Having a 25 year agreement with a 35% cost share adds stability to planning and costs, not only for Poway but for PUSD, who get 11 more days/year in the agreement, etc. I'm hoping that the PUSD school board also approves this agreement at their Oct 13th board meeting. Please approve this agreement unless there's a show-stopper that I just didn't see. Thank you, Joe St. Lucas 14829 Sunrise Dr Poway 92064 858-679-8386 1 October 4, 2022, Item #6

Learn why this is important EXTERNAL EMAIL Dear Honorable Mayor, City Council Members, and City Staff, As a member of the original Community Group that worked with the City Council Sub-Committee to preserve the PCPA as a City entity, I want to commend City Personnel in creating a new, fair Joint-Use Agreement with PUSD. This updated agreement returns to the spirit of the Joint-Use Agreement of 1990, with the City and PUSD re-establishing a cooperative partnership in usage, management, and maintenance. This is truly a welcome development for the future of the PCPA in our community. Likewise, the Endowment Campaign Feasibility Study is a well-written, detailed map of steps we, as a city and community, need to take to ensure long-term arts programming and culture at the PCPA. An endowment is a mainstay for any civic arts program. This study correctly points to the changes needed to begin such an endeavor: • the City needs to instill confidence among the private sector regarding its fiscal responsibility for the PCPA • the creation and implementation of a strategic planning initiative including a business model, corporate development plan, marketing, and fundraising initiatives Today's agenda items show several of these steps are in motion. So, while the study recommends not proceeding now, there is a clear, future path to an endowment. While commending the Council and City personnel for these accomplishments, I would be remiss in this letter if I didn't also give credit to the single community member most responsible for preserving the PCPA as a City gem -Janet Lettang. Two years ago, Janet spearheaded the effort, inspiring myself and other community members to get involved. She interacted with and surveyed all the community user groups. And she continuously researched, sharing information and recommendations to the City Council members and staff. Those, recommendations are clearly, and gratefully reflected in today's agenda items. Much thanks to all-Jana Johnson 15114 Oak Canyon Rd. Poway, CA 92064 1 October 4, 2022, Item #6

Learn why this is important EXTERNAL EMAIL Dear Mayor and City Council Members, Thank you for your continued work toward improving the financial resources and operational management for the PCPA. It is encouraging to see the continued progress from last year's collaboration with Councilmen Leonard, Grosch, and support from Councilwoman Frank. And I appreciate the considerable attention to detail and diligent work by Manager Belinda Romero and Poway City personnel. An endowment fund for future stability, increased cost sharing with primary users, and a new operational study are exactly the appropriate steps to maintain our performing arts center for community enjoyment. The CPI increase to existing fees is certainly reasonable for this area at this time. It is wonderful to see our local groups performing live again at the PCPA! Thank you for your commitment to ownership -Jana Johnson Community Member and PCPA Advocate 1 October 4, 2022, Item #6
