Deputy Mayor Frank called the Regular Meeting to order at 7:00 p.m.
ROLL CALL:

Nick Carruthers, on behalf of Poway Voices, spoke in opposition to Item #7 and requested Council consider pulling the item to continue discussions on the proposed Ordinance.
