but it has taught me life lessons that will stay with me for a lifetime. I grew as a pitcher on that mound, something that made my Grandpa so proud and the last game he ever saw me play was at that field. My Dad coached me and my friends from those dugouts and even took my brothers and I to practice in the batting cage there. I have more memories at that field than I can count. Me and my buddies still hackle each other about the games we won and lost on Ford Field. Ford Field is not just a baseball field it is the place where the little kids hope to play one day. It builds dreams like it did for me. Watching the big kids play on Ford Field motivated me to stay consistent, work hard, and pay attention to my coaches in hopes that one day I could play on that field.

These lessons and memories I carried with me into highschool and will continue to carry with me for the rest of my life. I am truly grateful for all the lessons and friendships I have made on that field. I hope that one day my brothers will be able to experience what I did at Ford Field. I really hope this makes you reconsider your decision to keep the towns biggest icon and stepping stone for many young baseball players. For it's not just a field you're demolishing, but little ballers dreams of being that big kid one day too. This is OUR field of dreams.

Hi, I'm Maho.

I moved into the US from Japan a month ago, and my 8 yrs old son started playing baseball right after our relocation! Through baseball, he had a great start in here and enjoying baseball the most.

What I have been surprised in US is "ford field".

There's no such a beautiful baseball field in Japan, so I sent a photo of it to my Japanese friends when I saw the field for the first time. Very special atmosphere which seemed to be raised over the years.

It's always easy to destroy it, but so much hard to restore.

I would like to ask you all, please leave the field as it is for kids, to the next generation.

Please let them play as much as possible during their childhood.

Portola Valley Town Council,
Thank you for all your work on the housing element to comply with CA state law. (7 sites and alternative sites for development in Portola Valley)
1) Please take Dorothy Ford Park off the consent agenda for questions and discussion so the public can listen and be educated.
2) Please take out the wording "deed restricted" ball field because it's my understanding that the deed restriction (loan) is removed after 2030 or 2031. Please clarify the completion date if I'm wrong.

The wording is critical as of 2030 or 2031 the Little League Field will no longer be "deed restricted." 3) Consider using the terminology "Little League Field" then it's assumed that a little league field always remains little league regulation size and cannot be reduced into a "ball field." (softball, T-ball, etc. .. )
4) Make the Little League Field and Little League Parking lot one lot within the parcel APN: 77272010. 5) Complete a "subdivision map act "to legally divide this parcel 77272010 into 3-4 lots. This is what most cities do to make separate lots within a parcel.
6) Consider other locations for 2.48 acres in town and submit 2.48 acres (one or more locations) to HCD and wait for a response.
7) Preserve the Two Historic trees with riparian setbacks of Los Trancos Creek close by. The roots of those two trees most likely expand to Los Trancos Creek. Los Trancos Creek eventually flows into San Francisquito Creek.
8) We live in a High Preservation Town with scenic corridors and open creeks. 9) Please respect everyone's choice for recreation in town including the Little League Field and Parking. Some of us have played softball/baseball for many years since our childhood.

We respect the balance of life and value our recreational activities including baseball. 10). The volunteers who built this field in 1970-71 and acquired this field with various donations from different events should be honored and not forgotten. Ford Little League Field should continue with family usage of the Little League Field and parking lot as ONE LOT. Two Plaques are located on Dorothy Ford Park.

Dear Mayor and Town Council Members:

I am writing to formally request that Item #5d, REZONING TO ADDRESS HCD TECHNICAL ASSISTANCE LETTER - SECOND READING (MUL TIF AMIL Y DEVELOPMENT STANDARDS) be pulled from the consent agenda for the upcoming Town Council meeting scheduled for Wednesday, April 23, 2025.

I believe this item warrants further public discussion and separate consideration by the Council for the following reasons:

1. To the best of my knowledge, ,the terms and conditions of the "deed restricted ball fields" have not been clearly defined in the documentation provided to the public. Without proper definition, the Council and community cannot fully understand the long-term implications of this decision. There are open questions such as:

1. Is the space adequately defined to maintain the dimensions of the current Little League Field?

2. Does the space include the parking lot?

2. Deed restrictions create permanent legal obligations on public land that deserve thorough vetting and community input beyond what the consent agenda process allows.

3. If these ball fields are rezoned now without clear understanding of the deed restrictions, the town may be limiting its future options for how these recreational spaces can be used or protected.

Additionally, given that Town Staff was directed to have meetings w/ HCD, Village Square and Christ Church, I believe that the results of those meetings ( some of which I understand have taken place, others which are imminent) would provide more clarity concerning future potential actions regarding the zoning of Dorothy Ford Park, Little League Field and parking lot. While I understand and,/or the most part, agree w/ Council's sense of urgency in achieving HCD certification of our Housing Plan, I do not believe that postponing any action on this item for another 2 weeks would put our community at significant risk.

Furthermore, by rezoning the entire parcel, there is uncertainty about whether HCD would permit the town to 'downzone' this area for the Little League Field and parking lot in the future. Without clarity on this critical question. the Council risks making decisions that could either compromise recreational spaces or put the town at odds with state housing requirements.

It is my opinion, one which I believe was shared by our Planning Commission that ANY rezoning should align with the town's comprehensive plan and long-term vision, not be rushed through without full consideration of future impacts.

Thank you for your consideration of this request and for your service to our community.

Sincerely,
Patty Dewes, Chair PV Parks and Recreation Committee
**PLS NOTE: This letter was originally written and submitted to be attached to the public comments related to the April 9, 2025 Town Council meeting. It was not attached, and although it was read at the April 9 meeting, I am re-submitting it so that it is reflected in the public records.

April 7, 2025 Re: Preservation of Dorothy Ford Park Little League Field and Parking Lot Dear Members of the Portola Valley Town Council:

On behalf of the PV Parks and Recreation Committee, we are writing to express our strong support for the preservation of our local Little League Field and adjoining parking lot located at Dorothy Ford Park. We understand that you are currently discussing actions that may affect the zoning of the Dorothy Ford Park and Open Space parcel and potentially ( even if inadvertently so) open this space to development. We urge the Council to protect this valuable asset for current and future generations.

Our Little League Field has served as more than just a place for children to play baseball. For almost 50 years, it has been:
• A gathering place where families build lasting memories and community bonds • A safe space for our youth to engage in healthy physical activity • A venue that teaches children teamwork, perseverance, and sportsmanship • A local landmark that represents our town's values and commitment to future generations The loss of this field would not only eliminate recreational opportunities for our children but green spaces like our Little League Field provide environmental benefits, increase property values, and contribute significantly to the quality of our residential community.

We respectfully request that the Town Council reject any proposal that would rezone the Little League Field and parking lot. Additionally, we would like the Town Council to:

1. Look for alternative locations for affordable housing development that don't require sacrificing established community spaces such as those identified by the Ad hoc Site Evaluation Committee and presented to the Town Council on March 12, 2025.

2. Formally designate the Little League Field and parking lot as protected recreational space

3. Continue to engage the community in a transparent process to address both housing needs and green space preservation
We believe that with thoughtful planning and community input, we can address our housing challenges while preserving the spaces that make our town special. The solution doesn't have to be an either/or proposition.

We understand the pressures municipalities face regarding development and economic growth. However, preserving spaces like our Little League Field represents an investment in our town's future that will yield dividends far beyond any short-term financial gain from development.

Thank you for your consideration and for your service to our community.

Sincerely,
Patty Dewes, Chair PV Parks and Recreation Committee,

Dear Town Council:

I am writing to urge you to take the necessary steps to protect the regulation sized little league field and existing parking lot at Ford Field. Nearly every town resident that I've spoke to considers it a tragedy that the open space adjacent to the field is being lost forever due to an overreaching mandate from Sacramento politicians. I join them in opposition to any development whatsoever on the land referred to as Dorothy Ford Park. You have an obligation to continue your search for a more appropriate site for this massive development.

Should you choose to ignore the pledge you read before your meetings to "seek to understand the impact these legacies on all beings and to find ways to make repair" please don't make matters worse by failing to take the necessary steps to insure that future generations of Portola Valley youth and their families have access to this important community asset.

It is critical that you take action to up zone only the 2.48 acres required for the 50 unit project. The little league field and existing parking lot must be set aside as a separate legal parcel protected from future encroachment from this newly created use.

My father and others worked hard to acquire and protect the land in question from future development. As our representatives you have an obligation to the past, present and future generations of Portola Valley residents to do everything in your power to preserve as much of this town treasure as possible. Separating the existing land into two legal parcels and up zoning only the 2.48 acres will be an important step in maintaining the communities trust and demonstrating your commitment to protecting open space in our town.

Sincerely,
