Dear Mr. Grosch:

I am writing in opposition of PDC22-0003. The developer's plans do not address critical infrastructure needs that additional residents will require . There is no discussion about support for local schools, natural resources (water, electricity, natural gas) law enforcement or fire protection services. While I can appreciate the need for housing, the density of the project and the proposed access from Roca Grande Drive are unacceptable.

Roca Grande Drive is a quiet private road maintained by the 12 residents. Many of us purchased our homes on this street with the understanding that the road ended at the field to the west. Help us preserve our quiet neighborhood. Have Lennar homes eliminate Roca Grande Drive as an access point for their project on Oak Knoll.

Thank you for your consideration .

Regarding Topic 18, Project PDC22-0003 scheduled for discussion in City Council meeting on 6/21/2022 Sunday, June 19, 2022 5:54:35 PM

EXTERNAL EMAIL
Dear City Council Member Dave Grosch:

We would like to express my opposition to the proposed housing development on Oak Knoll Road, PDC22-0003. I (Ann) am a resident of Roca Grande Drive, in Poway, CA, and have lived here since 1986 (36 years), and my husband was a resident on Oak Knoll Road since 1972 before we got married.

The following are some points I would like to raise:

Zoning changes. legality of:

We are not in the Poway Road specific plan area which has height and density exemptions unique to Poway Rd. We are in regular Poway residential zoning which has height and lot size restrictions etc.

This property is RS-7. Per Prop FF, any zoning changes must go the general electorate for approval.

Why is this not being done?
Problems with building on this site:

In the early 90's (around 1994), Habitat for Humanity approached the city at a City Council meeting to propose putting in 5 condos at the end of our street on the sloped parcel next to the now Kumeyaay Interpretive Center. The city turned it down and cited the excessive slope for building requirements in Poway.

The ground here is granite and decomposed granite. In our yard, next door to the site, if you dig down 6 inches, you hit rock. Taking out that slope to build houses would be a monumental effort possibly requiring blasting and drilling which would be completely inappropriate in a residential neighborhood .

There is also a creek at the edge of it which is riparian habitat.

About 2006, when I was on the Poway Parks and Rec committee (2001-2009, as Bob Emery's appointee), Connie Messina, a former city council candidate, suggested putting a city park on this site. The city (Robert Clark) replied to me that they had no plans for putting a park on it, the land was not for sale, and they were not going to do an eminent domain to take it. The land is now for sale by the heirs to Ed and Juanita Harmon . Connie noted that there may be Kumeyaay Indian artifacts out there that may be disturbed by developing the land.

Demands on city resources:

Parks and Recreation : Currently, the only City Park of any size in this part of Poway is Poway Community Park. This park will already be impacted by the appro ximately 800 new housing units from Tarascan Rd. development as well as the thrift shop development property . This large parcel is the only remaining open parcel in this part of Poway available to create a recreational green space for the residents in this part of town. There is a pocket park on Metate which is across the Poway Creek and not accessible except by footbridge across Carriage Road, and by sidewalk down Pomerado road. There is also Starridge Park which is considerably north of this area which is a small park dominated by a couple of ballfields which are in use by team sports. This area is already in usage by the residents in that neighborhood. It would not be able to accommodate residents from the new developments.

Infrastructure : They are adding no infrastructure, no new power supply, no new water supply, no added road capacity, no added school capacity, no added grocery stores or shopping, no public 4 of29 June 21, 2022, Item #18
transportation. They are adding to the demand load for these resources in the city, in addition to police/fire/medical services. Their property taxes may help contribute to the city services, but it is not shown that it will compensate.

Water and Power: We have water shortages and are currently under mandatory water restrictions.

There are forecasts that we will have electricity shortages this summer with potential blackouts and brownouts. The sewage system is stressed. Why add a bunch of new houses on top of this? Roca Grande Drive access:

Roca Grande Drive is a private road for use by the residents, who have an easement to it. Our property lines go down to the middle of the road. The road has been posted as a private road for years. It receives no support or maintenance from the city. Permission will not be granted by the residents on the street for it to be used by construction trucks for this project, or as access to the development.

The residents have maintained Roca Grande Drive out of their own pockets for years. When SDG&E rented the Harmon property for their equipment storage the past 2 years, they were specifically barred from using Roca Grande Drive as an access point to the Harmon property, or to drive up to use the fire hydrant at the end of Roca Grande Dr. to fill their water trucks. This road has never been an easement for that property, and in fact has been fenced off at the end of our road to prevent access to the Harmon property by vehicles.

No one has asked for our consent to use the street, yet it is drawn into the development plans as access to the development.

It is not right to take a private road and convert it to the benefit of another private development. To take this private road away would be an egregious abuse of any kind of eminent domain, or adverse use. Just because one remaining undeveloped lot at the end of the street has an easement does not entitle the entire new development to claim and use the road as their easement.

Any meaningful alterations on the street to allow this kind of usage would encroach into existing front yards and parking areas, already occupied by improvements paid for and in use by the homeowners . This could involve loss of 7 feet of lot for each resident to widen the road, reducing the lot sizes and the property value of each lot.

Opening Roca Grande Drive to this development would greatly increase the foot and road traffic in and out of this area. There will surely be parking problems. There is inadequate parking on the project site. The surrounding streets are already lined with parked cars from the existing apartments and the homeowners. Imagine coming out in the morning with your driveway blocked by someone's car--you have no idea who--and you can't get out and go to work? Or park when you come home? The increased traffic up and down Roca Grande Drive, currently a peaceful cul-de-sac, would drastically change the character of the quiet, stable neighborhood we have lived in for decades.

Property values and compatibility with existing development:

High density abuse is totally overwhelming this part of Poway. It is not serving the stakeholders here who did not choose to live like this. This is only serving Lennar development. Where are our rights? Adding this high-density project would adversely affect the property values of the homes close to it.

This adds considerable density to this already crowded part of Poway. The layout shows triple density over the size of the existing home parcels. There are no front or backyards, no setbacks, no green space. Even the nearby apartments have wider drives and more green space than this. It is packed in like a sardine can, or an RV parking lot. It is totally out of character for this area. They could have trouble selling these units, which could create vacant units/blight. Who would want to live in this? There may be noise problems. If the units become rentals, this would increase the 5 of 29 June 21, 2022, Item #18
transiency of the residents-the population would become more anonymous, with increased potential for more crime.

Fire safety:

There is limited in and out access, with narrow tight streets . There is defective emergency access/evacuation for this layout. The roads are so narrow you probably couldn't turn a fire truck around, especially with cars parked in the driveways. The houses are so close together a fire could jump from unit to unit and become a conflagration. This has the potential for one of those eastern city disasters where the whole block goes up in a 5-alarm fire and kills people.

Thank you for your consideration.

Sincerely,
Ann and Gary Tipps

RE: Proposed housing development on Oak Knoll Rd
Mr. Grosch
I have just learned a few days ago about this proposed development. I am not opposed to homes being built there, but I am concerned about the density & the increased traffic from that many units. I would at the least, like to see the existing R-7 zoning enforced.

Living on a private street ourselves, I am very concerned about the taking of private property rights to allow this development access to Roca Grande Drive. Surely they can find a different means of additional access without impinging on a private street and the rights of the homeowners to a quiet street. I understand Lennar is looking at maximum profit, but that surely should not come at the expense of the existing homeowners.

I would appreciate you bringing up my concerns at the council meeting. My husband & I will also be attending the meeting.

Thank you for your attention .

I am writing to communicate my disapproval of PDC22-0003. Please see the attached letter outlining my concerns. While I appreciate the land is in escrow and building will more than likely occur, the density and access to the development are my main concerns.

Re: Opposition to Oak Knoll Specific Plan - Project Pre Development Conference (PDC) 22- 0003
As a resident and homeowner on Roca Grande Dr, I am not in favor of the proposed housing development planned on 11 acres along the north and south sides of Oak Knoll and to the west of Roca Grande Drive. I have several concerns outlined below:

Density:

Given the dense housing currently under development within the City of Poway and specifically along Poway Road, I encourage the City Council to re-evaluate the proposed density within the plan. "Cramming" that many homes within 11 acres is in direct contrast to other homes built in the vicinity of this project in the past 10 years.

The home density proposed will exacerbate crowding in the local elementary schools and middle school within the boundaries of the project. The already approved and partially completed housing projects along Poway Road (except for the Senior Living Complex) will increase enrollment at these schools. What is the plan to ensure those schools are prepared for the influx of students?
Request: Reduce the number of homes in the project. Do not deviate from the established RS-7 zoning requirements.

Access:

Access is proposed via Oak Knoll Road and Roca Grande Drive. Roca Grande Drive is a private street maintained by the owners/residents of the properties on the street. The road terminates on the west end creating a cul-d-sac type environment on the street. Traffic is limited to residents, delivery trucks, school buses and trash trucks needed to support 12 homes. Roca Grande Drive is not designed to carry large volumes of traffic. The road is not wide enough for 2 cars to pass safely. Road improvements (widening) the existing road by 14 feet (66% larger than current width) would be needed to meet current residential street guidelines and accommodate increased traffic. Each resident on Roca Grande Dr. would lose a portion of their property (7 feet wide along the front of their property) to allow for a wider street. This will result in elimination of current resident parking for recreational vehicles and guests. Each owner would see a reduction of the square footage of their private property.
1 of 3
9 of29 June 21, 2022, Item #18
Increased noise pollution with increased traffic will decrease quality of life not only for residents of Roca Grande Drive but also the home owners in properties near the intersection of Roca Grande Drive and Carriage Road. Increased traffic will create increased risk for the children of Roca Grande Drive, many of whom live at the west end where there is no traffic currently.

Riding bikes and scooters, playing baseball in the street and playing tag in the neighborhood will become dangerous. The appeal of our Roca Grande Drive neighborhood will be negatively impacted.

Oak Knoll is an existing roadway with appropriate infrastructure to support increased traffic. As noted in the project documentation, the majority of the proposed site has been cleared and used as a construction staging yard for large vehicles and equipment. Current access for these vehiclesis via Oak Knoll Road. Access via Oak Knoll is appropriate for the proposed project. Larger neighborhoods throughout Poway include only 1 access road (i.e. Kent Estates on Midland Road). What is the compelling reason that this development requires 2 access roads?
Request: Eliminate Roca Grande Drive as an access road for the project. Require developer to add a barrier to west terminus of current Roca Grande Drive Road to minimize foot traffic.

Single family dwelling located in parcel APN 317-500-03 can access Roca Grande Drive consistent with other residents of Roca Grande Drive. Expectation would be for the owner to contribute to the maintenance and upkeep of Roca Grande Drive consistent with other property owners.

Additional concerns:

The project includes a park on the south side of Oak Knoll Road to be available to the public and a raised sidewalk. Parking along Oak Knoll Road is difficult and near impossible with those living in the apartments often having to park blocks away from their homes. Current residents on Oak Knoll may have to compete with visitors to the proposed development for already scarce street parking. If the park is meant to attract children, there may be an increased risk for children straying into the street which has a posted speed limit of 35 MPH.

With little or no parking available, the park will not be available to the general public other than those living close by. A park setting has the potential to attract criminal behavior, particularly in the overnight hours. Current crime statistics show an increase in crime along Oak Knoll Road which should be considered during this evaluation period.

Request: Do not approve the park on the south side of Oak Knoll road. Use this land for single family homes consistent with the existing neighborhood or leave as natural open space for wildlife displaced by construction.
2 of3
10 of 29 June 21, 2022, Item #18
Noise Abatement:

Project summary includes an open space buffer to be provided between project and retail areas to the north. Residents of Roca Grande Drive also request an open space buffer be provided between project and existing homes to the east. Afford current residents the same consideration of future residents with open space buffers.

Land/Ground Stability Analysis:

The impact of construction activity on the stability of rock formation at the Kumeyaay Interpretive Center and the surrounding area needs to be evaluated to ensure safety of existing residents prior to construction beginning.

In conclusion, Roca Grande Drive and its residents have chosen to live in our neighborhood for the unique qualities, sense of community and safety that our neighborhood and street provide.

Neighbors look after one another, participate in Neighborhood Watch and maintain our street and surrounding area with pride of ownership. Those are values the City in the Country should applaud and work to preserve. Keep Roca Grande Drive a private street. Resist the urge to overbuild in another area of Poway. Give careful thought to the collateral impact of this project and act consistently to support the residents of Roca Grande Drive and surrounding area.

Consider the absurdity that the developer wants to turn a private road into a public thoroughfare for access to a housing development with private streets.

Respectfully submitted,
Kathleen M Wright, Owner and Resident

Letter from Roca Grande Residents to City Of Poway Opposing Poc22--0003,pdf I

EXTERNALEMAIL . -
Hello Dave Devries and Poway City Council Members,
Dave, we just spoke, thank you for helping me locate the document on the city website.

I am a 31 Year Resident of Poway.

I love living in Poway, all my kids went to Poway Schools, they played Poway Sports and I coached years of Little League, Pop Warner and Youth basketball and volunteered at Poway High events, just a Poway Dad.

My wife and I also ran businesses here in Poway.

I am writing in opposition to the proposed development that intends to use Roca Grande Drive (a private street and quiet community) as a primary access route for a new high density housing project to service construction and delivery vehicles as well as hundreds of new residents and renters.

Just because our street is private does not mean this is a wealthy neighborhood, it is not, we are all working class, and while our homes are typical, our street and our community is not, it's special place to live.

In the proposed plan document posted this evening, there was no information as to what the City of Poway or Lennar Homes has in mind for our street.

Our small private road (as well maintained as it is}, could not possibly sustain the increased levels of traffic and types of construction equipment that are implied in the proposal.

Certainly someone must have considered how they would address that issue but there is no information in the plan.

Considering the plan proposes to use Roca Grande Drive, a privately built and maintained street as a primary route to the development, I am shocked there was no information on what the City of Poway or Lennar homes are planning for our street, our neighborhood, the residents, our properties. It is concerning.

I am strongly in opposition to this proposal, as is every Roca Grande Drive homeowner.

The negative repercussions for the homeowners on Roca Grande drive are significant, and I cannot see anything positive in this proposal for my home, property, family or neighbors.

I have attached a letter that is circulating amongst my fellow home owners on Roca Grande drive that provides additional points on the matter.

We will be delivering the attachment with all home-owner signatures to the council meeting on Tuesday.

Thank you for taking the time to read this email.

Please read the attachment.

I am available to discuss.

Best,

Most of the home owners on our street have lived here 20 years or more.

Roca Grande Drive is a private street about¼ mile long, it is not a city owned or developer owned property. Our street is the property of, and maintained entirely by the home owners. We have taken great care over the decades to maintain our road and have recently invested tens of thousands of dollars to have it completely re-paved with new asphalt, installed a speed bump for safety and sealed. Roca Grande Drive is a dead end street and has no outlet. There is no through traffic, which creates a safe and peaceful neighborhood with calm rural aesthetics. Our kids and grandkids can play out front without the fear of vehicles speeding by. The unique characteristics of our street are fundamental as to why we have all chosen to buy our houses here, raise our children here, and live our lives on Roca Grande Dr.

Permission to use Roca Grande Drive for access to the proposed project area WILL NOT be granted for any construction vehicles or other vehicles associated with Project# PDC22-0003 or for pass through commercial or residential vehicles or pedestrian traffic for, or to any development that may or may not be built.

No parking of any vehicles other than those of Roca Grande Drive home owner's and their guests is permitted.

All parking on Roca Grande Drive is private. There is no public parking. We are also opposed to any plans to extend, lengthen, widen or add to Roca Grand Drive or build new adjoining streets. Our street is not for sale.

We are opposed to the city council granting exceptions or deviations from existing single family zoning to accommodate commercial development of high density housing on the lots.

We are furthermore in opposition to the proposed development Project# PDC22-0003 in general as it will negatively impact our neighborhood, reduce our safety and diminish our quality of life and pursuit of happiness in many ways including ...
• Significant increase in vehicle traffic and congestion. • Significant increase in pedestrian traffic on our street, all hours, day & night. • Significant increase in air, trash and construction, contaminant pollution. • Significant increase in noise and general disruptions to our neighborhood. • Increased incidents of personal and property crime.
• Infringement of privacy.
• Destruction of animal habitats.
• Destruction of valuable neighborhood characteristics from a quiet private family oriented Neighborhood Street to a high traffic thoroughfare.
• Reduced property values and actual financial loss of privately owned real estate assets. • South Poway is already saturated with low income, high density housing and resulting traffic. • Oak Knoll road is near maximum capacity and cannot support additional traffic and parking. 14 of 29 June 21, 2022, Item #18

Please stop destroying our way of life in south Poway. Your generation of the city council has betrayed the wish's of your citizens and the memory of those who made this town worth the price.

Please stop any more high density development without widening of Poway and Oak Knoll roads from saber springs to community road. Recent developments have added too much congestion and those already approved but not built out will make it worse. This is not in your citizens best interest.

To the Honorable Council members, Mayor, Vice Mayor, and City Planner:

My name is Angela Dauer. I own the home at 12737 La Vista Way, Poway, CA 92064.

I oppose the project called Lennar Home Development located in the field behind the end of the cul-de-sacs of La Vista Way, a Private Road, Roca Grande Drive, also a Private Road, and Oak Knoll Road, already an extremely busy road.

I oppose the Lennar Home Development for several reasons.

Here are the facts:

1. Water: Poway for the last several years has been on a water shortage. The State of California is on a water shortage and moratorium. We do not have the water resources for this project.

2. Safety: Poway has been ranked in 2022 the 7th Safest City to live in. Let us keep it that way. With growth, comes crime. The crime rate will go up, it is human nature.

How many more Police/Sheriff Officers does the City plan to hire? Who on the Council will want to be responsible for the most vulnerable: elderly and single women living alone. The crime rate for break-Ins, women , children and men being assaulted and even killed.

3. Safety: Hospital Services, adding beds and staffing to be able to help those in need, i.e., Illnesses, like the pandemic. We have more people, we have to have the resources ahead of adding additional homes. The Palomar Health nurses and caregivers at Poway Escondido hospitals are planning to strike June 23rd, listing understaffing. We need the staffing for the people we have now.

4. Education: we want to keep our children safe and to keep the high quality of education. Are we going to add more children to the classrooms? Less teachers. Less classrooms. Poway education just won an award, "Poway High student chosen from thousands as a leader in robotics". Do you want to continue with the excellent education we currently have?

5. Environmental concerns: our wildlife. The open spaces. The environment is in jeopardy.

6. Why are there Private roads being proposed as part of this development? Who is going to maintain the roads? An HOA can only go so far ... Why is this development allowed to use a Private Road, Roca Grande Drive as access, emergency or not? Is 17 of29 June 21, 2022, Item #18
that fair to the existing residents on this road that have maintained the road for many years?
When is it reasonable to add more homes/people when our basic necessities are in jeopardy? Water, our most valuable commodity. Our environment, our schools, hospitals and our residents.

Here is an excerpt from the San Diego Union Tribune.

** **
Please do not approve this project or allow it to proceed.

The density is over the limits, the access is over private roads (not City maintained), the front and rear set-backs do not meet the minimum, the private road standards are not met, lot sizes are too small for the zoning, only 3 house plans are planned (standard is 4), etc.

We, Poway residents, cannot afford the additional homes using resources we do not have to spare. Just because we have open spaces, that does not mean it is opened for projects like this. Please say, NO on this project.

Thank you for listening and supporting my thoughts.

The crime rate for break-Ins, women, children and men being assaulted and even killed.

Why is this development 19 of29 June 21, 2022, Item #18
allowed to use a Private Road, Roca Grande Drive as access, emergency or not? Is that fair to the existing residents on this road that have maintained the road for many years?
When is it reasonable to add more homes/people when our basic necessities are in jeopardy? Water, our most valuable commodity. Our environment, our schools, hospitals and our residents.

Here is an excerpt from the San Diego Union Tribune.

This project should be rejected as proposed. The developer is asking for too many changes to the General Plan to get this built.

First, the changes to the lot setbacks are too much. The developer can still put in large houses with the setbacks that are consistent with an RS-7 zoning. This includes both the house and the covered patios. "RS-7 zone front yard setback is 18 ft, rear setback is 20 ft." Attached patio cover is 10 ft. Minimizing the lot setbacks might be good for a developer but will lead to a bad precedent for other future developments. Yes, each new project will be discussed on its own merits, but don't let the camel's nose sneak into the tent by changing the Plan for this site.

Recommend: Keep current setbacks for the RS-7 zone.

Second, sidewalks on both sides of the streets should be the norm instead of putting a sidewalk only on one side of the internal streets. I realize that some neighborhoods don't have sidewalks on both sides, and some don't have sidewalks at all, but there's no excuse for a new development not to have them.

Recommend: Sidewalks on both sides.

Third: entrance from Roca Grande. I don't know if Roca Grande is really a private street, one of the residents there said that the neighbors have to pay for the street upkeep and paving instead of the City maintaining it. If you drive the street you'll see that it's narrow and any widening will shrink the resident's front yards. I'm sure they assumed that a few more houses would be built at the west end of the street and add a little traffic there, but not an entrance to a 64 unit complex! If I had to drive to that complex either by crawling down the heavily parked Oak Knoll Road or take Carriage to Roca Grande, I'd take the Carriage Route.

Is Roca Grande a private road or not? Can the City give access to a project if it is a private road?
Recommend: No entrance to the complex from Roca Grande unless the residents on Roca Grande all agree to it.

There are no extenuating circumstances and no limitations on the geography that justify changing the existing building code for the setbacks and sidewalks. The small park and open space isn't enough to justify changing the housing codes for this project.

City staff has assured us that San Diego County has water so I don't believe that water is an issue to stop this project.

As given, this project does not meet all of the Poway development guidelines and the developer should be told to go back to the drawing board and come back with a plan that meets city building setbacks and all other guidelines.

Thank you,
Joseph St. Lucas

Subject: Opposition to Oak Knoll Specific Plan - Project# PDC22-0003 We the home owners of Roca Grande Drive have chosen to live here for the unique qualities and sense of community & safety that our street and neighborhood provides.

All parking on Roca Grande Drive is private .

23 of29 June 21, 2022, Item #18

Hello,
As a home owner on La Vista Way, I have questions and concerns about the proposed development on Oak Knoll by Lennar Homes.
• What studies have been done about the impact on the traffic and parking on Oak Knoll, Carriage, La Vista Way, and Roca Grande drive?
• Roca Grande and La Vista are private roads and the owners of each house own out to the middle of each street in from of their homes, so what is the plan for making them public? • What went into the planning of such a highly dense housing project in such a tight area and how does a private development grant themselves access to private roads? • Where can we get more definitive plans for this proposed project? Best Regards,

Hello Bob Manis,
I am writing in opposition of the re-zoning/item PDC22-0003 as a homeowner on Roca Grande Dr. While the reasons behind this are many and outlined in many of my neighbors' emails sent to you, I will succinctly list my major points for your consideration. -The density of the project is too high and relies on a separate property south of Oak Knoll Road being included in the plan to make the density seem close to acceptable. Roughly half of the open space planned in this property is a creek that is not able to be used by anyone for anything. The plan and all of its calculations should be based off of the large and dense housing intended north of Oak Knoll Road and separately reviewing the four house property south of Oak Knoll Road.
-The five houses that are intended to utilize Roca Grande Dr are intended on solid rock that was previously found unsuitable to building, therefore the use of Roca Grande should be removed. Any landscaping that would be required to safely build upon that area would likely be highly inappropriate for a residential neighborhood ( dynamite etc) and potentially damage surrounding properties.
-We are owners of a private street and do not wish the through traffic of vehicles or pedestrians of a high density neighborhood.
***This proposition intends to make OUR private street a public street for THEIR private street against our consent***
-Any changes to the privately owned Roca Grande Dr will negatively impact all of our front lawns and parking situations
-Parking for the development is sorely lacking, and the development is also requiring reduced sidewalks to just one side making pedestrians less safe on a narrow street when they walk to their tiny park.
-A new development should be self-contained and not impact any established neighborhoods so directly, they could have a U shaped road going in and out from the public road of Oak Knoll Road or attempt to link to Poway Road to keep access points all public roads (not private roads).
-I think that the occupants of La Vista way should be consulted and see if they would like their road "improved" and maintained by this development, as it is in sore shape, but Roca Grande Dr. has been lovingly cared for by its families that occupy it. 27 of 29 June 21, 2022, Item #18
-It is my opinion that the city would be better served by installing a public park in this area.

With all the high density developments being undertaken already in south Poway, the current community park will likely be overwhelmed. It already has most of its open space taken up by baseball fields and dog parks and there is a severe lack of open space parks being created when compared to all the high density housing Poway is recently approving.

Thank you and I will see you at the meeting tonight,
Jeremy Siehnel

Re: Topic 18 Pre-Development Conference (PDC) 22-0003 in City Council Meeting 6/21/2022 Dear Bob,
My husband and I bought a house in Poway late 2020. When we were looking for a place in San Diego to buy a house and start a family, Poway seemed like the perfect place. We loved that it was the city in the country. We loved the house in the neighborhood we found. It is on a private drive on a dead end street. It is walking distance to schools, parks, and the library. We felt that our home on our quiet, private, dead end street would be a great and safe place to raise our family. This is why we are so concerned over the planned development that we've recently learned about - from our neighbors and not the developers who are planning to utilize part of our property for access to this development.

Lennar Hornes' planned development will alter the property and home that we moved to Poway for. In the proposed plan, they plan to claim access to the development utilizing the private road of Roca Grande Dr. This would increase both foot traffic and car traffic in and out of our neighborhood. It was also stated they would offer improvements to our street, but I ask what those improvements would be, and who they would be for. Currently our whole street has always come together with a I 00% agreement in any upgrades and maintenance to the street. How would they improve the road/our property? How would I be compensated for their claim on my land (since our property line goes to the middle of the street)? I also have fears of fire concerns and evacuation routes with the new proposed housing. In 2007, I lived in Chula Vista and had to evacuate for the Harris Fire. After that experience with the 2007 fires, I always make sure to be aware of fire safety and evacuation routes. Based on our proximity to the large "Very High Fire Hazard Severity Zone" that is just south of Poway Creek, I fear evacuation route congestion in the event of a wildfire. This can also come into play with the increasing population density along Poway Rd with the construction of the Poway Commons with 97 townhornes/flats and 44 affordable apartments for seniors.

Those are my 2 biggest concerns - taking over use of our property/private road for development and fire safety. Some other concerns I have are
• Increased traffic and safety impact to Oak Knoll Rd
• Changes in zoning laws
• Potential for increase in crime
• Crowding of local parks/resources with influx ofresidents • Environmental impacts of development.

Thank you for taking the time to read over my concerns. I will see you at the City Council Meeting.
