Re: Agenda Item #5
Regarding City Council meeting Aug. 16, 2022, Agenda Item #5 - approval of Final Map for Tentative Tract Map 16-005.
August 16, 2022
Dear Mayor Vaus, Deputy Mayor Mullin, Council Members,
I am sure you love Poway's open spaces and wildlife as much as anyone else. I am also sure that you are all aware of the desire of Poway's citizens to preserve as much open space as possible. The natural open spaces can never be put back after an area is developed for housing, but housing can be planned elsewhere.
I would like to request that we work together to meet the needs of your constituents by minimizing the reduction of our natural areas by housing developments. • Please consider the importance of Poway's open space reserves to our citizens and the wildlife . • Please consider the precarious balance of nature in these small reserves when planning projects . • 85% of California's coastal Sage Scrub and Chaparral habitat has already been destroyed due to urban sprawl and will be gone forever .
The Larchmont Street Subdivision, to be named Lyon Estates, falls directly in 21 acres of high value Coastal Sage Scrub (CSS). It couldn't have been placed in a more habitat damaging location .
Destroying these 21 acres of pristine Coastal Sage Scrub will likely displace several endangered California Gnat Catchers and many other species that depend on this habitat for foraging and survival. Also, the shape of the project will cause biological edge effects much greater than necessary, causing further habitat degradation .
As you are aware, Poway's Subarea HCP/NCCP has the goals of 80% natural vegetation conservation and 90% conservation of CSS. Poway will be failing to meet its own 90% Coastal Sage preservation goal for the twin Peaks mitigation area with this project as currently planned. Poway promised to achieve these conservation goals as a requirement to be granted a permit from the CDFW to approve projects without more rigorous environmental reviews. As it is now, Poway is failing to meet the obligations under the NCCP permit program in the areas of habitat conservation and management.
Finally, I am sure that you all know that it is important not to put residents in harm's way when planning housing projects. The final tract map on any subdivision should not be approved if it puts residents at high risk from wildfires. Housing sites #9 and #10, extend into the natural fuel areas and only have one route of egress. Site #10 is especially vulnerable as it will be surrounded on three sides by high fire risk vegetation and has only one route of egress. These home sites do not meet current neighborhood design guidelines especially in a high fire risk area. 1) To address fire safety and the conservation goal shortfall and reduce biological edge effects, I recommend reducing this project by one home (remove site 10) and rearrange the home sites slightly by moving site 9 into the space between site 2 and site 8 (see Figure 1). 3 of6 August 16, 2022, Item #5
2) I request that the Poway City Council table this agenda item until the questions from the Sierra Club, Dated July 29, 2022, regarding environmental impacts and conservation goals are considered and answered satisfactorily.
3) I also request that the City of Poway consider and respond to the habitat conservation shortcomings and recommendations as outlined in the letter from the CDFW dated March 12, 2018, and addressed to Mr. Jason Martin, Senior Planner.
Please Refer to:
1) Letter from Sierra Club San Diego Chapter, Dated July 29, 2022, Subject: Larchmont Street Subdivision Project.

Lyon estates road and trail
Monday, August 15, 2022 10:56:21 AM
I You don't often get email from [email protected]. Learn why this is important EXTE
Tracy,
Greetings. I live behind Lyon Estates and wish to know why there is road at the end of the plan that goes to nowhere? On the 4th of July, there was a significant fire in this area and I was told it was set by hikers. Doesn't that road connect to land that the city purchased and cannot be further developed?
Also, I am unclear on how the trail will match up to the existing trails, particularly the section on my land. Please let me know before Tuesday night's city council meeting.
thank you,

EXTE RNAL, 131 I/\ I
Dear Mayor,
Thank you for taking the time to talk with me today on the phone.
I am concerned about the Larchmont subdivision still. I spoke at the original approval meeting in 2018 along with many other neighbors and concerned citizens. A few questions I have are:
We're the recommendations listed in the 2018 letter from CDFW, Gail Sevrens considered and applied. Since these were recommended to ensure the project is consistent with applicable requirements?
How and why is Deputy Mayor Mullin
involved with the business of this project? is this conflict of interest? The developer's hired biologist states that gnatcatchers were discovered in May/ April 2022 was this reported to CDFW or to council?
Is the council approving a clearing permit on Tuesday August 16th after the land has been cleared already? Why did the developers start clearing with heavy equipment chain saws, carved a road during nesting season in May?
Sincerely,
Shari Dunbar
