Acceptance of the Poway Swim Center Artificial Turf Installation Project with Syn lawn as Complete
On February 7, 2023, the City Council awarded the contract for the Poway Swim Center Artificial Turf Installation Project to Syn Lawn, in the amount of $132,435.25. This action will accept the project as complete.
Recommended Action:
It is recommended the City Council:
(1) Accept the Poway Swim Center Artificial Turf Installation project as complete; (2) Authorize the City Clerk to file and record the Not ice of Completion; (3) Authorize the release of the retention in the amount of $6,621.76, if unencumbered, 45 days after City Council acceptance;
(4) Release the Western Surety Company Bond for Material and Labor in the amount of $132,435.25, after the release of retention; and
(5) Retain the Western Surety Company Bond for Faithful Performance for a period of one year .
Discussion:
The Poway Swim Center Artificial Turf Installation project included replacement of all the grass turf areas surrounding the pool and splash pad with artificial turf. The change to artificial turf alleviates ongoing issues with tracking soil and grass into the pool, causing filtration issues.
For efficiency and optimal pricing, the City of Poway entered into an agreement with Syn lawn through the procurement agreement process available through Sourcewell. City of Poway Municipal Code Section 3.28.11 O authorizes the City to participate in cooperative agreements as an economical alternative to the bidding process.
There were no change orders for this project. The final contract amount remains $132,435.25. 1 of 2

Environmental Review:
The matter of acceptance of public improvements that have been completed, which were the subject of a prior environmental determination, is not subject to the California Environmental Quality Act.
Fiscal Impact:
This project was funded with Capital Improvement Funds (General Fund) at a budgeted amount of $240,500. Sufficient funds are available in the project account (MN038) for the release of retention.
