On page 4 and 5 of the staff report for item 8, there is a list of goals and strategies in the 2010- 2020 HE that will continue to be included in the current HE. "Some of the notable policies and programs in the Housing Element Upate, most of which can be implemented through adopted General Plan policies or with the adoption of Specific Plans, include:
Ensure housing construction includes sufficient access including adequate street widths and load capacity along rural streets and curb, gutter, and sidewalk with street trees along nonrural streets; "
Hopefully, you will implement that goal and not allow streets that are too narrow to provide sufficient street parking in neighborhoods with insufficient parking, and you will also insist on sidewalks on both sides of the street for the Harmon Ranch Specific Plan as well as other specific plans.

Thank you Mr. Manis for this update.
The Housing Element is an important and valuable planning effort which I support.
Because the plan identifies possible housing at Poway and Pomerado roads, it's urgent the separated bike lanes in the poway road specific plan be implemented.
With the denser housing coming on line along Poway Road, the City can take action and address criticism about traffic and denser housing with an intentional effort with a separated bike lane. With new mobility options should our transportation element be looked at?
If not Poway road then is Oak Knoll road an option? A bike bridge at oak knoll to the community park would be a good path too.
