Good Morning!
To keep this a succinct as possible I have 2 questions I would like council to address:
Question 1 (item 17)
This council proposed and approved a change to the sign ordinance, during the CA primary election cycle, and impacting the upcoming general election. Since 2017 the city has been in a deficit, with the exception of a net O year and small surplus due to restructuring of "reserve funding" guidelines in 2019. This was pre-pandemic and continues now (so the pandemic isn't the ONLY reason). My question is, when this new ordinance was proposed, I asked about the cost impact to our clearly floundering budget -directed to the BRC. This affects staffing, time on task, and even the "off-set" cost during the new sign gulag period. I was told that "per the City Manager, this is not a BRC related item". Also I was told "The proposed FY 22-23 budget has not been adjusted to add any additional costs related to the sign ordinance changes."
How is that possible? Even the recent addition of the recent "Poway ALERT" established a cost impact for the 'trial period' (rest of the year) at $190. Is this city, and council seriously going to state that a very small $190 cost is tracked, but something as massive as enforcing the sign ordinance during an election cycle isn't even considered? This seems highly inappropriate and borderline derelict as our elected responsible fiduciaries. Is this new program going to cost more, or is it expected to save money? Point blank, simple question. This isn't a critique of the clear failure to even meet the basic enforcement standard, and clear selective enforcement bias, though those are concerns, this is just simple math and basic accounting which should stand as a matter of transparency.
Small points as well regarding the budget and 'projections'. Projecting a surplus or balanced budget does not absolve the responsibility of ensuring it remains so. This whole charade in June to claim a surplus, only to find a massive deficit or huge changes to even balance the budget is getting old. This question is independent of a surplus or deficit, as neither dismisses the impact now and into the future.
Question 2 (item 19)
Bringing up the Poway ALERT, very simple question. What is the difference between the non-emergency number -(858) 565-5200, and this new number [(855) 562-5378]? Both state they are "not for clear and present emergencies", both connect to the sheriff. So what is the difference and when should I use one vs the other?
Thanks for your time. If you want copies of emails, I always have receipts! -Chris
