Questions regarding item 17 & 19
Tuesday, June 21, 2022 10:06:00 AM
To keep this a succinct as possible I have 2 questions I would like council to address:
Question 1 (item 17)
This council proposed and approved a change to the sign ordinance, during the CA primary election cycle, and impacting the upcoming general election. Since 2017 the city has been in a deficit, with the exception of a net O year and small surplus due to restructuring of "reserve funding" guidelines in 2019. This was pre-pandemic and continues now (so the pandemic isn't the ONLY reason). My question is, when this new ordinance was proposed, I asked about the cost impact to our clearly floundering budget -directed to the BRC. This affects staffing, time on task, and even the "off-set" cost during the new sign gulag period. I was told that "per the City Manager, this is not a BRC related item". Also I was told "The proposed FY 22-23 budget has not been adjusted to add any additional costs related to the sign ordinance changes."
How is that possible? Even the recent addition of the recent "Poway ALERT" established a cost impact for the 'trial period' (rest of the year) at $190. Is this city, and council seriously going to state that a very small $190 cost is tracked, but something as massive as enforcing the sign ordinance during an election cycle isn't even considered? This seems highly inappropriate and borderline derelict as our elected responsible fiduciaries. Is this new program going to cost more, or is it expected to save money? Point blank, simple question. This isn't a critique of the clear failure to even meet the basic enforcement standard, and clear selective enforcement bias, though those are concerns, this is just simple math and basic accounting which should stand as a matter of transparency.
Small points as well regarding the budget and 'projections'. Projecting a surplus or balanced budget does not absolve the responsibility of ensuring it remains so. This whole charade in June to claim a surplus, only to find a massive deficit or huge changes to even balance the budget is getting old. This question is independent of a surplus or deficit, as neither dismisses the impact now and into the future.
Question 2 (item 19)
Bringing up the Poway ALERT, very simple question. What is the difference between the non-emergency number -(858) 565-5200, and this new number [(855) 562-5378]? Both state they are "not for clear and present emergencies", both connect to the sheriff. So what is the difference and when should I use one vs the other?
Thanks for your time. If you want copies of emails, I always have receipts! -Chris

June 21, 2022 council meeting agenda item #17 Fwd: BRC agenda item #2 COMMUNITY QUESTIONS FOR
DISCUSSION WITH CITY STAFF AND DIRECTORS
Tuesday, June 21, 2022 1:43:46 PM
L ·MA l
Escalating my unanswered community questions from the Budget review committee to the Mayor and Council due to the fact that 2021 Chair Brian Pepin, City Staff leadership Chris Hazeltine/Wendy/ Aaron and some Directors have refused to answer the following questions.
I meet with my D4 resident rep at the Farmers market on May 7 2022 Requesting for him to bring them back up for this term with new Chair Couvrette and 2 new members.
Note: 2022 new directors for Fire, Sheriff and Community Services do not fall into this lack of transparency and compliance.
Thank you City Council and I look forward to you getting the below questions answered for the community.
All my best,
Torrey Powers

DISCUSSION WITH CITY STAFF AND DIRECTORS
Economic developer
We have noticed many mom and pop shops, small and large business advertising "NOW HIRING" all over town. Can the city of Poway APP add a page or tab for available jobs in Poway? It would be a great way to connect our residents with a job or career at a local business.
HR & Risk: Pepin's opinion piece in May 6th chieftain stated that pensions were a big burden of expenses on our city budget, my question is how much both in a dollar amount and percentage of the CalPERS is a Heathcare cost AND will the proposed Sacramento Assembley bill AB 1400 known as CalCare and/or Medicare for All, is passed will it be lifting this burdensome expenses off of our city budget and onto the state budget?
Dept of Fire Services:

Greatly respect the decision for your department to be stand alone and dedicated to Fire.
How did your department have to adjust to Covid protocols with community engagement as well as in the firehouse? Did it have any impact on your Departments moral?
In a world where there was no limit on funding what would you get to fight this years super drought increasing the high possibility of major fires?
Dept of development:
Can the Covid relief funds be used for a first time home buyers program? Maybe have the economic developer reach out to HR departments in the business park with the offer of $20,000-$40,000 down and no realtors costs because we can partner with realtor company.
It would be like the small business PEARL loans but this would be to help families.
When can we expect the Los penosqitos engineering draft for eliminating, diverting and or reducing silt and other unwanted materials/minerals? What's the estimated price tag for the Los Penosquitos CIP? Can the proposed federal infrastructure bill if passed be used for this environmental positive infrastructure project? Back in 2019 Director of development Bob Manus refused to answer my question and Chair Pepin promptly stated that due to time we have to move along so I am trying again as well as adding a follow up question based on the new Covid measures.
"What is the Status of Vaus' Granny Flats proposal?"
Can we use Covid relief funds to support this effort of community housing in the form of granny flats?
What is the trigger point for approval of the proposed bed and breakfast or additional housing for The Farms?
How are you evaluating and negotiating the community benefits for a developers waiver for Density increase, less parking, on Poway Rd.
Do you believe adding a street light intersection is a community benefit?
Dept of Sheriffs Services:
Greatly respect the decision for your department to be stand alone and dedicated to law enforcement.

As the single largest chunk of our budget's expenses we have to confirm the following:
How many incidents were logged in 2020? How many of those incidents were converted to a report?
How many reports were solved?
How many reports are currently unsolved?
How did your department have to adjust to Covid protocols with community engagement and what impacts did it have on Department moral?
During the last BRC term committee member Kevin Ogden
suggested that PUSD needs to be funding the sheriff resource officers on campus rather than the city, where do we currently stand on this expense are there any negotiations on transferring this responsibility to the proper user of these particular services.
Thank you all for your candor and participation in public transparency on all matters.
Due to the new flow of BRC meetings and lack of in-depth individual department focused agenda items, we believe this maybe the proper time for these questions to assist in Committee members discussion on the operating budget.
If not please advise so we may correct.
All the best
