NOTICE IS HEREBY GIVEN that the City Council of the City of Poway will hold a Public Hearing to consider the following item: Specific Plan Amendment (SPA) 22- 0001, Development Review (DR) 22- 0002 and Conditional Use Permit (CUP) 22- 0004, a request to amend The Farm in Poway Specific Plan (SP 18-001) to allow the construction of a 30,500 square foot recreational club with outdoor fitness uses, restaurant, alcohol sales, small supportive retail including day spa, and lighted recreational courts.
Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15164, an Addendum has been prepared to the Final Environmental Impact Report (FEIR) (EA 19- 001) for the Farm in Poway Specific Plan project which was previously certified by the City Council on June 16, 2020. The analysis from the FEIR, together with the analysis in the Addendum, support the conclusion that the addition of the recreational club and associated amenities will not result in any new significant impacts or significant impacts that would be more severe than those identified and analyzed in the FEIR, nor are any other circumstances set forth in CEQA Guidelines section 15162(a) present that would allow or necessitate the preparation of a subsequent or supplemental EIR. Pursuant to CEQA Guidelines Section 15164(a), the City may rely on the FEIR, as updated with the Addendum, for documentation of the effects of the Project on the environment, as all of the proposed project’s significant impacts were fully disclosed, analyzed and mitigated in the FEIR, to the extent feasible.
