CITY COUNCIL
September 17, 2024
Honorable Mayor and Members of the City Courcil
Eric Heidemann, Director of Public Works t[\X
Will Wiley, Assistant Director of Public Works for Maintenance Operations £ (858) 668-4705 or [email protected] .,,, .JI'
Award of Agreement to Chambers Inc. dba Roof Construction for Public Facilities Renovation Roofing Replacement at the Crosthwaite Operations Building, and Appropriation of Funds
A request for proposals for Public Facilities Renovation Roofing Replacement at the Crosthwaite Operations Building was requested on June 12, 2024, by the City of Poway (City). The City participates in California Uniform Public Construction Cost Accounting Act (CUPCCM) which allows informal bidding procedures for public works contracts under $200,000. City staff (staff) contacted CUPCCM registered companies to provide proposals for roofing replacement at the Crosthwaite Operations Building. Three (3) proposals were received and reviewed by staff. Staff determined Chambers Inc. dba Roof Construction (Roof Construction) to be the best value to the City.

Recommended Action:

It is recommended City Council award the Agreement for Public Facilities Renovation Roofing Replacement at the Crosthwaite Operations Building to Chambers Inc. dba Roof Construction in the amount of $65,960, authorize an appropriation from the General Fund Unassigned Balance in the amount of $43,923.09 to Capital Improvement Public Facilities Renovation Roofing Replacement (MN042) and authorize the City Manager to execute the necessary documents.

Discussion:

As part of the annual budget process, funds are allocated for capital projects through the Capital Improvement Program (CIP) for investment in City infrastructure, including City facilities. During the Fiscal Year (FY) 2023-24 budget process, funds were allocated to Public Facilities Renovation Roofing Replacement Project (MN042). It was determined a portion of the funds would be utilized for the Roofing Replacement at the Crosthwaite Operations Building. In recent years, the Crosthwaite Operations Building has experienced various issues including leaks, insulation problems, and general wear and tear, resulting in increased maintenance costs. The roof has exceeded its useful life, and replacement is necessary to maintain a weatherproof building envelope. 1 of 20
September 17, 2024, Item #5
The proposed project includes the removal of the existing roof and the installation of a new roof.

Materials will be purchased under a purchase order with Weatherproofing Technologies, Inc. The table below details the proposals received.

Vendor Proposal BAFO
Chambers Inc. dba Roof Construction $73,275 $65,960
A Good Roofer, Inc. $76,425 N/A
Paramount Waterproofing & Restoration $78,850 NIA
Staff reviewed the proposals received and requested a best and final offer (BAFO) from Roof Construction. A BAFO was received, and staff determined Roof Construction, with the lowest proposal, to be the best value to the City. Roof Construction is qualified by the roofing material manufacturer to perform this work, attended a job walk, and is registered with CUPCCM which meets the criteria for this project.

Copies of all quotes are on file with the Public Works Department.

Environmental Review:

This action is not subject to review under the California Environmental Quality Act (CEQA).

Fiscal Impact:

The Public Facilities Renovation Roof Replacement project (MN042) includes $22,036.91 for the roof replacement at the Crosthwaite Operations Building. Funds totaling $88,000 were allocated for CIP MN042. The total cost of the renovation as a result of this action is $65,960. Due to increased costs including two other roof repair/replacement projects already awarded under project MN042, an appropriation in the amount of $43,923.09 is requested from the General Fund Unassigned Balance to cover the difference between the available funds and the recommended contract price.

Public Notification:

None.
