March 15, 2022, Item #7AGENDA REPORT CityofPoway DATE: TO: FROM: CONTACT: March 15, 2022 Honorable Mayor and Members of the City Counc~.AA Robert Manis, Director of Development Services 1v l Andrea Thomas, Associate Civil Engineer r~ (858) 668-4605, [email protected] ...,1'"4 CITY COUNCIL SUBJECT: Acceptance of the Exposed Sewer East of Martincoit project; Bid No. 21-012 with Blue Pacific Engineering & Construction as Complete Summary: On May 4, 2021, the City Council awarded the contract for the Exposed Sewer East of Martincoit project; Bid No. 21-012 to Blue Pacific Engineering & Construction in the amount of $1,034,000.00. This action will accept the project as complete. Recommended Action: It is recommended that the City Council: (1) Accept the Exposed Sewer East of Martincoit project as complete; (2) Authorize the City Clerk to file and record the Notice of Completion; (3) Authorize the release of the retention in the amount of $49,554.76, if unencumbered, 45 days after City Council acceptance; (4) Release The Ohio Casualty Insurance Company Bond for Material and Labor in the amount of $1,034,000.00 after the release of retention; and (5) Retain The Ohio Casualty Insurance Company Bond for Faithful Performance for a period of one year. Discussion: This project was identified by staff as a priority project after a section of sewer main crossing an existing creek that runs between Martincoit Road and Jackrabbit Road was found to be exposed. Erosion in the creek had exposed the pipeline leaving it susceptible to a sewer spill in the creek should it become damaged. The project completed a new alignment of approximately 560 linear feet of 8-inch polyvinylchloride (PVC) pipe further away from the creek within new easements, a trench less pipe installation of approximately 73 linear feet at the creek crossing, three new sewer manholes, and rehabilitation of two existing manholes. 1 of 2

March 15, 2022, Item #7There were two change orders during this project totaling a contract decrease of $42,904.71. The first change order was deemed necessary due to an existing lateral mismarked on the plans which needed additional labor and material to reconnect to the sewer main and additional tree removal not marked on the plans. The second change order decreased contract quantities to reflect actual earthwork required to finish the project. The final contract amount based upon these two change orders is $991,095.29. Staff recommends accepting the work so that retention can be released, and the warranty period can begin. Environmental Review: The matter of acceptance of public improvements that have been completed, which were the subject of a prior environmental determination, is not subject to the California Environmental Quality Act. Fiscal Impact: Sufficient funds are available in the Exposed Sewer East of Martincoit project account (SWR000S) for the release of retention. Funds remaining in the project will be returned to the sewer fund for future projects. Public Notification: None. Attachments: None.
