Greetings to all council members,
I am writing to you in regards to agenda item #4. As owners of three Poway properties that are in D2, D1 and D3,
our family has a clear vested interest in the future of the City of Poway.
Last council meeting the reasoning against a special election was the financial cost and the lack of representation. My response to that reasoning is:
Financial cost:
Everything has a cost. Following the democratic way is worth the financial cost. The County Supervisors recently acted and have shown that they agree with this premise. To thwart the democratic process via an appointment also has a cost; as shown in the chart I created and have attached.
Lack of representation in D1
: One could argue that appointing someone is not legitimate representation. If a lack of a physical body in that seat is a concern; may I suggest that you appoint someone to fill the role temporarily until a special election can occur.
Please see the attached chart that I have created that clearly showcases why a special election is the correct path for those who value our democracy.
Lastly, it appears that some new information has been widely spread that Brian Pepin may no longer reside in Poway District 1. In order to follow the law, the city should fully investigate and verify, in a complete manner that Brian Pepin does or does not reside in Poway District 1.
If the city does not have the adequate time to fully verify the facts in a manner that can withstand the scrutiny of a court or third party investigation, then in my opinion it would be prudent to consider tabling the decision to a future council meeting. If Brian Pepin does indeed not reside here then it is my understanding that he may not legally vote on this matter or any other matter.
Thank you for reading my views on the matter of agenda item #4 Best Regards,
Alison Park

To the Mayor and Council Members,
I am opposed to council member appointments. Poway should hold a special election for District 1. We deserve to VOTE for our council members, we deserve a choice.
I am urging you to please hold a vote so that Poway can CHOOSE our representation.

Honorable Council Members,
I encourage you to vote to hold a special election to fill the vacancy in District 1.
The
residents of District 1 should be able to select the person to represent them, not someone appointed by the council members who don't live in that district.
It could be held at the same
time
that the election is held
for
County Supervisor.
Democracy and transparency is the issue,
not the cost.
Respectfully,
Patrick Herndon

Pepin quitting right AFTER the election does not pass the smell test.
Please hold a special election.
Also, it seems that everyone wants to recall everyone else.
Why not use the special election to re-elect / recall the Mayor and All the Council members?

Council Members:
I urge the Council to hold a special election for District 1 to restore trust in our local government.
Poway’s troubled history with appointments shows the need for change. A mail-in ballot election is a cost-saving way to invest in our democracy and break this abusive pattern.
The people of District 1 deserve the right to choose their representative.
Thank you.

Unless the mayor or council members are trying to hide something, when a council seat is vacated by the then sitting members, there should be an election so that the residents of that district can vote for their own council member. The current district lacking representation is District 1.
Appointing someone erodes the public's trust in the system as appointees only represent the view of the mayor, not the just under 5,000 voters in District 1. 1-

Brian Pepin has disappeared, and the council will be voting on how to replace him.
No more special interest appointments.
The people of Poway want a special
election.
As seen by the November election, Poway voters are fed up, and they are paying attention. We want our council to represent us, not the wealthy donors or the special interests of Steve Vaus, who according to a recording, doesn't give a sh@t about any of the people of Poway and can't wrap his head around anything but developer interests.
Call a special election so that voters can chose their own representative on the council.
