Suzi Johnson,
Many thanks for the mailing received today educating residents about the proposed project in Green Valley. I only wish some effort would have been made sooner, beyond notifying th wo neighbors immediately adjacent, for a project that clearly has much broader impacts. I an a supporter of home-like end of life care, and so grateful for the role of hospice services in very difficult moments for my own family. However, I do have some concerns about how this project was handled in my neighborhood.
An issue that wasn't addressed in the mailing, but that I think is top of mind for many of us that live down Valle Verde road is the entrance and egress on Valle Verde instead of Espola for a facility that has a 20 space parking lot. There are blind curves, no sidewalks, and no streetlights on our road because it is rural residential with very few cars. I have two young children myself that regularly ride bikes and walk dogs with friends up to the park across Espola, along the horse trails, and to and from school. We have had multiple near misses with cars along that section of road where Espola and Valle Verde cross, even with minimal traffic caused only by residents that are aware of the environment and on the lookout for children.
Nothing would be worse for your project, your residents, or "living in harmony" with your community--as you put it-- than the death of a child due to this development. Please consider working with the City of Poway to move the entrance to your facility to Espola, or at the very least upgrading the pedestrian infrastructure on Valle Verde to protect your neighbors, many of them families with young children.
Best,
Nikia and Doug Birkel

Dear Mayor Vaus and Members of the City Council:
This is in reference to Item 10 on the City Council agenda, regarding an appeal of the proposed Sharp MountainView Hospice home.
Although not a resident of Poway, I did want to provide you my personal perspective of two similar uses in other parts of the county.
While a member of the La Mesa City Council, during the early 2000s I lived for a few years in the same neighborhood, approximately 8 or 10 doors away, as the Sharp LakeView Hospice Home. I drove by it several times a week.
This direct experience showed me there was no impact on the neighborhood or adjacent and nearby residents from the presence of this home. Many neighbors were not even aware it was a hospice care facility. The exterior of the house and the landscaping were well-kept. The home was quiet and peaceful.
When I moved into the area, and while walking the entire neighborhood more than once, my neighbors talked with me about street paving, tree trimming, sidewalk maintenance, and the like, as I'm sure you've experienced yourselves. Not one time did anyone ever express a concern about the presence of a hospice home in the neighborhood.
Two years ago my own family member was at the Sharp ParkView Hospice Home in the Del Cerro area of San Diego. For a few days I witnessed the same as I experienced in La Mesa -- a quiet, peaceful, unobtrusive use in a nice neighborhood.
I know that because such residential hospice care homes are uncommon, the thought of such a use may cause concerns for those never having experienced them.
Although it may be counter-intuitive to some, I can tell you with certainty that this is the type of peaceful amenity a community and neighborhood should desire.
Sharp's existing hospice homes are great assets to La Mesa, Del Cerro, and Bonita, where end of life care is provided in a serene and dignified manner, in a comfortable and peaceful setting for the patient, family and loved ones.
The City of Poway will be proud to have such a home in your community. I encourage you to support the city manager's recommendation to deny the appeal and uphold the approval of the MountainView Hospice Home.
Please feel free to contact me if you have any questions. Thank you so much for your consideration.

Re: Proposed Sharp Mountain View Hospice
Project Number/Name: APL 22-0002
Appeal of MDRA 21-023
I reside within the Silver Saddle Ranch area of North Poway, near the proposed hospice location at 16752 Espola Road, Poway, CA. I walk by the location on an almost daily basis and drive by almost as often. I am familiar with the neighborhood, having lived there since 1976. I am aware of the use of the area by pedestrians, horse riders, and typical neighborhood traffic, entering onto and coming off Espola Road at Valle Verde Road.
It continues to be my opinion that regardless of whatever forces are at work to place a hospice at that location, it remains inappropriate for reasons articulated in my email to Chris Hazeltine and others on May 1, 2022.
I have briefly reviewed the 137-page agenda report by Robert Manis dated May 17, 2022, regarding this matter. After a brief review of the documents found therein, I have concluded that the review and response by Mr. Manis is possibly faulty in part and the matter requires further review.
A complete review of all documents submitted by Sharp and/or their agents by the appellants and/or other stakeholders needs to be made to determine whether there are any misrepresentations or omissions of material fact on such documents or on the city review by Mr. Manis. I urge the council to postpone a decision on this project pending such reviews.
A hospice is simply not an appropriate use of the property at that location. The approval of such a facility in such a location is not good public policy. Public outcry for this project is beginning to build and voter concern should be a council concern.
I am concerned that the legal analysis by Sharp's counsel may be biased. I have been an investigator for over 50 years and it has been my experience, dealing with the law and attorneys, that legal opinions offered by attorneys almost always have opposing viewpoints based on differing opinions of statutory

and case law. I urge the council to postpone a decision on this project to allow the appellants and/or other stakeholders to review and analyze Sharp's response dated April 29, 2022 and the attached Sheppard Mullin's memo to the Poway City Attorney dated April 28, 2022. These documents were only made available to the public, so far as I know, yesterday, as part of the agenda report. One day is not a reasonable amount of time to properly review and analyze the voluminous information provided.
I further question the findings reported by memo dated April 27, 2022 prepared by Urban Systems Associates, Inc., regarding a response to transportation issues raised in neighbor appeal of MDRA 21- 023. The assertion that the proposed 6 bed hospice facility would only generate an additional eight (8) average daily trips to and from the facility is highly questionable and begs credulity.
I also urge Sharp to reconsider this project at this location. Sharp has developed a good brand in the San Diego area. It should consider whether the outcry over this project, now just beginning to build, will enhance the brand.
I urge the council to postpone a decision on this project to allow further legal, and other, research and investigation to be conducted, and for Sharp to re-evaluate its decision to move forward with this project at this location.
Thank you.
