June 21, 2022, Item #19DATE: TO: FROM: SUBJECT: Summary: M EM ORAN DLJ M City of Poway June 21, 2022 Members of the City Council Steve Vaus, Mayor Creation of Poway ALERT (Alert Law Enforcement, Report Threats) system toll-free hotline 855-56-ALERT Four years ago, the City created the Poway Unified School District (PUSD) tip line allowing students, parents, and community members to report individuals and/or incidents that might jeopardize school safety. Operated in conjunction with PUSD and law enforcement, the tip line has been invaluable. Now, I propose we activate a city-wide tip system; then any resident, at any time, could anonymously call to report a concern that someone they know may be planning an act of violence or may be a danger to themselves or others. Messages would be immediately forwarded to the Sheriffs Department and addressed as appropriate. Please note, the Poway ALERT System is not for clear and present emergencies -in such circumstances residents should still call 911. The Poway ALERT System could be a life saver. Studies have found that in virtually every mass casualty incident the perpetrators displayed behavioral warning signs prior to their attacks which were noted by family, friends and others, but went unreported. In numerous cases, the perpetrators even communicated their plans to others -which again, went unreported. If law enforcement had been alerted, lives could have possibly been saved. It is not enough just to remind people, "See something, say something!" If they don't know who to call, and that they can remain anonymous, warning signs are likely to continue to go unreported and tragedy may follow. The Poway ALERT System, promoted via every means available, will hopefully change that. Recommended Action: I ask for Councilmembers' concurrence to immediately activate a new Poway ALERT system (855-56-ALERT) for a trial period through December 31, 2022. The cost to implement the toll-free system through the trial period will be approximately $190. Prior to the end of the trial period, City leadership in conjunction with the Sheriff's Department, will determine if continuation of the system is warranted. 1 of 2
