CITY COUNCIL
Award of Agreement to Brian Cox Mechanical, Inc. for Public Facilities Renovation HVAC Replacement at City Hall Server Room
An informal request for proposals for Public Facilities Renovation HVAC Replacement at City Hall Server Room was requested on May 10, 2024, by the City of Poway (City). Bids for the project were solicited directly from a pre-approved list of contractors under California Uniform Public Construction Cost Accounting Act (CUPCCAA) for public works projects under $200,000. City staff (staff) contacted CUPCCAA registered companies to provide proposals for HVAC Replacement at City Hall Server Room.
Three (3) proposals were received and reviewed by staff. Staff determined Brian Cox Mechanical, Inc. (Brian Cox Mechanical) to be qualified to provide these services to the City.
Recommended Action:
It is recommended City Council award the Agreement for Public Facilities Renovation HVAC Replacement at City Hall Server Room to Brian Cox Mechanical, Inc. in the amount of $191,391 and authorize the City Manager to execute the necessary documents.
Discussion:
As part of the annual budget process, funds are allocated for capital projects through the Capital Improvement Program (CIP) for investment in City infrastructure, including City facilities. During the Fiscal Year (FY) 2023-24 budget process, funds were allocated to Public Facilities Renovation HVAC Replacement (MN041 ). It was determined a portion of the funds would be utilized for HVAC replacement at the City Hall server room.
The HVAC units in the main server room at City Hall have reached the end of their useful life and require replacement. The proposed project involves replacing two (2) HVAC units exclusively servicing the City's main server room. Proactively replacing the units will avoid potential server crashes and interrupted service caused by overheating.

Brian Cox Mechanical, Inc. $191,391
Southwest Mechanical Services, Inc. $221,858
Siemens Industry, Inc. $234,046
Three (3) proposals were received and reviewed by staff. The lowest proposal submitted by Brian Cox Mechanical was determined to be responsive. Based on the bids received and work required to complete the project, Brian Cox Mechanical's price is fair, reasonable and Brian Cox Mechanical is qualified to complete the work. Staff recommends the Agreement be awarded to Brian Cox Mechanical for labor and materials to replace the HVAC unit serving the server room at City Hall in the total amount of $191,391.
Copies of all proposals are on file with the Public Works Department.
Environmental Review:
This action is not subject to review under the California Environmental Quality Act (CEQA).
