SUBJECT: Acceptance of the Welcome to Poway Sign Replacement Project; Bid No. 22-004 with Tri-Group Construction and Development, Inc., as Complete Summary:
On March 15, 2022, the City Council awarded the contract for the Welcome to Poway Sign Replacement project; Bid No. 22-004 to Tri-Group Construction and Development, Inc. in the amount of $33,750.00. This action will accept the project as complete.
Recommended Action:
It is recommended the City Council:
(1) Accept the Welcome to Poway Sign Replacement project as complete; (2) Authorize the City Clerk to file and record the Notice of Completion; (3) Authorize the release of the retention in the amount of $1,687.50, if unencumbered, 45 days after City Council acceptance;
(4) Release the North American Specialty Insurance Company Bond for Material and Labor in the amount of $33,750.00 after the release of retention; and (5) Retain the North American Specialty Insurance Company Bond for Faithful Performance for a period of one year.
Discussion:
The scope of work included the demolition and replacement of an existing sign that was damaged by vehicle impact. The replacement sign was installed in the center median on Poway Road at the western City limits in the same location as the damaged sign. The.contractor installed a new pre-cast concrete sign that was fabricated by the same company that made the original sign. There were no change orders. The final contract amount remains $33,750.00.
Environmental Review:
The matter of acceptance of public improvements that have been completed, which were the subject of a prior environmental determination, is not subject to the California Environmental Quality Act. 1 of 2

Impact:
Sufficient
funds
are
available
in
the
Welcome
to
Poway
Sign
Replacement
project
account
(MNT0016)
for
the
release
of
retention.
This
project
was
the
result
of
a
vehicular
accident
and
the
City
sought
reimbursement
for
the
cost
of
replacement.
The
amount
reimbursed
by
the
insurance
company
was
$20,000
as
a result
of
the
limits
of
the
insurance
policy
and
fees
from
the
third-party
collection
agency.
