July 16, 2024, Item #4DATE: TO: FROM: CONTACT: SUBJECT: Summary: AG EN DA REPORT City of Poway July 16, 2024 Honorable Mayor and Members of the City Council Jeff Chumbley, Fire Chief~/ Jenna Stein, Sr. Management Analyst ~ 858-668-4474 or [email protected] TJI CITY COUNCIL Resolution Authorizing the Acceptance of the 2023 State Homeland Security Grant Program Funds The Department of Homeland Security provides funds through the State Homeland Security Grant Program (SHSP) to cities to build and sustain emergency response capabilities. The grant is administered regionally by the San Diego County Office of Emergency Services. Funds for training are allocated to each jurisdiction based on population. Poway's allocation for the SHSP Grant Fiscal Year 2023 is $21,779. Recommended Action: It is recommended the City Council adopt the attached resolution authorizing staff to accept funds through the State Homeland Security Grant Program Fiscal Year 2023. Discussion: The Department of Homeland Security provides funds through the SHSP Grant to states and local agencies to build, sustain, and deliver emergency response capabilities. The funds help advance the program's goals and objectives. The County of San Diego applies for, receives and administers federal grant funds associated with the program. The County's Unified Disaster Council, of which Poway is a member, is the governing body that determines the local grant distribution formula, which is based on each jurisdiction's population. After making qualified purchases, cities are reimbursed by the County for the full purchase amount. One of the program's goals is to strengthen communication capabilities with an objective to implement a statewide interoperability plan. To advance this goal the City plans to use the allocated $21,779 in grant funds to purchase replacement Very High Frequency (VHF) radios. VHF radios are the standard for communication during a wildfire event throughout the State of California and are 1 of4

July 16, 2024, Item #4required for fire agencies that provide mutual aid. VHF radios operate at a different band level then the 800MHz radios used during other emergency response incidents. Both VHF radios and 800MHz radios are essential for ensuring firefighter safety and interoperability during an emergency incident. This funding will be used to replace VHF mobile radios as a part of the Department's ongoing VHF mobile radio upgrade efforts. Environmental Review: This item is not subject to review under the California Environmental Quality Act (CEQA). Fiscal Impact: The City currently budgets for the replacement of some VHF mobile radios annually and will still incur costs this year. The State Homeland Security Grant does not require matching funds. Upon completion of the grant-related expenditures in the amount of $21,779, the General Fund will be reimbursed through the grant funding. The reimbursed funds will allow the City to replace additional VHF mobile radios as a part of the Department's ongoing VHF mobile radio upgrade efforts and provide additional VHF radios to Fire. It is anticipated all grant expenditures and reimbursements will be completed by December 30, 2025. Public Notification: None. Attachments: A.
