CITY COUNCIL
Rejection of Received Proposal for the Congregate Meal Program and Catering Services Project; RFP23-002, and Direction to Staff to Re-Scope and Re-Advertise the Project
A Request for Proposals was distributed and posted on July 14, 2022, for the Congregate Meal Program and Catering Services project. The congregate meal program provides older adults the opportunity to gather and enjoy a reasonably-priced lunch Monday through Friday at the Mickey Cafagna Community Center. One proposal was received and opened on August 18, 2022. The single proposal was deemed incomplete. Per Municipal Code Section 3.28.070 (E), at its sole discretion, the City Council may reject all proposals presented and re-advertise for proposals in accordance with California Public Contract Code Section 20166.
Recommended Action:
It is recommended the City Council reject the received proposal and authorize staff to proceed with the re-scoping and re-advertisement of the project.
Discussion:
The City issued a Request for Proposals (RFP) on July 14, 2022, inviting proposers to present innovative ideas for administering all aspects of a robust and active Congregate Meal Program at the Mickey Cafagna Community Center (MCCC). The scope of services included onsite cooking in the facility's kitchen Monday through Friday, as well as the opportunity to enter into a contract for the exclusive right of providing catering services to rental clients. The opportunity to enter into a contract for exclusive catering services was intended as an incentive to encourage more proposals.
On August 18, 2022, the City received a single proposal from O'side Kitchen Collaborative (OKC). OKC is the current provider of the Congregate Meal Program. The proposal was found to be incomplete because it did not include specific details about the scope of services. Staff evaluated the option of entering into an open market negotiation with OKC in accordance with California Public Contract Code Section 20167. OKC has performed well during the ten months of meal service. OKC prepares delicious 1 of 2
