CITY COUNCIL
Resolution Adopting an Amendment to the TransNet Local Street Improvement Program of Projects for Fiscal Years 2022-23 through 2026-27 The San Diego Association of Governments (SANDAG), as the regional Metropolitan Planning Organization (MPO), is required by State and Federal laws to develop and adopt a Regional Transportation Improvement Program (RTIP). The RTIP is a five-year program of proposed major highway, arterial, transit, pedestrian and bikeway projects funded by revenues from the TransNet half cent sales tax. Pursuant to the TransNet Extension Ordinance, all local agencies are required to submit a list of proposed capital projects to be included in the proposed RTIP.
On April 19, 2022, the City Council approved the 2023 RTIP. The 2023 RTIP includes the list of projects proposed for full or partial funding by Trans Net revenues for Fiscal Years 2022-23 through 2026-27.
SANDAG recently amended the TransNet half-cent sales tax fund projections . The City of Poway is now required to update the funding for the projects contained in the RTIP to address funding adjustments for Fiscal Year 2022-23 and to provide an updated project list through Fiscal Year 2026-
27. Recommended Action:
1. It is recommended the City Council take publ ic input, close the public hearing and adopt the Resolution (Attachment A); and
2. Amend the FY 2022-23 Capital Improvement Program Budget to reflect an increase in projected TransNet revenue of $229,000 and appropriate those funds to the Annual Street Overlay project ST023.
Discussion:
The goal and purpose of the RTIP is to enhance the regional transportation system and improve regional air quality.
For local agencies to receive their allocated portion of annual TransNet half-cent sales tax funds, projects must be included in the RTIP, and must comply with the requirements as outlined in the SAN DAG memorandum dated January 28, 2022. The SAN DAG Board adopted an update to the 2023 1 of 6
November 15, 2022, Item #19
RTIP, which includes revenue projections for Fiscal Years 2022-23 through 2026-27, at its meeting on September 13, 2022.
Attachment B is the amended 2023 RTIP five-year program of projects for the City of Poway. The new program of projects funding has been amended to adjust individual projects' funding level to match the new SANDAG revenue projections and adding revenue projections for Fiscal Years 2022-23 through 2026-27. Funding for the Annual Street Overlay project was increased by SANDAG's projected amounts.
The City of Poway's total share of the TransNet revenues for local street and road program improvements is now estimated at $11,052,000 over the five-year period covered in the proposed 2023 RTIP (Attachment C), which includes Fiscal Years 2022-23 through 2026-27. Funds that are not used during each Fiscal Year are rolled over to next year as part of the total revenues available to the City.
Environmental Review:
Establishment of a list of anticipated future capital improvement projects is not subject to the California Environmental Quality Act. Subsequent environmental assessment of each of the future projects will occur at a future date.
Fiscal Impact:
Based on SAN DAG projections, the estimated TransNet revenue to be received by the City of Poway for Fiscal Years 2022-23 through 2026-27, as shown in Attachment C, is $11,052,000.
Staff is recommending the City Council appropriate an additional $229,000 of projected TransNet Revenue to the Annual Street Overlay project (ST023) to reflect the adjusted FY 2022-23 TransNet revenues.
Should SAN DAG revise their TransNet revenue estimates again, staff will return to City Council with an amended Program of Projects if the revised estimates impact project funding.
Public Notification:
A Notice of Public Hearing was published in the Poway News Chieftain on Thursday, November 3, 2022. The notice is required by the TransNet Ordinance.
