Dear Mayor Vaus and Council Members,
I am a long-time resident of Poway, District 2, and am writing to strongly recommend that you appoint Carl Browning to the open City Council seat. While I personally have known Carl for only the past few years as my neighbor, I have been impressed by his pragmatic approach to many subjects, whether it be the curriculum at Poway High School, or the best way to address traffic and water issues in our city of Poway. Probably some of that comes from his engineering background, but I would argue that Carl is just a thoughtful, resourceful man who believes firmly in giving back to his community.
I believe that Carl Browning would be an excellent choice to fill the open City Council seat, and would urge you to consider well his application. I think Carl would make an outstanding contribution to the Council and have no doubt that he would prove to be a positive influence on the future direction of Poway.

I am a voting District 2 resident and neighbor of Carl Browning. We have lived and been friends here for 29 years. Our children attended the same local schools and we have socially interacted frequently. Carl has always been an open and thoughtful person regarding any social issues both locally and nationally. He is well-read and diligent about any controversial topic and an amazingly hard worker! I have no doubt that he would be a competent replacement for Barry Leonard

Subject: Appointment for Council District 2
Dear Mayor Vaus and Council Members,
I am a Poway District 2 resident and am recommending you appoint Carl Browning for the open City Council seat. I've known Carl for many years. He's a neighbor in our Bridlewood area and our kids attended Poway High together. Carl has been a good neighbor and has been involved with various community projects in Poway. He is a very well-organized person and thoughtful on whatever projects he seems to get involved with. Also, he and his wife, Esta, often volunteered at PHS supporting the kids and parent groups.
Carl is involved, thoughtful, and cares about people in our community. He knows our neighborhood and our city. I trust him to make good choices in moving Poway forward.

To whom it may concern,
This council stands to appoint yet another person to a seat. As I am sure this council does its due diligence, there is one issue that may not be apparent. Casting aside all of the issues of favoritism due to connections that certain candidates may have, the primary issue is transparency.
Many people in the city dislike a number of the projects and actions taken by council. This feeling is compounded when there is very little feedback or answers, and no open discussion.
One of the candidates for council has a similar past issue.
It was in the news several times, but the Poway Chamber removed its executive director after "financial reviews" and then went through a "right sizing". Anita Edmondson took over when this occurred. In nearly any organization the head isn't removed for "doing a great job", AND scrutinized with financial reviews and discussions to remove them. Yet the way this was handled, primarily by Anita initially, served to sweep this under the rug. The best disinfectant is light, and instead this was buried
Because of the close ties and relationship the city has with the Chamber (including council members on the board at that time like Pepin), her appointment would serve to exacerbate the growing unease of city management.
With the clear financial issues the city has faced and will continue to face for years to come, a further erosion of trust would be tragic. Trust this city has built over decades with careful management takes only moments to lose, but will serve as a permanent legacy of those that betrayed it.

Mr. Mayor and Council Members,
I have been a resident of Poway since 1984 and am in District 2. Carl Browning and his family have been neighbors of ours since that time. We have interacted on many different levels over the years, through our childrens' schools beginning with Painted Rock, Twin Peaks Middle School and, finally, Poway High. Our family as vell as theirs have volunteered in all 3 schools along the way. We have als njoyed the creative musical talents that the Brownings introduced us to at thei house as well as their well-organized "meet the candidates" forums.
I have found Carl to be a man of many talents; intelligent, creative, helpful with household projects and, most of all, a man that is open to hearing both sides of an issue and conscientious about his decisions.
For these reasons I consider Carl Browning an excellent appointee to fill the current vacant position.
