NOTICE OF CITY COUNCIL PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Poway will hold a Public Hearing to consider the following item: Conditional Use Permit (CUP) 22-0006, and Development Review (DR) 22-0005 is a request to demolish an existing 5,022-square-foot commercial building and redevelop the site with a 3,144-square-foot (Raising Cane’s) restaurant with a drive-through and outdoor dining located at 12665 Poway Road in the Commercial Office (CO) land use district of the Poway Road Specific Plan (PRSP) area. Technical studies were conducted, and the project was found to be consistent with the PRSP that was analyzed in the certified program Environmental Impact Report for the PRSP, therefore, no further environmental analysis is required pursuant to Public Resources Code Section 21166 and California Environmental Quality Act (CEQA) Guidelines Sections 15162 and 15163 because there are no substantial changes to either the project or the surrounding circumstances, nor any new information, that would require subsequent or supplemental environmental review. CITY OF POWAY NOTICE AND SUMMARY OF PROPOSED ORDINANCE NO. 862 was introduced at the regular City Council meeting of September 19, 2023. This Ordinance will be considered for adoption at the regular City Council meeting of October 3, 2023. ORDINANCE NO. 862 entitled, “An Ordinance of the City Council of the City of Poway, California, Amending Chapter 2.28 to Title 2 of the Poway Municipal Code Relating to Electronic and Paperless Filing of Fair Political Practices Commission (FPPC) Campaign and Statement of Economic Interest Disclosure Information.” The proposed Ordinance will permit the use of an online filing system as an option for filing and designating the filings received electronically by the City Clerk’s Office as the filings of record for the City of Poway. The system must operate securely and effectively, be of no cost to filers, be available for the public to view filings, and not place an unduly burden on filers. Beginning January 1, 2024, electronic filing will be mandatory unless the officer, candidate, or committee is exempt from the requirement to file online pursuant to Government Code Section 84615(a).
