Discussion:

The Water Valve Replacement Project is an annual program for replacement of valves serving Poway's water distribution system. This project consisted of replacement of 19 valves in various locations determined to be at the end of their useful life or currently inoperable. Two valves required the shutdown of a large water main which was discovered to be essential to meeting the elevated demand of summer water use.

There was one change order for this project which decreased the contract amount by $7,461.74. One of the valves to be replaced was identified in record drawings as 18 inches in diameter, however once the valve was excavated the actual valve was found to be 10 inches in diameter. The smaller valve is significantly less expensive than the 18-inch valve and the City sought a credit for the difference in material cost. The project required localized shutdowns of the potable water distribution system for 1 of 2

work to be performed. These shutdowns are occasionally unable to be completed on time due to unforeseen circumstances outside of the contractor's control. The contractor experienced a delay on two shutdowns and requested compensation which was reflected in the change order. The final contract amount is $278,568.26.

Environmental Review:

The matter of acceptance of public Improvements that have been completed, which were the subject of a prior environmental determination, is not subject to the California Environmental Quality Act.

Fiscal Impact:

Sufficient funds are available in the Water Valve Replacement Project account (WT002) for the release of retention. Funds remaining In the project at year end will remain in the account to be combined with future appropriations for this annual CIP program.
