Regarding: Harmon Ranch Specific Plan documentation needing timely attention prior to City Council Acceptance
Dear Ms. Frank and Mr. Salgado:

I am writing to request timely attention to matters within Lennar's proposed Harmon Ranch Specific Plan with the goal of achieving an increased benefit to both the proposed Harmon Ranch project and its surrounding neighborhoods. Topics include a lack of completeness and document integrity that need to be addressed before the Harmon Ranch Specific Plan is approved by the City of Poway.

Comments enclosed are referring to the publically available document found at:
https://poway.org/DocumentCenterNiew/10686/ Appendix-Q---Harmon-Ranch-S pecific- Plan Specific Topic of Completeness:

The Harmon Ranch Specific Plan needs to be enhanced to include wording that clearly conveys the long-term vision for the area designated as OSR-6 as a rural landscaped buffer between the community's residential lots and its varied adjacent neighbors including specific wording to convey the long-term commitment for crime prevention measures to be used at each of its boundaries with adjacent properties, such as is available through well-designed applications of Crime Prevention Through Environmental Design.

Specific Topics of Document Integritity:

Gentlemen and Ladies:

We would like to object to the Harmon Ranch Specific Plan. I understand the council will vote on this matter tomorrow. We already have narrow streets, a severe lack of adequate parking due to the apartments on Oak Knoll Road, and overall jam-packed housing in an area not zoned for a development like this. The area cannot support the proposed 63 homes. This portion of Poway is already extremely dense and is becoming more so due to all the apartments and homes being built on Poway Road.

Where are those people supposed to park? The traffic in this area is already impacted and will only become worse. Enough is enough!

Dear Mr Salgado,
I am concerned that the retaining wall that Lennar is planning to construct beside my property will divert rain runoff to my property and cause flooding. I also doubt that the catch basin they plan to install beside my property will be sufficient to handle all the storm water.

Lennar recently informed me that they plan to relocate the utility pole from their easement beside my house to the front of my property which I am strongly opposed to. I don't think they should be allowed to move the utility pole blocking access and causing an eyesore and inconvenience to me.

Yours sincerely,

Opposition to proposed land use changes for Harmon Ranch Monday, April 1, 2024 2:37:09 PM

Ms. Frank and Mr. Vaus,
I am writing in opposition to proposed land use changes to accommodate additional density for the Harmon Ranch project.

My understanding is the request is to allow the proposed density of 8.8 du/ac to construct 64 total units.

I ask that you vote against this increase in density for the following reasons:

1. Oak Knoll is already a small and congested road, adding that many additional units will result in excess traffic and potential additional accidents. That road is already congested with the apartments on both sides.

2. This area is adjacent to the Kumeyaay lpai Interpretive Center. Wouldn't a better use of this portion of land be to have a city acquisition and set aside for park and open space? Not to mention the likelihood of historic artifacts in the surrounding area.

3. One of the reasons people like living in Poway is it is the "City in the Country". With the developments along Poway Road and The Farm it feels more like the "City in Mira Mesa".

We have very limited opportunities to preserve open space land and if we as a city continue to allow increased density for developers simply so they can achieve more profit on a project then we will lose the character that makes our community special.

I am not opposed to development, however I am opposed to changing land use requirements to enhance the profits of developers.

City Council Hearing - April 2nd - Support for Harmon Ranch Friday, March 29, 2024 9:57:53 AM

Mr. Mayor and members of the City Council -
Please accept these comments in support of the plans for Harmon Ranch. I would have liked to attend the hearing on Tuesday, but unfortunately, I'm not able to make it. I hope you'll take these comments into consideration when you make your decision.

As a longtime Poway resident, we all have our expectations of how "The City in the Country" should be preserved going forward. However, we have to think critically about what that means and what we're actually fighting for. What worked in the 80s when the city was incorporated or in the 90s when the General Plan was written isn't necessarily what will work today. I support this project because it's a good compromise.

Homeownership is becoming less and less likely for people in our state. The lack of housing and the aggressive moves the state is taking to alleviate that are all over the news. These new homes at Harmon Ranch are just a drop in the bucket for all the work that needs to be done, but they're a step in the right direction and a good example of how development can be done in a way that pushes the envelope a little, while still being respectful to the surrounding community.

The NIMBY attitudes in Poway may be loud and persistent, but they in no way reflect the majority of our city. Please approve Harmon Ranch when it comes before you on the 2nd.

Best,
Whitney Hodges

Hi Mrs. Frank ,
It's been a bit, but I heard there will be some voting on the Harmon Ranch project next week and wanted to share my opinion.

I do not think every development should have its own specific plan as it essentially goes against having a general plan for the city. Updating the general plan would seem more reasonable than having numerous specific plans.

Additionally, I do not think Harmon Ranch should get variances without providing affordable housing . Valley Elementary, for which this development is zoned, is a Title I school. The students who attend this school deserve to have affordable, long-term, stable housing. Lennar paying $500 per unit is an insufficient trade off.

Variances should only be given when there is a community benefit. The students of Valley Elementary are a huge part of the community affected by Harmon Ranch. Please do not price them out of their homes.

Thank You,
Amy Jackson

I You don't often get email from [email protected]. Learn why this is important Dear Councilmember Frank,
I would like to encourage you to not allow proponents of the Harmon Ranch Specific Plan to change Poway's current General Plan. I am very concerned especially about allowing further changes without any notice given to the public. I also do not think that the proposed miniature lots jam-packed with houses are consistent with the "City in the Country" I chose to move to many years ago. Please take a stand for the people of Poway. This change may serve developers, but certainly not the rest of us.

The second issue is the Dorathea Lane Property that I commented on during the City Council meeting several weeks ago. I was under the impression that you were seriously pursuing the possibility of the City purchasing the property to prevent further fragmentation of the Van Dam open space and destruction of this particular parcel. PWP (Preserve Wild Poway) claims to have heard from the seller or their agent that a sale is imminent, and that they have not been contacted by the City of Poway. This would be a missed opportunity for the people of Poway.

Purchasing available open space parcels is also a requirement outlined in the PSHCP, and mitigation funds seem to be available. Please ask City staff to urgently contact the agent and purchase the property.

Thank you very much, and happy Easter!

Good morning Carrie,
I hope you've had a wonderful weekend with family and friends celebrating Easter.

I am a Poway resident and volunteer for the City of Poway, supporting Blue Sky Ecological Reserve and the Kumeyaay Ipai Interpretive Center.

The Harmon Ranch Development, projected expansion to increase homes from 42 to 62, is a major concern for me as a volunteer for the City of Poway supporting the Kumeyaay Ipai Interpretive Center.

The Kumeyaay Ipai Interpretive Center is governed by the City of Poway . Harmon Ranch is adjacent to the Kumeyaay Ipai Interpretive Center, this is a sacred site that is toured by Poway students and is open to the public for Saturday tours on the third Saturday of each month. It's heartbreaking to see the expansive development surrounding this beautiful and scared treasure we have here in Poway.

1. Poway Road Development, expansive housing and commercial project.

2. Fast food restaurant approved for development, location Poway Road and Ipai Waaypuk Trail Road.

3. Harmon Ranch Develpment, approved for 42 homes.

I understand the need to develop and provide more housing, 42 houses is enough to place on Harmon Ranch.

I would like to request that my concerns regarding Harmon Ranch be added to the April 2nd Council Meeting Agenda and addressed during the meeting.

Respectfully,
Lisa Higbee

I am voicing concern regarding the development at Harmon Ranch. The small lot sizes, lack of sidewalks, narrow streets, lack of adequate parking, and overall jam-packed housing in an area not zoned for a development like this is very disappointing . The area realistically has a current potential to support 30-40 homes yet the developer is proposing 63 homes for the sole reason of providing maximum profits. I hold you, our Elected Official, accountable for allowing developers, often behind closed doors creating lack of transparency , to direct the narrative of what Poway should look like. Instead of listening to our Community, abiding by Poway's General Plan and providing the leadership that Poway needs to remain the City in the Country, you let developers run over the city of Poway. Approval of the Harmon Ranch Specific Plan is not only inconsistent with what residents want, but the plan provides for future decisions to be made without any public notice, thereby denying any openness or transparency in the planning and development process .

It is shameful.

Please reconsider allowing this to go any further.

Mayor and Council Members,
Poway's General Plan defines what our general plan is:
"The General Plan of the City of Poway is a statement of what the present residents want for their community in the future. Its function is to allow the citizens to consciously consider the shape their City will take for the foreseeable future and to preserve and enhance those qualities they presently find so appealing." The Harmon Ranch Specific Plan is inconsistent with our General Plan is so many ways, but the most fundamental inconsistency is that the Harmon Ranch Specific Plan is not what the residents of Poway want for their city.

Over 540 residents have signed a petition opposing the Harmon Ranch Specific Plan which was submitted to the Council on Mar. 5, 2024. Over 200 of those signers have commented as to why oppose the Harmon Ranch Specific Plan. They do not find that the Harmon Ranch Specific Plan preserves and enhances what we find so appealing in Poway. Hopefully, you will listen to their voices, and deny the Harmon Ranch Specific Plan.

I was not opposed to The Farm, and its original develop plans as presented to the public. I hated to see old Stoneridge go to ruin , and it sounded like the development would provide a beautiful alternative for the rest of Poway. It is now being alte1·ed in a way that doesn't seem to be offe1·ing the same kind of Benefit. The public needs to know what thei1· neighbors are going to build and how our beautiful city is going to be developed. We have lived in Poway for 35 yeaI·s and love ouI· community. Enforce the General Plan at Harmon Ranch
About this petition
I am a resident of Poway and I am opposed to the city council approving the Harmon Ranch Specific Plan on Oak Knoll Rd. The Harmon Ranch Specific Plan would allow the developer to build many more houses, build them closer together and put them on smaller lots than what is currently allowed by Poway's General Plan and development codes.

Oak Knoll Rd is already one of the densest areas in Poway, and is impacted by traffic and insufficient parking. As none of the houses that Lennar plans to build on Oak Knoll will count toward the state mandated low and moderate income units that Poway is required to build, we find that there is no reason to increase density on Oak Knoll Rd.

The Harmon Ranch Specific Plan is not consistent with Poway's General Plan. It is a way for the developer to get around Poway's development rules, and to change plans after approval without any public notice.

Your voice is impactful, we encourage you to leave a comment 32 of76 April 2, 2024, Item #9

Comments: I was not opposed to The Farm, and its original develop plans as presented to the public. I hated to see old Stoneridge go to ruin, and it sounded like the development would provide a beautiful alternative for the rest of Poway. It is now being altered in a way that doesn't seem to be offering the same kind of Benefit. The public needs to know what their neighbors are going to build and how our beautiful city is going to be developed. We have lived in Poway for 35 years and love our community. It's fair that we have a say for what will happen.

Comments: No thanks, I don't want to see this, literally right next to our home of 46 years.

Comments: Stick with our general plan! This is just too much too fast, and frankly we have lost trust in our City leadership. With all of these new projects going, at least if you stick to the general plan, we have some assurance of a livable outcome. How can we handle all of this traffic. Quality of life in Poway will suffer. 545. Name: Tarri Baldwin on 2024-04-01 17:17:21

We and many concerned community members have been voicing concerns regarding the small lot sizes, lack of sidewalks, narrow streets, lack of adequate parking, and overall jam-packed housing in an area not zoned for a development like this. The area realistically has a current potential to support 30-40 homes yet the developer is proposing 63 homes for the sole reason of providing maximum profits.

We do not fault developers and owners for wanting to maximize profits but we do fault and hold our Elected Officials and City Personnel accountable for allowing developers, often behind closed doors creating lack of transparency, to direct the narrative of what Poway should look like instead oflistening to our Community, abiding by Poway's General Plan and providing the leadership that Poway needs to remain the City in the Country.

Approval of the Harmon Ranch Specific Plan is not only inconsistent with what residents want, but the plan provides for
future decisions to be made without any public notice, thereby denying any openness or transparency in the planning and development process.
