These devices will soon reach the end of their serviceable life. In order to secure the best pricing, the Poway Fire Department is seeking approval to commit to the replacement of all ECG devices in Fiscal Year (FY) 2025-26. This commitment will secure the current pricing before a scheduled cost increase in January of 2025. Using approved sole source procurement, a quote in the amount of $546,023.78 has been received from Lifepak. Recommended Action: It is recommended the City Council approve the purchase of ten (10) Lifepak 35 Electrocardiogram (ECG) Monitor/Defibrillators to replace the existing devices that have reached end of life. Discussion: The manufacturer reports a seven-to-eight-year life expectancy for the Lifepak 15 ECG Monitor/Defibrillators. All devices currently in service are due for replacement. The Poway Fire Department was able to extend the life of the existing Lifepak 15 devices through a robust preventative maintenance program, with some units having been purchased in 2010. The Fire Department has delayed the purchase of new Lifepak Monitor/Defibrillators until the new Lifepak 35 model was released in April 2024 so funding was not used to purchase outgoing technology. The Lifepak Monitor/Defibrillators are a critical and necessary piece of equipment used on a majority of medical responses to monitor patient vital signs and heart rhythms, as well as advanced invasive cardiac treatments when necessary. Poway Municipal Code Chapter 3.28.080(() provides that formal or informal bidding may be waived 1 of 5
November 19, 2024, Item #8when the supplies or equipment are required to match or be compatible with other supplies or equipment previously purchased by the City. Lifepak Monitor/Defibrillators are manufactured by Stryker; Stryker also manufacturers the LUCAS cardiac compression system utilized on Fire Department apparatus which will seamlessly link to the Lifepak 35 during cardiac arrest. The data from the Lifepak 35 will download its information to Stryker's LifeNet and Code-Stat programs, which the Fire Department uses for mandated cardiac data retention. Environmental Review: This action is not subject to review under the California Environmental Quality Act (CEQA). Fiscal Impact: The City proactively plans for the replacement of its equipment by annually setting aside a portion of the anticipated replacement costs along with inflationary cost adjustments to account for increases in equipment costs. The purchase of ten (10) Lifepak 35 ECG Monitor/Defibrillators will be made with funds from the Capital Replacement Fund (503050-55200) along with additional funds to be requested as a part of the FY 2025-26 budget process. The total cost of equipment to be purchased in FY 2025-26 as a result of this action is $546,023.78 after a trade-in credit of $48,500. Currently, the Capital Replacement Fund for this equipment has a total of $430,000 available identified for the noted replacement equipment. It is anticipated an additional $70,000 will be added to the Capital Replacement Fund in FY 2025-26 leaving $46,023.78 to be requested during the budget process. Public Notification: None.
