PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Poway will hold a Public Hearing to consider the following item: General Plan Amendment (GPA) 24-0001 adopting the City of Poway Housing Element (2020-2029). This is an amendment to the Housing Element (GPA 21-001 and 21-002) approved by the City Council on August 3, 2021 pursuant to Resolution No. 21-068. The City of Poway Housing Element, which is part of the City’s General Plan, defines goals and programs that will guide the production of housing, including affordable housing and housing services for people with special needs. By State law, a City’s Housing Element must be updated in order to periodically assess the changing housing needs of the community and establish an action plan to address these needs and further fair housing. Changes have been incorporated into the Housing Element update (2020-2029) in response to comments received by the State Department of Housing and Community Development (HCD) and the general public to ensure compliance with the requirements of State Housing Law. The sites identified in the Residential Sites Inventory are not on any of the lists compiled pursuant to Section 65962.5 of the Government Code. This includes, but is not limited to, lists of hazardous waste facilities, land designated as hazardous waste property, hazardous waste disposal sites, and the information in the Hazardous Waste and Substances Statement required under subsection (f) of that Section. A Negative Declaration (Environmental Assessment (EA) 21-001) was approved by the City Council on August 3, 2021 for GPA 21-001 and 21- 002 pursuant to Resolution No. 21-067, which is adequate to address the proposed GPA 24-0001. Pursuant to Section 15162 of the CEQA guidelines, no further environmental review is required. NOTICE OF CITY COUNCIL PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Poway will hold a Public Hearing to consider the following item: Specific Plan (SP) 22-0001, Environmental Assessment (EA) 23-0001, General Plan Amendment (GPA) 22-0001, Zone Change (ZC) 22-0001, Zoning Ordinance Amendment (ZOA) 24-0001, Tentative Tract Map (TTM) 22-0001 and Development Review (DR) 22-0003; a request to adopt a specific plan, subdivide 11.5 acres of land, and construct 63 new residences, preserve one locally designated historic home and certify the associated Environmental Impact Report. The project site is located at 12623, 12624, 12650, 12702 Oak Knoll Road with six additional vacant parcels within the Residential Single Family 7 (RS-7) zone. A list of all parcels associated with this project are listed below. A Notice of Preparation (NOP) was issued on February 1, 2023 and a Scoping Meeting was held on February 16, 2023. An EIR was prepared for the Specific Plan which evaluated all environmental categories for potential impacts, including aesthetics, air quality, biological resources, cultural and tribal cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, noise, population and housing, public services, recreation, transportation and traffic, utilities and services systems and wildfire risk. Both project-specific and cumulative impacts were evaluated. The EIR considered a reasonable range of project alternatives, including a no project alternative. The Draft EIR was distributed for public review and comment for a 45-day period on November 15, 2023, and was posted on the City’s website. The Final EIR concludes that the potential impacts associated with the Specific Plan, through the incorporation of mitigation measures, will be mitigated to a level of insignificance with the exception of transportation. The Final EIR discusses the project alternatives, the issue areas, and the mitigation measures in detail.
