February 6, 2024, Item #5DATE: TO: FROM: CONTACT: SUBJECT: Summary: AGENDA RE PQ RT City of Poway February 6, 2024 Honorable Mayor and Members of the City Council Robert Manis, Director of Development Services t,t,t • Alex Ubaldo, P.E., Principal Civil Engineer t&J (858) 668-4602 or [email protected] 'f. CITY COUNCIL Acceptance of the Starridge Park and Community Park Pathways Extension project with Tri-Group Construction and Development, Inc., as Complete On August 1, 2023, the City Council awarded the Starridge Park and Community Park Pathways Extension project contract to Tri-Group Construction and Development, Inc., Bid No. 23-011, in the amount of $295,000. This action will accept the project as complete. Recommended Action: It is recommended the City Council: 1) Accept the Starridge Park and Community Park Pathways Extension project as complete; 2) Authorize the City Clerk to file and record the Notice of Completion; 3) Authorize the release of the retention in the amount of $14,750, if unencumbered, 45 days after City Council acceptance; 4) Release the Nationwide Mutual Insurance Company Bond for Material and Labor in the amount of $295,000, after the release of retention; and 5) Retain the Nationwide Mutual Insurance Company Bond for Faithful Performance for a period of one (1) year. Discussion: The Starridge Park and Community Park Pathways Extension project constructed a multi-use pathway from the Starridge Park entrance ramp along the outer limits of the playing fields to the eastern end of the park that connects to an existing pathway on the northern side of the baseball field. This pathway extension resulted in a complete loop allowing joggers, bicyclists and parents walking with strollers, etc., to go around the park exterior without requiring to turn-around or walk through areas that are uneven and non-compliant with the Americans with Disabilities Act (ADA). The project also constructed a new concrete pathway and pedestrian ramps from the Community Park entrance to the north end of the tennis courts connecting two separate sections of sidewalk, thus making a continuous walking loop on the north side of the parking lot. This project was the combination of two CIP projects that were programmed separately, Starridge Park Pathway Extension project (PK024) and Community Park Sidewalk Extension project (PK023). During the design process, it was determined the two projects were similar in scope and to gain an economy of scale, the two projects were combined, bid, and constructed together. 1 of2
