f.U.B..~.o.MMEMU..J:IB.MAB..l.9-.C..IIY_C _Q..IJN.C.ll MEETING Dear City of Poway City Council and Residents:

I wanted to publicly comment about an important issue in CA right now, that hasn't gained much news time in the past year. About a year ago, in 2023, AT&T filed 2 petitions with the CPUC [California Public Utilities Commission]; A2303002, A2303003.

In those petitions they are asking the state of CA to stop and remove them from being an ETC [Eligible Telecommunications Carrier], which means that they want to remove Federal Lifeline discounts from all wire phone service customers in CA, who currently received Federal Lifeline discounts. Also, they want to stop being the COLR [Carrier of Last Resort] in all the territories they serve in CA [local, long distance]. If they are granted these petitions in their favor, AT&T would not have to maintain the copper phone line network any longer. They could begin removal of copper phone lines across California, including a lot of rural towns which depend on copper phone line service only. Both petitions are strongly opposed by the public , and there doesn't appear to be much public support for AT&T and their plan. There are currently more than 4,500 public comments posted to both petitions on the CPUC website. AT&T would be removing discounts for some customers , including senior citizens and low-income families . They would also be allowed to charge any rates for services, and not be bound by rate limits and tariffs of the COLR. Many towns in California still rely on wireline telephone service as either their main communication or a secondary backup at their home or business. At least 10% of all AT&T customers in the state of California still have wireline telephone service, or millions of CA residents . In times of emergency when wireless, VIOP, or other newer phone services go down for the public, copper line service has remained a stable and reliable means of communication that is not bound by power/internet down issues and runs during emergencies without power/internet services running.

Although some advancements in phone systems have been made over the years, those systems have many drawbacks and fallbacks too. Plus, as a public consumer it's better to have more options and choices for services. It's nice to have back up options that run on different line sources and can work when others do not.

Things like text to 911 are last resort , as police unions agree that Calling should always be the first method to contact 911, and text is the last resort to try. Text to 911 also does not work if the cell tower service goes down; the text gets bounced back as not delivered. Reverse 911 also works on copper line systems and newer phone systems. Whether a public resident is calling from a copper line system or a wireless phone, the reverse 911 feature still works the same way. Reverse 911 is not dependent on newer technology to work for the public.

Further, it has come to my attention that Jared Wilson , who is running for City of Poway City Council later this year, has also made a personal sworn statement signed in writ ing on this topic. He has personally endorsed AT&T and their petitions with the CPUC. He wrote a letter to the CPUC in favor of AT&T and its requests . AT&T is a giant global corporation with annual revenues of $120 billion .

Also, recently Jared Wilson accepted a$ 25,000.00 donation I sponsorship from AT&T directly. In 3 of26 March 19, 2024, Public Comment
the attached letter, you will see his comments on this matter in support of AT&T. The CA public consumers and residents strongly seem to oppose these in most public comments thus far.

So, Jared Wilson, wants to remove all copper line phone service from all residents of CA and remove all lifeline phone service discounts to all residents of CA. Meanwhile, he has financially benefited from his friendly business relationship with AT&T over the years. It appears that he has a financially beneficial reason to support AT&T and their goals. If he opposed them, would they keep donating such large amounts to him? This is written from his work desk for the City of San Diego Association job that he performs for the City of San Diego. The city of San Diego and Jared Wilson may have different overall -goals than the city of Poway and/or most of the State of CA geographical land total. The City of San Diego spends tens of millions of dollars every year on Surveillance Cameras in their city for example. Their technology budget and city risks are much different than most of the state. Smaller, rural towns do not even have fiber cable or any other home phone options but Copper line service. Also, cell phone service does not work in all these areas of the state, like canyons, mountains, desert, ocean, island, etc areas.

I just wanted tne City of Poway and its residents to understand this topic more and be aware of the stance and opinion that Jared Wilson has taken on this matter. To me, it appears that he goes to bat for the big corporations that donate to his organization and campaigns, rather than the residents of Poway and state of CA.

Sincere

The San Diego Police Officers Association supports the network modernization of communications equipment and the phasing out of copper phone lines. I have spent the last twenty years in Law Enforcement as a Supervisor, Patrol Officer, and Police 911 Dispatcher. ln each of these roles 1 have seen drastic technological advances in communications and the E9 I 1 system. It is critically important as a society we continue to make progress in advancing lifesaving technologies. San Diego's history, as with much of California, has significant threats from natural and man-made disasters. Advanced technologies such as reverse 911, application-based emergency alerts, and text to 911 rely on new and improved technology. The cost of maintaining an obsolete system endangers advances in technology which will and does SAVE LIVES.

The San Diego Police Officer's Association represents over 1800 sworn members of the San Diego Police Department. We support the network modernization proposal from AT&T as necessary to continue to advance lifesaving technology and protect the people we serve.

Thank you for the consideration,
µ vJ;£-

Hi:

I would like to add the 2 following attached to my public comment written record for upcoming council meeting.

It appears that almost all of San Diego County would be affected in some way by AT&T petitions, that Jared Wilson agrees with AT&T and supports them in all ways on this matter.

proof of$ 25,000 from AT&T attached to Jared Wilson, prior to his endorsement of AT&T petitions going against the CA public consumer wishes.

Also, Jared did not mention that he receives a family discount and special Wireless network for first responders. His family gets special access to a wireless network that nobody else in the public benefits from or receives.

Re: Proposed Harmon Ranch Development on Oak Knoll Road, Poway Dear Mayor Vaus and Poway City Council Members, City Manager Chris Hazeltine and Director of Development Services Bob Manis.

On November 9th 2023, Poway Voices initiated a petition on the Poway Voices Facebook page opposing the Harmon Ranch Specific Plan (HRSP), entitled; /Petition: Enforce the General Plan, hyperlink below. By way of reference the following table highlights some of the differences between the requirements of Poway's General Plan and the Specific Plan proposed by the developer, Lennar.

Comparison of Development Standards for property zoned RS-7 from Poway Draft Housing Element1 compared to Residential Standard (R-SF) proposed by Lennar2.

Poway General Plan HRSP Proposal
(RS-7) (R-SF)
Density (max. units per acre) 8 -
~40 homes3.4 63 homes
Minimum lot size 4,500 sq. ft 3,470 sq. ft
Standard lot width 50 ft 42 ft
Lot depth 80 ft 85 ft
Front yard setback 18 ft 10-15 ft
Side yard setback ( each side) 5/5 ft 5 ft
Side yard setback (street side) 10 ft 5 ft
Rear yard setback 20 ft 15 ft or 5 ft (with CA room)
Maximum lot overage 50% 55%
Maximum buildinq heiqht 35 ft 35 ft
Table 1
Under the GP street widths are typically 36 ft with sidewalks on both sides of the street.

In the HRSP roads are proposed to be 24 ft and 32 ft depending on location with sidewalks only on one side.

For reference, Figure 1, overleaf, shows the HRSP map in relation to the adjacent housing which is currently zoned RS-7, demonstrating the smaller lots of the HRSP and the narrower streets. The housing highlighted was part ofTTM 01-01 (APN: 317-501-09 and 1 Residential Development Standards from City of Poway, Draft Housing Element, January 2024, Table

3.3 2 Residential Development Standard (R-SF) proposed by Lennar. Lennar's analysis is shown in Figure 1. 3 Calculation based on buildable land under the General Plan (RS-7) 4 Using Lennar's information from their scoping meeting (2/26/23) there are 5.8 buildable acres which would imply 46 houses, under RS-7. They also state 64 houses on 7.27 acres. 14 of 26 March 19, 2024, Public Comment

The petition to-date has received 530 signatures, with comments worth noting since they represent the concerns of Poway residents. Summarizing the written responses and categories, the key concerns are:
• No affordable housing is proposed
• Negative impact (traffic, parking, infrastructure)
• Other (primarily criticism of city council)
• Stay with the General Plan
No comments supported the HRSP
Overall, the public are concerned about the Special Plan negatively effecting the lives of Poway residents and their quality of life, particularly those living close to Poway Road.

The comments also offer a sobering view of our city council and mayor which, rightly or wrongly, are seen as friends of developers and not their constituents. 5https://docs .poway.org/Weblink /DocView.asp x?id=68050&page=1 &dbid=0&repo =CityofPoway&searchid =6b0c1ebb-874f-4fe0-b9b5-b41 f90b628fb&cr= 1
15 of 26 March 19, 2024, Public Comment
One final concern is that should the city proceed with the HRSP, it will set a precedent for future developments proposed by Lennar and other developers and consequently have a long-term negative impact on the quality of life of city residents.

In summary, we (and 530 petitioners) reinforce the request that Poway City Council and City Development Services enforce the General Plan with respect to Harmon Ranch and this should remain the guiding principle for all development and approval processes within the city of Poway.

Sincerely,
Nick Carruthers, Chris Cruse, Jana Johnson, Torrey Powers, Alison Park, and Eric Weller Link to petition:

The State is pressuring cities or all sizes to provide sufficient market rate and affordable housing to meet the needs of California's growing popu lation. New legislation has been passed to hold city's accountable for not doing their fair share.

Harmon Ranch is envisioned to be a transition between the existing higher-density apartments to the west and the single family homes to the east.

Based on an analysis of the HRSP & Comments from Petition Poway residents oppose HRSP because:
• Too dense (proximity of the houses)
• Lots too small
• Not the "City in the Country"
• Insufficient parking
