Based on an analysis of the HRSP & Comments from Petition Poway residents oppose HRSP because:
• Too dense (proximity of the houses)
• Lots too small
• Not the “City in the Country”
• Insufficient parking
• Lacks sidewalks
• No affordable housing
• Inconsistent with General Plan
Administration of the plan lacks
openness, transparency AND
ACCOUNTABILITY
• Administrative approvals based on
the discretionary judgment of staff
member
• Criteria that can be waived by a
staff person
• Unclear limits and requirements
• Subjective, undefined criteria,
“minor changes” ?
• No public notice for changes
• No public review for changes
