Hello, I know
many

to
provide

in

Subject: The Farm -DEMAND elevation corrections PRIOR to building Dear City of Poway.
I respectfully request that THE FARM be added to agenda for tomorrow's Dec 15th Council meeting.
I voted for, and supported, both existing council, and The Farm.
I am not anti-build person -nor am I a NIMBY constituent.
I attended the many community meetings offered up to our neighborhood to answer questions about the Farm.
I supported responsible, community concerned, local developer's building vision.
I thought I was supporting the project as an informed voter, and convinced many family members, friends, neighbors to vote in favor of this project.
Demand that developers to be held accountable for Proposed Plans with respect to elevation changes made to the property.
City of Poway approved a 64 foot elevation change between the proposed club and the twin homes to be built above club.
I would argue that current building pads have been built up in EXCESS of this elevation gain.
It appears that builder has been given free range to modify proposed building sites/elevations in almost every aspect of execution, to the dismay of existing homeowners surrounding the project.
Please DEMAND that developers maintain the 739 foot elevation level for twin homes above club, as set for and approved by CITY OF POWAY.

An application for an Administrative Use Permit shall be filed on forms provided by the Director and shall include the data and plans set forth in PMC Section
17.48.020. Fees shall be paid as established by City Council resolution.
The Director shall make an investigation of the application and shall prepare a Notice of Decision identifying the proposed action to be taken, as well as any conditions to be applied to the application.
Prior to acting to approve, approve with conditions, or deny an application for an Administrative Use Permit, the Director shall provide notice to property owners within 500 feet of the exterior boundaries of the subject property. The notice shall state that the Director will decide whether to approve, conditionally approve, or deny the Administrative Use Permit application on a date specified in the notice, and that a public hearing will be held only if requested in writing by any interested person before the specified date for the decision.
Any written request for a public hearing shall be based on issues of significance directly related to the application. If the Director determines that the evidence has merit and can be properly addressed by a condition(s) added to the Administrative Use Permit approval, the Director may consider the permit in compliance the Findings requirements below and not conduct a public hearing.
If a public hearing is requested and the provisions of the paragraph above do not apply, a hearing before the Director shall be scheduled, noticed, and conducted.
The Director or City Council shall make all of the following findings before granting or modifying an Administrative Use Permit:
(I) The proposed location size, design and operating characteristics of the proposed use are in conformance with this Specific Plan, the purpose of the land use district in which the site is located, and the City's General Plan. (2.) The location, size, design, and operating characteristics of the proposed use will be compatible with and will not adversely affect or be materially detrimental to adjacent uses, residents, buildings, structures or natural resources.

.~ .. The Farm in Poway
Sep 26. 2020 • 0
As the largest lots in The Farm in Poway, the
Homestead homes are inspired by farm homes.
Ranging from 2,400-3,400 square feet, three
differe nt floor plans will include between 3 to 5
bedrooms, 3 to 5 bathrooms, and 2 or 3 car
garages. These single-family homes are located in
the northeastern area of the property. They have
more separation bet\'1een buildings than the other
home types that resembles those found on rural
homesteads .

receive the notification.
November 15, 2022, Public Comment
• The link will include an image/scan of
adjustment/modification request from the builder. As well as any necessary document that proves this change is not injurious to surrounding homes.
• Any director notes or comments from planners; relative to the request.
November 15, 2022, Public Comment
• Existing residents have 10 calendar days from the
significant change notification to request a hearing.
• If a hearing is requested and scheduled the City of Poway will notify the public of this hearing using its standard notification process
• The Department of Development Services may not grant
variances or modifications that qualify as "significant" until the results of a hearing are in favor of the change or until 10 days have passed since the time stamped notification upload.
November 15, 2022, Public Comment
• At the conclusion of the hearing the City Council will vote on record to either approve the Significant Change, to Deny the Significant Change or to Approve with conditions. Each member can provide a brief comment of why they voted a
certain way.
November 15, 2022, Public Comment
• The Director of Department of Developments services
without this code adoption will continue to bare the sole burden of approving every change including significant
changes. Including changes like ones made with The Farm that negatively impact the surrounding area.
• This puts everything out in the open. The city council, including the council member whose district is directly affected has a chance to really look at all sides and directly represent his/her citizens.

Vanessa
Springett
is
right.
We
have
all
been
stunned
by
the
excessive
elevation
of
the
building
at
the
farm.
What's
the
purpose?
To
anger
the
neighbors?
That's
been
accomplished.
To
add
"view
value"
to
the
cost
of
the
homes? Trust
was
crucial
to
acceptance
of
this
project
and
the
aggressive
presentation
of
the
pads
for
homes
has
left
many
wondering
if
we
were
duped.
Respectfully, Irene
