Meetings | Regular City Council meetings are held on the first and third Tuesday of the month at 7:00 p.m. in the Council Chambers located at 13325 Civic Center Drive, Poway, CA 92064. The Council Chamber will be open to the public.
Public Meeting Access | Members of the public may attend the City Council meeting in person, or watch the City Council meeting live online. Regular City Council meetings are broadcast live on Cox Communication Channel 24 and Spectrum Channel 19. Council meeting videos are archived and available for viewing on the City’s website.
Speakers | Persons wishing to address the Council on matters not on the agenda may do so under Public Comment. Those wishing to speak on items on the agenda may do so when the item is being considered. Please submit a Speaker's Slip to the City Clerk prior to the meeting or the announcement of the item. All comments will be limited to three (3) minutes. Per the Poway Municipal Code, the speaking time may be reduced.

Development Review (DR) 23-0003, CEQA exemption, Affordable Housing Agreement (AHA), Ground Lease, Health and Safety Code (HSC) Section 33433 Summary Report and Related Findings for the Construction and Operation of a 60-unit Affordable Housing Development at 12674 Monte Vista Road (APN 275-460-61-00)
City Manager’s Recommendation: It is recommended the City Council 1) Adopt the Resolution (i) approving DR 23-0003, (ii) determining the Project is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15332, and (iii) finding the Project is in conformance with the General Plan; and 2) Adopt the Resolution (i) approving the Summary Report prepared pursuant to Health and Safety Code Section 33433 and making required findings and determinations pursuant to Section 33433, (ii) approving the lease of the Property and the Affordable Housing Agreement between the Authority and Wakeland Monte Vista, LP, including the Ground Lease and all other Attachments, for the lease of the Property and development and operation of the Project, and (iii) approving other actions set forth in the City Council Resolution.
COUNCIL ACTION: Approved 5/0 to include the adoption of Resolution 24-068 & Resolution 24- 069.
City Manager’s Recommendation: It is recommended the Poway Housing Authority (Authority) Board Adopt the Resolution (i) Certifying its review and consideration of the Project’s categorical exemption pursuant to CEQA Guidelines Section 15332, (ii) approving the Summary Report prepared pursuant to Health and Safety Code Section 33433 and making required findings and determinations pursuant to Section 33433, (iii) determining that the proceeds of the lease of the Property will be used by the Authority to assist a housing project for persons of low income pursuant to Health and Safety Code Section 34312.3, (iv) approving the lease of the Property and the Affordable Housing Agreement between the Authority and Wakeland Monte Vista, LP, including the Ground Lease and all other Attachments, for the lease of the Property and the development and operation of the Project, (v) approving the terms for the Authority’s loan of $4,590,000 to finance Developer’s ground lease of the Property as prepayment of the capitalized annual lease payments, and (vi) approving other actions set forth in the Authority Resolution.

11. Fiscal Year (FY) 2025-26 Community Development Block Grant Program
City Manager’s Recommendation: It is recommended the City Council 1) Adopt a Resolution authorizing the submission of four applications for the FY 2025-2026 CDBG program; 2) Authorize the appropriation of $183,446.00 to the CDBG Fund (F2410) from the General Fund (F1000), as a loan, to fund the proposed FY 2025-2026 CDBG program upon approval by the County; and 3) Authorize the City Manager to execute all necessary contracts with the County.

12. Update on the Water Infrastructure Improvement Program; Approval of an Amendment to the Agreement between the City of Poway and Black & Veatch Corporation for Engineering Design Services for the Poway Treated Water Facilities and Redundant Pipeline Project (WTR0028); and Appropriation of Funds
City Manager’s Recommendation: It is recommended the City Council 1) Approve an Amendment to the Consultant Agreement with Black & Veatch Corporation for Engineering Design Services for the Poway Treated Water Facilities and Redundant Pipeline Project; 2) Authorize an appropriation of $672,455 from the Water Fund to the Capital Improvement Fund Program Treated Water Facilities and Redundant Pipeline Project (WTR0028); 3) Approve the Memorandum of Understanding with Ramona Municipal Water District; and 4) Authorize the City Manager to execute the necessary documents.
